Sub-Annex 2 Additional documentation of the tenderer´s suitability In section 1.4.2.4 Tenderer's technical and/or specialist suitability, several requirements are outlined with regard to technical suitability. The following guidelines are intended for tenderers completing point 5 in section 1.4.2.4 of the tender specifications. A. For parameters covered by the Danish Ministry of the Environment’s Order on quality requirements for environmental measurements, Annex 1: Point 5 states that accreditation is a non-negotiable requirement for parameters covered by the Danish Ministry of the Environment's Order on quality requirements for environmental measurements, Annex 1 (Sub-annex 7). The completed lists in the tender material must state the parameters for which the tenderer has accreditation at the time of tender (mark with an x). Absence of a cross means that the tenderer is not accredited for the parameters/matrices in question at the time the tender is submitted. In addition, the tender lists must show the tenderer’s quality of analysis in such a way that it is clear where accreditation does not comply with the quality of analysis required in the tender lists. If accreditation does not fulfil the requirements of the tender lists with regard to quality of analysis, a schedule for achievement of the required quality level must be submitted. The tenderer may provide supplementary relevant information where the tenderer deems this appropriate. B. For parameters not covered by the Danish Ministry of the Environment’s Order 231/2014 on quality requirements for environmental measurements, Annex 1: Point 5 also outlines the requirement that for parameters not covered by the Danish Ministry of the Environment’s order on quality requirements for environmental measurements, Annex 1, the tenderer must provide documentary evidence of the quality of the method of analysis. If the method of analysis is accredited, and the said accreditation satisfies the detection limits of the relevant parameter, it will be recognized as documentation. It must be clear from the completed tender lists which parameters are covered by accreditation (mark with a cross). For methods which are not accredited or where the accreditation does not fulfil quality requirements, a statement must be provided describing the analysis method and quality data for a minimum of one parameter for each method of analysis involved, see section 1.4.2.6 “The tenderer’s technical and/or specialist suitability”. The selected parameter must represent a medium or higher degree of difficulty in relation to analysis. The statement and all calculations must be based on procedures and definitions laid down in the Danish Ministry of the Environment’s order on quality requirements for environmental measurements, Annex 1. The statement must contain the following information as a minimum and it must be presented in the following order: 1. Matrix 2. Method of analysis. A detailed description of method (for instance, not simply “GC-MS”) and references. 3. Parameters in the tender covered by the method, and parameters for which quality data is available. 4. Recovery. Procedure, concentration level, test results and calculated recovery. 5. Uncertainty. Procedure, concentration level, test results and calculated Uabs and Urel. 6. Detection limit. Procedure, concentration level, test results and calculated detection limit. 7. Results of any participation in performance testing. Information on results from the last three years including organizer, year, matrix, concentration level and result for the tenderer. The tenderer may provide supplementary relevant information such as internal and external quality control procedures. The following form should be used for information on quality data: Form 2: Parameter Unit Matrix QUALITY OF ANALYSIS Methode Recovery, Uncertainty % Uabs/Urel Analysis quality class Detection limit Point 5 also states that at the time of tendering the tenderer must fulfil the required detection limits for at least 75 % of the parameters within a sub-contract. When checking compliance with these requirements, a given parameter is counted once per matrix. The tender lists must show the detection limit of the analysis parameter in such a way that it is clear where the tenderer does not comply with the quality of analysis required in the tender lists. For parameters which do not satisfy the required detection limits, a schedule must be submitted showing when the requisite detection limit will be achieved.
