E-District in Jharkhand An Overview of the e-District Project in the State of Jharkhand Department of Information Technology, Government of Jharkhand * Background e-District MMP E-District is Mission Mode Project under the National e-Governance Plan. It aims at providing support to the basic administrative unit. providing support to the basic administrative unit i.e. “District Administration” to enable content development of G2C services. It’s vision is to optimally leverage and utilize the three infrastructure pillars, (SDC, SWAN & CSC) to deliver services to the citizen at his doorstep. December 2011 Slide 2 Background e-District MMP It aims at delivering the services to citizens at the grass-root level and to create a sustainable model and supporting structures for effective implementation of the MMP in all the Districts across the State. It targets certain high volume services, delivered primarily at the District Level currently not covered by any MMP under the NeGP. It undertakes backend computerization to e-enable the delivery of these services through Common Service Centers. It aims to integrate the MMP with other key MMPs such as State Data Centre, State Wide Area Network as also with State Portal for effective utilization of the common infrastructure. December 2011 Slide 3 Current Status e-District Project in Jharkhand Jharkhand was selected as one of the pilot states for implementation of the pilot e-District project. The Ranchi district was selected as the pilot district for implementation of the project. This project was sanctioned by the GOI for an amount of Rs.319.69 Lakhs. After the administrative approval PricewaterhouseCoopers Private Ltd was selected as the consultant for the project and Tata Consultancy Services as the Implementation Agency. The pilot project went live in the Kanke block of the Pilot District in Ranchi on 13th September 2011, inaugurated by the Honorable Chief Minister of Jharkhand Shri Arjun Munda. December 2011 Slide 4 Current Status e-District Project in Jharkhand(Continued) The application went live the certificate category services including the following services: Caste Certificate Domicile Certificate Income Certificate Birth Certificate Death Certificate December 2011 Slide 5 Current Status e-District Project in Jharkhand(Continued) Other services like Revenue Courts, Electoral services, Consumer court services can be accessed by external links as provided the home page of the website: jharkhand.gov.in/e-district while rest of the services viz. Pension(Old-Age/Widow/Handicap Pension), RTI and Grievance Redressal, Government dues and recoveries will be introduced in a phased manner. December 2011 Slide 6 Current Status e-District Project in Jharkhand(Continued) Infrastructure is being developed at the other 4 blocks of the pilot district Ranchi viz. Ratu, Bero, Itki, Nagri to benefit the people, who had to spend months otherwise to get these documents from the block offices and district headquarter. Hardware has been deployed in all the 4 blocks and 303 panchayats and the application is planned to go live with other services very soon. The application for e-District Jharkhand is also undergoing the STQC testing and currently Documentation Review is in progress. All the applications have been submitted and delivered through the CSCs. December 2011 Slide 7 Current Status e-District Project in Jharkhand(Continued) The Panchayat Sevaks, for the time being, are accessing their accounts from the CSCs itself, till the time when desktops are provided to the various Panchayats. The application is currently accessed through JHARNET which extends up-to the block level and through Broadband at the Panchayat level. However, to improve the connectivity up-to the Gram Panchayat level the introduction of wireless connectivity via Wi-Max has been planned. December 2011 Slide 8 Current Status e-District Project in Jharkhand(Continued) A basic computer and application training was carried out at the Panchayat level for the purpose of familiarization with the new system. As per reports, the number of online applications submitted is more than 200,000, while the number of certificates already delivered to the residents count to more than 160,000 as on 3rd may, 2013 A nominal charge of Rs 30 would be levied by the CSCs for processing each application for which people do not need to fill up the forms by themselves. December 2011 Slide 9 E-District Project Roll Out in Jharkhand Coverage of the Project in the State-wide Roll-Out The State of Jharkhand comprises of 24 districts. The Ranchi district was selected as the pilot district for the implementation of the pilot project. The coverage of the rollout of the project shall constitute the rest of the 23 districts. The total number of subdivisions in the scope of the roll out of the project is 33 and the number of blocks is 196. The implementation of the Scheme will be completed in four years commencing from 2011-12 which will include 3 years of Operations & Maintenance phase which is estimated from the date of Go-live.
