PUROK PROJECT PROPOSAL: PROJECT WAKAT: (Wagtangon Ang Kalat sa
Atong Tugkaran) An Environmental Combat
of the EMPTY PLASTIC BOTTLES AND OTHER
WASTE FOR THE TRANSFORMATION OF P- 4,
BARANGAY SALVACION, BAYUGAN CITY
(An Advocacy on Environment- Friendly Initiative to Reuse the plastic waste products from
respective households into creative crafts to Purok beautification)
(Support project to R.A. # 9003 also known as (Ecological Solid Waste Management
act of 2000), the 3R’s - Reduce, Reuse, Recycle and WAR ON WASTE of our government’s
program and projects)
I.
Rationale
Philippines is one of the top six countries dumped plastic garbage in any waterways
which goes to oceans according to 2015 study in the journal Science. That would contribute
as much as 242 million pounds of plastic to the ocean every year.
According to Environment Protection Agency (EPA) that only about 9% of plastic
bags are ever recycled. And a mere 7% of all plastics including plastic bottles end up being
recycled.(July 18, 2018)
Most of us think that through recycling our plastic waste is a step towards saving the
environment but this could be further from the truth. Most single-use plastic- like those
shopping bags or cellophanes from the market as well as water bottles- never get recycled.
Much of the plastic deposited in recycling bins does not get recycled in reality. As a
result, all plastics soon ends up in incinerator or even in a landfill and forever a garbage for
many years that would contaminate our environment.
In some cities, just 9% of this plastic has been recycled. Though people are very
much happy of our City government of Bayugan because of the implementation of the
segregation, collection from different Barangays and transportation of our wastes to
landfill sites. Yet, we cannot deny the fact that there might be instances that it can be at
risk of escaping into the environment. Even when it's in landfills, plastic is at risk of blowing
away and ending up in rivers or oceans. Even more of a risk is plastic litter since junk shop
owners stop buying plastic bottles and cans in our place.
Currently, more than 300 million tons of new plastic is produced annually and only
less than 10% of it recycled according to recent study.
On the other hand, the implementation of proper segregation of waste and its
disposal management is on top of our community’s list/ agenda on several assembly
meetings and conferences. Even though many times our authorities advocated and
implemented laws, rules and regulations to preserve our environment, penalties and fines
are being imposed in a certain resolution but still other couldn’t even follow or just ignore it.
All what have been implemented die in its natural death and everything goes nothing
happen.
In our Purok 4 of Barangay Salvacion which is located 50 meters from the National
highway going to the gate of Salvacion National High School. Where many households
situated along the road and around the school premises. In fact, the Purok center is near
the school gate where residents, students and other vendors stayed and sometimes sell
street foods. Plastic waste, cellophane, plastic cups, or even paper scattered around the
place and along the road ignoring the presence of the waste bin in the corner.
This scene is truly an eyesore not only for the passersby but also to visitors who
came into the place.
Through this observations and thorough study to alleviate this problem, the
researcher does the first step at her own community to support government programs and
project. An advocacy of making or creating the plastic array case or bin for the empty
plastic bottles at the same time construction of the waste segregation booth/ box with
labels ( malata, di-malata, magamit pa, dilikado/makahilo) located at the Purok center and
that would soon be used for a creative and purposive project that could greatly make a
difference and served as basis of the action taken in the community.
Objectives:
1. To instill the value of proper waste segregation in the Purok and their respective
households.
2. To intensify the implementation of the environmental project
3. To encourage participation and awareness.
4. To strengthen relations, good rapport and camaraderie in the neighborhood.
5. To support to our Barangay’s project and programs.

II.
Scope & Methodology
Through the cooperation of the Purok officials, Purok meeting will be conducted for
the advocacy. This could greatly make a difference in terms of cleanliness around the Purok
premises including the streets, passage ways, and public areas within the area
Review and crafting the project proposal will soon be given emphasis for approval.
Planning, organizing the group of the Purok officials and residence to the tasks and
activities to be undertaken.
On the other hand, construction of the mini-segregation booth is also encourage in
every household along the Purok road with the signage to remind the passersby and
students to avoid littering of their plastics or foils and empty food packs especially empty
bottles of their drinks.
Mobilization of the group/ committees, headed by Purok officials and residence will
be given emphasis including the tasks and activities to be undertaken.

Monitoring and Evaluation
.
Weekly/ Monthly monitoring and evaluation will be made by the researcher with
the Purok president and committees to insure the safety of the case, proper segregation of
other wastes and depositing of the empty plastic bottles in the plastic array case/ bin
without cluttered.
Inspecting and monitoring of the segregation including the construction of compost
pit must be of top priority and to be performed by the Purok officials.
