Description of Business Environment:
Lockheed Martin UK, part of the Lockheed Martin Corporation, is a leader in systems
integration, working on major programmes spanning the aerospace, defence and civil
sectors. The organisation works with more than 100 business partners and employs some
2,000 people at sites across the UK. We draw on the vast breadth of technologies and

to deliver high technology products and services to our customers.
Lockheed Martin UK was established in 1999 and is comprised of six Business Units
located across the UK involved in high profile UK programmes including; Deterrent, AWE,
F-35 Joint Strike Fighter, Military Flying Training System, Combined Arms Tactical Trainer,
Merlin Capability Sustainment Programme, Hellfire, Scout SV, Warrior Capability
Sustainment Programme, JAVELIN, C-130.
LMUK Ampthill traces its history back to Percival Aircraft, which became part of the
Hunting Group in 1944, changing its name to Hunting Percival Aircraft in 1954. Mergers
and consolidation led to the creation of Hunting Engineering, which moved to Ampthill in
1962. It was sold to its management in 2001 as INSYS, and Lockheed Martin acquired
INSYS in 2005. The site is now referred to as Lockheed Martin UK - Ampthill and is a
significant Business Area within Lockheed Martin’s Missiles & Fire Control business unit.
Lockheed Martin UK – Ampthill currently employs around 800 employees and is the
largest wholly owned Lockheed Martin site in the UK.
Programme Operations employ in the region of 900 personnel consisting of Programme
Managers, Control Account Managers, Master Planners, Risk Managers, Programme and
Administration Support personnel these personnel are deployed to various programmes
across the site. The Programmes at Ampthill can be split into three business areas:
Vehicle Systems, Protection Systems, and Special Projects. Key programmes at the site
include the Warrior Capability Sustainment Programme (WCSP), Scout Specialist Vehicle
(SV) turret integration, and LEAPP (Land Environment Air Picture Provision).
Specific Job Description:
Project Managers are Accountable to the Business Area Manager or Programme Director
for the achievement of the financial, performance and timeliness goals for the programme.
Responsibilities include:
 Establishing the programmes strategy to deliver its commitments and achieve the
programme performance, cost, schedule, quality, revenue, and profit objectives.
 Managing the execution and performance of the programme against its baselines to
achieve the commitments made to the Customer and business
 Managing execution of and transition between all programme phases, including bid
decision, proposal development, negotiations, award, programme start-up, programme
execution, sustainment, and contract closure.
 Ensuring timely and thorough requirements development, communication, traceability,
baselining, configuration control, validation and verification involving all program
stakeholders including developers, customers, users, and suppliers.
 Establishing and maintaining a programme management plan and a subcontract
management plan.
 Ensuring the programme’s plans, schedules, budgets developed and technical, cost,
schedule and resource baselines set and maintained, taking account of dependencies,
resource requirements and contractual and financial commitments
 Ensuring timely and thorough requirements development, communication, traceability,
baselining, configuration control, validation and verification involving all program
stakeholders including developers, customers, users, and suppliers.
 Developing and maintaining the programme organisation, roles and responsibilities and
the matrix relationship to business functions (e.g. Engineering, Operations, Subcontract
Management & Finance)
 Developing and managing the programme team; ensuring that it is staffed with the skill
sets required to meet the programme objectives.
 Ensuring that the subcontract management function is represented and performed on
programmes.
 Leading the team in identifying and achieving Mission Success Events in accordance
with the Plan
 Ensure systems engineering programme support.
 Achieving programme performance, cost, schedule, quality, revenue, and profit
objectives.
 Establishing and maintaining approved technical, cost, schedule, and resource
baselines.
 Implementing a Programme Performance Management process, including the
application of Earned Value Management (EVM) principles. Ensuring that EVM
requirements are flowed down to subcontractors if applicable.
 Implementing data management and configuration management processes.
 Ensuring the programmes risks and opportunities are identified, monitored and
mitigation plans devised and implemented in accordance with Command Media.
 Ensuring compliance with Company process and procedures (Command Media).
 Ensuring change control of the baselines is adequately undertaken to meet the needs
of the programme and the requirements of Command Media.
 Undertaking the required reviews to ensure good governance by providing evidence
based progress and status information and reports.
 Leading the programme team to deliver through empowerment and inspiration

Managing stakeholders.
Required Skills:
 Experienced in delivering successful Projects in a corporate environment
 Frequent interaction with senior leader's
 Proven record of shaping/influencing financial/strategic decision making
 Strong leadership attributes
Desirable Skills:
 APMP/APMPQ
 Applicants should have experience of and proven ability in the development and
delivery of support solutions to the UK Armed Forces and desirably in non UK
environments.
 Applicants should have a working knowledge and understanding of the UK DLODs and
the interaction between them
 Applicants should have a demonstrable ability to work flexibly with the both the UK user
community and the contracting authority to achieve value for money.
 WCSP Maintainer Training Equipment PM
Successful candidates could initially be deployed to any of the following positions:
LEAPP Support Project Manager.
The role involves managing delivery of support to systems primarily in the UK and
includes:
 Developing integrated support plans for fielded systems working with the customer and
user to achieve the required levels of system readiness and availability
 Planning and delivery of major and minor software and system upgrades and issue
resolution
 Management of an immediate response capability (help desk)
 Managing maintenance, overhaul, repairs and spares provision
 Identifying support opportunities and developing innovative solutions to meet
anticipated future needs.
Desirable skills:
 Experience of delivering complex training systems that meet the individual training
needs in a military environment.
 Knowledge of the Defence Systems Approach to Training (DSAT)
 Knowledge of the MOD acquisition cycle
 Knowledge of Maintainer Training Systems (all 3 services are Similar RN, Army or
RAF)
 Key skill Project Management experience in a training environment having delivered
Computer based training systems and simulators
 Key skill evidence of strong leadership
 Key skill evidence of strong communication skills as the candidate will need to



communicate with a large and diverse stakeholder group including Industry partners,
senior Civil Servants, Military senior Officers and junior soldiers. Internally they will
need to interact cross functionally with engineers and our senior leadership.
Experience of the target audience (REME) an advantage
Experience of delivering training to the target audience an advantage but not essential
(ex REME Artificers in the following trade groups Vehicles, Weapons and Electronics
may have this experience if posted to TA or REME school).
Experience of training development in a military environment an advantage but not
essential. (would have served at a Training Development Team)
WCSP Supportability PM
Capture Manager Air C2 UK & International
Specific Job Description:
 Developing capture plans, in concert with the Programme Directors and the Capture
Excellence Team, with the aim of maximising Pwin and delivering compelling and
decisive proposals to customers. Target programmes will typically have a value
between $50M - $300M.
 Operating at executive levels within Lockheed Martin, as well as with UK and
international customers and suppliers.
 Maintaining an awareness of global technology developments within Lockheed Martin
and outside to ensure that advanced solutions are applied to opportunities to maximise
competitiveness. Establishes design concepts, criteria and engineering efforts for
product research, development, integration and test.
 Shaping innovative and highly-effective business solutions for Air C2 programmes,
whilst supporting senior review and oversight of other LM UK programmes, as required.
Understanding Customer’s needs and wants and delivering the Customer Value
Proposition.
 Developing internal business cases for opportunities and determining investment and
return strategies. Similarly, developing business cases for supply chain partners to
enable external investment into opportunities and product development; assisting and
supporting Business Development throughout the strategic planning process.
 Engaging with potential suppliers, both technically and programmatically, to ensure
they can effectively deliver value and ensure Lockheed Martin can meet its
commitments.
 Collaborating with Functional Leads to deliver Air C2 proposals and ensure that
opportunities and proposals are delivered under the principles of UK capture
excellence.
 Reporting, as appropriate, to ensure that resources are fully engaged in effective
delivery of proposals and assigned technology programmes.
 Driving peers and colleagues in Mission Support and LM Functional Departments to
meet objectives.
 Ensuring programme / proposal compliance with standards, legislation, Corporate
Policy Statements and all other required controls. This specifically applies to
responsibility for the cost, schedule and technical performance of assigned Company


technology development programs and related capture activities, including the
development and pursuit of subsystems for major programs. This can involve both
internal and customer funding.
Providing Project Management assistance to assigned capture management activity
and engagement with customers to secure future business in line with the business
Long Range Plan (LRP).
Ability to confidently present materials to peers, customers and senior/executive LM
leadership.
Typical Minimum Education & Experience:
Ideally require Bachelors degree from an accredited college and capability typically
achieved through extensive professional experience. Will also consider individuals with
equivalent experience / combined education.
