1.3.

Proposal Submission Term

Proposals shall be submitted by 14:00 hours, 27 January, 2015 , to the Latvian Institute of

Organic Synthesis, at Aizkraukles street 21, Room 112.

1.4.

Securing of the Proposal

The proposal shall not require securing.

1.5.

Arrangement of the Proposal

1.5.1.

The proposal, the documents and correspondence related to the process of the procurement between the Contracting Authority and the Tenderer shall be in

Latvian, or in English if the Tenderer is registered outside Latvia. Additional technical documentation may also be enclosed in English.

1.5.2.

The proposal shall be submitted in a sealed envelope on which name of the

Tenderer and the procurement identification number shall be indicated (OSI

2015/04 MI ERAF).

1.5.3.

The Tenderer shall submit one original and one copy of the proposal. The words

“ORIGINAL” and “COPY” shall be indicated on the original and the copy of the proposal respectively. The original and the copy of the proposal shall be placed in the envelope indicated in Clause 1.5.2.

1.5.4.

The proposal shall be signed by the Tenderer’s manager or a person authorised thereto.

The proposal consists of three parts:

INFORMATION REGARDING THE SUBJECT OF PROCUREMENT AND THE

CONTRACT

2.1.

Subject of Procurement

The subject of procurement shall be the supply of an image processing software package to the Latvian Institute of Organic Synthesis within the Framework of Implementation of

European Regional Development Fund (hereinafter referred to as the ERDF) activity

2.1.1.3.3 according to the Technical Specification.

2.2.

Number of Proposals

The Tenderer may submit one proposal for the entire amount of the procurement according to the Technical Specification.

2.3.

Conditions for Entering into the Contract

One contract will be entered into with regard to the entire amount of the procurement.

2.4.

Place of Performance of the Contract

The places of performance of the contract shall be Rātsupītes street 1, Riga, LV-1068,

Latvia.

2.5.

Term of Performance of the Contract

2.5.1.

The term of performance of the contract shall be 1 (one) month from the date of signing of the contract.

2.6.

Contract Provisions

2.6.1.

Software licence type – perpetual licence.

2.6.2.

Amendments to the procurement contract, where necessary, shall be introduced in line with the provisions of Section 67

of the Public Procurement Law.

3.

REQUIREMENTS FOR THE EXCLUSION, SELECTION AND QUALIFICATION

OF TENDERERS

3.1.

Conditions for the Tenderer’s Participation in the Tender

Any person or a group of persons from any country who is registered as provided for by the law and who corresponds to the requirements set forth in the Rules may participate in the tender.

3.2.

The Tenderer Exclusion Conditions

The Contracting Authority will exclude the Tenderer from further participation in the tender and will not examine the Tenderer’s proposal if it establishes the facts indicated in Section

Paragraph Five Clause 1 or Clause 2 of the Public Procurement Law.

3.3.

Qualification Requirements

No qualification requirements are set forth for the Tenderers in this tender.

4.

DOCUMENTS FOR SUBMISSION

4.1.

The Tenderer’s Selection Documents

4.1.1.

The Tenderer’s application for participation in the tender, which confirms the

Tenderer’s commitment to ensure delivery of the Goods according to the Tender

Rules. The application shall be signed by a person or persons authorised to act so on behalf of the company. The signature of each person shall be supplemented with the full name, surname and position thereof.

The application for participation in the tender shall be prepared according to the sample annexed hereto. See Sample 1 of the Tender Rules.

4.1.2.

General information about the Tenderer according to Sample 4 of the Tender

Rules. All boxes shall be completed.

4.2.

Documents Necessary to Assess the Exclusion Provisions Regarding Tenderers who

Prove to be Eligible to Enter into the Contract

4.2.1.

Prior to the passing of the decision regarding the tender results, in order to assess a Tenderer according to Section 8

Paragraph Five of the Public Procurement Law the Procurement Commission shall act as provided for by Section 8

Seven Clauses 1 and 2 of the Public Procurement Law (PPL).

4.2.2.

Should the Procurement Commission establish that the Tenderer who is eligible to enter into the contract has debts of taxes administered by the State Revenue Service, including state mandatory social insurance contributions that exceed a total of EUR

150, it shall act pursuant to Section 8

Paragraph Eight Clause 2 of the PPL.

4.3.

Qualification Documents of the Tenderer

No qualification documents are required.

4.4.

The Technical Proposal

4.4.1.

The technical proposal shall be prepared according to the requirements of the

Technical Specification.

4.4.2.

The Tenderer shall prepare the technical proposal according to the Sample

Technical Proposal (Sample 2). The Tenderer may freely enclose additional materials regarding the offered goods.

4.5.

The Financial Proposal

4.5.1.

The financial proposal shall be prepared taking into account the amount and description of the Goods and Related Services to be delivered pursuant to the

Technical Specification, according to the Sample Financial Proposal (Sample 3).

4.5.2.

The prices in the financial proposal shall be indicated in EUR, by quoting the price less value added tax, the applicable VAT (the relevant proportion) and the price with VAT.

4.5.3.

Both the unit prices and the total price for the entire amount of the procurement

(or the part thereof if the procurement is divided into parts) shall be indicated in the proposal.

4.5.4.

The unit prices of the goods indicated in the financial proposal shall include all costs related to the Goods to be supplied and the Related Services.

4.5.5.

The prices and unit rates offered by the Tenderer shall remain unchanged over the entire period of performance of the contract. Should the amount of the Goods and

Related Services change during the performance of the contract, the amendments shall be made on the basis of the unit prices indicated by the Tenderer according to

5.

THE PROPOSAL ASSESSMENT AND SELECTION CRITERIA

5.1.

Presentation of the Goods

No presentation of the Goods is required.

5.2.

Verification of the Arrangement of the Proposals

The arrangement of the proposal, the tenderer selection and qualification documentation and the compliance of the technical and financial proposals will be assessed by the

Procurement Commission at a closed meeting.

5.3.

The Proposal Selection Criteria

The Procurement Commission will select the proposal with the lowest price, which corresponds to the Tender Rules and the Technical Specification on the condition that the Tenderer complies with the Tenderer selection and qualification requirements. (Where the procurement has been divided into parts the Commission chooses one proposal for each part of the procurement.)

5.4.

Awarding of the Contract

The Procurement Commission will award the contract to the Tenderer whose proposal is selected according to Clause 5.3 of the Tender Rules and who has not been excluded subject to Section 8

TECHNICAL SPECIFICATION

GENERAL INFORMATION

The Tenderer shall prepare the technical proposal according to the Technical Specification.

The Description of the Supply

Latvian Institute of Organic Synthesis is going to acquire an image processing software package allowing:

 Capture single images and movies;

Process and enhance images;

Measure distances and areas, track objects, and measure intensity;

Automatically count and classify objects;

Built in possibilities to automate tasks;

Create, download and share custom apps;

Export results to MS Excel, send images to PowerPoint, create PDF reports and share an audit trail of imaging steps;

Suitable for life science research, pathology, fluorescence imaging, ring analysis and aging, cell biology, particle analysis.

Purchasing of the database will be done within European Regional Development Fund (ERDF) activity 2.1.1.3.3.

TECHNICAL SPECIFICATIONS OF AN IMAGE PROCESSING SOFTWARE

The image comparison workspace which allows to compare live images with previously captured images and analyze their differences or changes that have occurred over time;

Create new images based on the differences between these objects to further measure and analyze;

Use the crosshair overlay to ensure that images are correctly aligned while capturing (range of patterns, colors, and sizes shall be available).

At least the following image processing and enhancement options shall be possible:

 Correct for microscope shift with post-acquisition auto alignment tools which allows to align individual images, or images in a sequence, for translation, rotation, or scaling inaccuracies;

The extended depth of field (EDF) feature which allows to derive a single image from a series of images that are focused on different depths along the Z-plane (multi-plane focus feature along with a contrast detection algorithm to analyze the series of images to either extract the one that represents the best-focused image, or to create a composite image that takes the best-focus data from the various images of the series and combines them into one extended depth of field image);

The HDR feature which allows to create a single high dynamic range image out of a sequence of images that capture different exposures of the same scene;

Post-acquisition tiling tool which allows to align and stitch images together onto a single canvas for constructing panoramic views or for stitching together multiple images taken with a motorized stage (possibilities for manual and automatic layout adjustment and corrections);

Image compare workspace which allows see how objects have changed over time or analyze difference between objects (work with both live images and previously capture images);

Combine and separate images into RGB, HSI, and HSL colour channels;

 Extract colour channels to reduce the saturation values in a

HSI image, boost selected colour values in an RGB image and merge back into the original image or another image;

Remove background noise and reveal hidden details with image processing filters;

Preview filters on active image for instant results which allows preview selected filters on image prior to applying;

Pseudocolour tools to make details in an image more visible by increasing the distance in colour space between successive gray levels;

Fast Fourier Transform tool to isolate and filter out image noise;

The Gallery View which allows to view every frame in a

Measurements of distances, areas and intensity

Counting and classification of objects

Counting and classification of objects sequence simultaneously, extract, add or remove frames from movies.

At least the following image calibration and measurements

(quantifiable data extraction) shall be possible:

Calibration of images for analysis using spatial and intensity calibration tools;

The Auto Calibration feature which allows to automatically calibrate using a stage micrometer;

Manual measurement tools which allows to measure at least following parameters: distances, angles, regions of objects, distances between two points, diameters;

Manually draw measurements or use wand and tracing tools to automatically find object edges;

Automatically find all dark, bright, or similarly coloured objects;

Tool which allows automatically detect edges along a defined line and measure distances between these changing intensity levels;

Tool which allows manually or automatically follow cells, particles or other objects as they move through time and space;

Track and graph the changing of intensity parameters over time within an area of interest;

Interactive graphs and table which allow to analyze one or all objects;

Software ensures that all measurement data tables can be exported to Excel, including choices to append data to the bottom or right of an existing worksheet or to create a new worksheet each time;

Software ensures that all graphs can be exported to MS

Excel, MS PowerPoint or other documents for reporting and presentations.

At least the following image object counting and classification shall be possible:

Automatically segment, count, measure and characterize objects, including hard-to-segment images with uneven background, slight colour variations and textured objects;

Automatically identify dark or bright objects and manually select and create multiple classes of objects in order to measure at least areas, percent area, regions, intensity values;

Locate and segment objects based on their colour in addition to create new classes to further characterize and streamline data collection and reporting;

Smart segmentation allow to use intensity, morphological filters, color and background when segmenting objects;

Count and measure objects in a multi-frame movie;

Count and measure objects in a multi-frame movie to analyze changes over time;

Measure Distances Between Objects

Measure one-to-one and one-to-many distances between objects;

Create a new image displaying all counted objects arranged by size;

Analyze the Spatial Distribution of Objects.

Other software functions

Automate Tasks At least the following automatic image processing shall be possible:

Record all software functions as steps in macros;

View, edit and debug macros using code view;

 Review recorded steps in an intuitive graphical view where each step along the way is presented in an easy to read

Sharing of results graphical button and can be removed or edited by simply selecting the tool or dragging new scripting with mouse;

Apply image processing steps to all opened images or entire folders of images using batch processing tools.

At least the following sharing and export functions shall be possible:

Export all graphs and measurement tables to MS Excel format;

Create and export reports (images and data) using templates which can be published in at least MS Excel, PDF, MS

Designing application

Word, HTML formats;

Add descriptive annotations to single images or within movie frames;

Choose to save annotations as independent overlays or as part of the image data;

Create zoomed in copies of images and measurement overlays to use in print or web publications;

 Generate PowerPoint slideshows;

Save and document image processes with the audit trail and export audit trail as an XML file or to MS Excel.

Software shall allow to easily design step-by-step workflows that walk through image analysis processes. Software developer shall maintain website, which allow to download apps or choose to develop and package of apps to share with colleagues.

DOCUMENTS TO BE SUPPLIED

Detailed manual of the software package with regard to its use and application notes shall be supplied in English or an Internet site containing the manual shall be indicated.

PLACE OF DELIVERY

The software package shall be delivered to the Latvian Institute of Organic Synthesis at

Ratsupites Str 1, LV-1067, Riga, Latvia.

SCHEDULE AND TIME OF DELIVERY

Time of delivery is 1 month from the signing of the contract.

AFTER-SALE SERVICES

If applicable, the tender shall separately quote the costs of updates and other necessary services, but they shall not be included in the tender price.
