The Tunnels, Bridges & Terminals Department operates four bridges, two tunnels, a bus terminal and a bus station and collects over 1.3 billion in revenues each year. This is an exciting time to join Tunnels, Bridges and Terminals (TB&T) as the department embarks on several projects that will re-shape transportation in the region including, the raising of the Bayonne Bridge, rebuilding the Goethals Bridge and the implementation of an all-electronic toll system. RESPONSIBILITIES Under the direction of the General Manager, Transportation and Revenue Programs and the Supervisor for Transportation Planning, the selected candidate will manage a staff of one professional with occasional interns, to administer and manage bus carrier agreements at the department’s two bus facilities, obtain appropriate authorization for such agreements, and maintain relationships between TB&T, staff departments and the bus carriers. This position is responsible for managing TB&T’s commuter and intercity bus business, with agreements worth over $17 million dollars a year. This position will also be the unit’s primary liaison for the Port Authority’s planning efforts for new bus facilities and improvements to bus operations in the department’s existing terminals, working closely with facility managers. This position operates with wide latitude for making independent decisions in the areas of transportation planning, bus operations, bus data collection, and policy analysis. This position is located in the Department's main office at 4 World Trade Center in New York City, New York. Responsibilities will include, but are not limited to, the following: 1) 2) 3) 4) Evaluate, Develop, and Motivate Staff and Project Teams Bus Fees and Agreements Data Analysis Improve Bus Carrier Information 5) Inter- and intra-agency and Carrier Relations 6) Facility Operations Studies QUALIFICATIONS Must possess a Bachelor’s Degree in Engineering, Operations Research, Transportation, Planning, Business / Public Administration or related discipline from an accredited college or university Three to five years of relevant work experience Must possess a valid driver’s license DESIRED THE IDEAL CANDIDATE WILL PRESENT THE FOLLOWING QUALIFICATIONS: Masters Degree in a related discipline is highly desirable Expert user skills in Microsoft Office, including Excel, Word, PowerPoint, and Access. Ability to supervise, direct, motivate and develop staff and project teams Experience in negotiating and ensuring counter-party compliance with leases/contracts Demonstrated analytical skills used in solving complex transportation problems General understanding of or direct work experience with bus carriers or bus mass transit operations. Familiarity with leases/contracts and the Port Authority authorization process Superior writing, oral, presentation and interpersonal skills with staff at all organizational levels Ability to write and negotiate project scopes and schedules with internal and external service providers Ability to handle multiple concurrent issues, to delegate, and to follow through.
