INFORMATION AND PUBLIC RELATIONS DEPARTMENT Press Release 8/9/2015 Launch of Single Sign-On for ‘Ease of Doing Business’ and Sector Specific Policies by the Hon’ble Chief Minister, Shri Raghubar Das at Ranchi on Sept 8, 2015 In an event being organised at Ranchi, Single Sign-On for ‘Ease of Doing Business’ portal is launched on 8th September, 2015 by the Shri Raghubar Das, Hon’ble Chief Minister, Govt. of Jharkhand. Sector Specific Policies for development of Food Processing sector, Feed Processing sector, setting up of Industrial Parks and to boost Exports from Jharkhand are also released. Senior officials from Government of India, Industry leaders and senior officials from Government of Jharkhand also attended the event. Single Sign-On for ‘Ease of Doing Business’ Jharkhand, Single Window System was conceptualized in the year 2003. By introducing the Single Sign-on, Single Window portal of Government of Jharkhand, i.e., www.advantage.jharkhand.gov.in has taken a giant leap. Single Sign-on technology available at Jharkhand’s portal for Ease of Doing Business portal is first of its kind in India and no other Single Window portal in India has it. Single Sign-On allows seamless integration of single window portal with the respective department’s portal by eliminating the need of signing in again as well as the need of creating separate login credentials at various department portals. This feature has been currently made available for availing services of Industries Department, Commercial Tax Department, Labour Department, Industrial Area Development Authorities and Jharkhand State Pollution Control Board. Other departments shall be integrated soon. In his address, Hon’ble Chief Minister, Govt. of Jharkhand, Shri Raghubar Das spoke about the necessity for providing time bound facilities to investors to attract investments and generate employment for prosperity of people of Jharkhand. He thanked the officers for working with dedication and team work to make possible Single Sign-on for Ease of Doing Business in such a short time. Counting on changes made by Departments, Chief Minister mentioned to bring all departments under Jharkhand Sewa dene ki Guarantee Act in near future. The Government has taken multiple steps to improve ‘Ease of Doing Business’ in consultation with the industry and many workshops have also been organised. New rules have been notified and amendments have been made in existing rules to bring transparency in the regulatory process. Apart from this, new online systems have been made, simplification of procedures have been carried out, timelines have been shortened and information about the whole processes for seeking approvals, to inspection process have been made available online by the government departments, providing regulatory clearances for starting and operating a business. Hon’ble Minister of State for Rural Development, Shri Sudarshan Bhagat mentioned Single Window System in Jharkhand is the best among other states. He shared his vision on role of Ease of Doing Business for realising ‘Make in India’ initiative. He congratulated the industry in Jharkhand and invited them to take advantages of the policies. Joint Secretary, DIPP, Government of India, Shri Shailendra Singh, who has guided the agenda of Ease of Doing Business at DIPP, delivered the Key Note address. Shri Singh shared DIPP’s vision on Ease of Doing Business and best practices being adopted by different states. He mentioned that Jharkhand progress on Ease of Doing Business agenda is noteworthy. He counted on many initiatives of Registry department, Pollution Control Board, JBVNL, Labour department and Commercial Taxes department, etc. Chief Secretary, Govt. of Jharkhand, Shri Rajiv Gauba praised the efforts of all the departments and the team work displayed by the officials to earn a better ranking for Jharkhand, which we actually deserve. Giving reference to published reports, he illustrated, why it is important to promote investments to create employment opportunities and role of Ease of Doing Business is very important. Esteemed Industry Leaders present at the event shared their opinion on the industry growth in Jharkhand and appreciated the efforts of government on Ease of Doing Business agenda. Sector Specific Policies Policy initiatives are providing strategic direction to development of various industrial sectors in the Jharkhand. In the process, four policies are launched. These are: Jharkhand Food Processing Industry Policy 2015 Jharkhand Feed Processing Industry Policy 2015 Jharkhand Industrial Park Policy 2015 Jharkhand Export Policy 2015 Hon’ble Chief Minister, Govt. of Jharkhand, Shri Raghubar Das, mentioned that the focus of Food and Feed processing policies is to improve the earning of the farmers by creating more demand for the agricultural produce. As about half of Jharkhand’s population is engaged in agriculture and primary sector, higher value addition in this sector will provide multiple economic opportunities to large number of households. Jharkhand’s geographic location also makes it suitable for agro based industries. These sectors are also suitable for MSMEs and hence secondary employment will also be high. Further, he mentioned that Industrial Parks Policy 2015 provides incentives for setting up of private industrial parks, which will bring best practices of industrial parks development and management in Jharkhand. Chief Secretary, Govt. of Jharkhand, Shri Rajiv Gauba informed the audience that these policies have been made by drawing learnings from various states, consultation with industry and contextualising it with synergies which Jharkhand provides. He invited the industry to take advantage of the policies and invest in the Food and Feed sector also. Chairman CII (ER) & CMD, Garden Reach Ship Builders & Engineers, RAdm (Retd) A. K. Verma and Chairman, CII, Jharkhand & MD TCIL. Mr. Verma emphasised that Jharkhand’s Single Window initiative is moving in the right direction and shows promise. Tarun Daga shared Industry’s perspective on the Ease of Doing Business and the policies released today. Ms. Gangotri Kujur, MLA (Mandar), Development Commissioner, Govt. of Jharkhand, Shri R. S. Poddar and Regional Director, CII (ER), Dr. Saugat Mukherjee also shared the dais.
