PERFORMANCE CHALLENGE FUND PROJECT PROPOSAL TITLE OF PROJECT: I. Construction/Rehabilitation/Improvement of canal along the National Highway (right side) Expansion/Extension from Purok Ibaba to Purok Ilaya, Barangay Dayap, Calauan, Laguna DESCRIPTION A. BRIEF SUMMARY OF THE PROJECT As per NSO survey, Barangay Dayap has approximately 21,877 residents, the highest population among the 17 barangays of Calauan. Two (2) resettlement sites are located in the said barangay. After a heavy downpour, flooding is evident along the National Highway from Purok Ibaba to Purok Ilaya. During such calamity, residents are trapped and stranded in their houses and the road is no longer passable to all types of land vehicles. This can also result to loss of lives and damage to public and private properties including agricultural crops. There are two (2) schools located along the road and the students are the most vulnerable sector affected by such flood. The construction of the lined canal is an important infrastructure intervention necessary to reduce potential risk and hazard caused by flooding. The lined canal to be constructed will serve as a catchment of storm/rain water that will eventually flow to the Wakat River. Although a lined canal has been constructed in the area, the municipal government appropriated the amount of P2,975,000.00 under the 20% Development Fund as additional funding to continue the construction of canal along the National Highway (right side) from Purok Ibaba to Purok Ilaya. The additional funding (Phase II) of the project which covers the continuation of the main drainage system was bidded recently and will commence once the DENR permit for the cutting of trees is released. The proposed project under the 2013 Performance Challenge Fund (PCF) Subsidy of ONE MILLION PESOS (P1,000,000.00) from the National Government is for the construction/rehabilitation/improvement of canal along the National Highway (right side) expansion/extension from Purok Ibaba to Purok Ilaya, Brgy. Dayap. The expansion/extension of the project (Phase III) will cover the construction of a lateral drainage canal connecting to the main drainage system. The total length of the extended canal is 318 meters. Ninety (90) calendar days are needed to complete the project. Upon the completion of the project, the residents of the community and Sanggunian Barangay are expected to assist in the maintenance of the canal. B. PROJECT GOALS AND OBJECTIVES • To expand/extend the improved drainage facility along the National road from Purok Ibaba to Purok Ilaya • To expand/extend the reduced damages to properties caused by flooding C. TARGET BENEFICIARIES • 21,877 residents of Barangay Dayap, Calauan, Laguna •Residents of the two resettlement sites and students of public schools located along the national road •Other residents of Calauan and nearby municipalities; and motorists D. IV. PROJECT MANAGEMENT The implementation, monitoring and evaluation of the flood control project will be undertaken by the Project Implementation Unit (PIU) for the PCF as per E.O. No. 011 s. 2014 issued by the LCE. V. PROJECT SUSTAINABILITY The project will benefit the community in terms of reduced damage to properties & agricultural products caused by floods. The safety and convenience of residents and motorists is ensured even during heavy rains. With the improvement in the drainage system, it is expected that the community as well as the Sanggunian Barangay will take responsibility in its maintenance. VI. RISK ANALYSIS Certain weather conditions such as typhoons/storms can cause delays in the project implementation. Cooperation, positive attitude and outlook on compliance to policies and requirements by all government offices concerned including DENR permit for the cutting of trees would greatly help facilitate the implementation of the project.
