Notice for invitation of Bid Proposals for Consultancy services based on International
Competitive Bidding (ICB)

Government of India is considering to develop & construct a new Road Link between Çhatham and Bambooflat in Port Blair,
Andaman & Nicobar Island through an over bridge or immersed tunnel.
2. The National Highways & Infrastructure Development Corporation Ltd. (NHIDCL) has been entrusted with the task of preparing Detailed Project Report for the purpose.
3. Accordingly, NHIDCL proposes to procure the services of a Technical Consultant for carrying out Technical Feasibility, Detailed Design and Financial Viability Study of the
Project. If found technically feasible and financially viable, the Project may be awarded on
BOT (Toll/ Annuity/ Hybrid Annuity) or on EPC basis for development & construction. The indicative cost of the project is Rs. 1000 Cr. (Rupees one thousand crore only).
4. Proposals are hereby invited from Consultants for preparation of Technical
Feasibility, Detailed Design and Financial Viability and Detailed Project Report (DPR) for the Development and Construction of new Road Link between Çhatham and Bambooflat through an over bridge or immersed tunnel to be awarded on BOT (Toll/ Annuity/ Hybrid
Annuity) or EPC basis.
5. The total duration for preparation of DPR shall be 9 months. RFP document can be viewed on NHIDCL website www.nhidcl.com
under tender section from 10.04.2015 (16.30 hrs)
6. To participate in bidding, the Consultants will be required to pay a sum of Rs. 1000
(Rupees One Thousand only) non-refundable in the form of a demand draft or banker’s cheque drawn on any scheduled bank in India in favour of Managing Director, National
Highways & Infrastructure Development Corporation Ltd., payable at New Delhi and another sum of Rs. 13,483/- (Rupees Thirteen Thousand Four Hundred Eighty Three only) inclusive of all taxes towards tender processing fees also non-refundable to be paid to M/s C1 India
Pvt. Ltd. through e-payment only as per procedure detailed in RFP document. Interested parties may download RFP document from 10.04.2015 (16:30 hrs) to 28.05.2015(1700 hrs)

8. The RFP Document contains detailed information about qualifications / requirements
& evaluation/selection process for selection of the Consultant.
9. The RFP document shall be submitted in e-mode as per instructions given in RFP for submission of bids.
10. A hard copy of bid shall also be submitted in hard bound form with all pages numbered serially with index of submission in the office of Sh. Sandeep Kumar, General
Manager, NHIDCL, 3 rd
Floor, PTI Building, 4-Parliament Street, New Delhi-110001 by
29.05.2015 ; 11:00 hrs. Each page of submission should be initialed by authorized representative of the Applicant as per the terms of RFP.
11. NHIDCL will not be responsible for any delay, loss or non-receipt of RFP document sent by post/courier. Further, NHIDCL shall reserve the right to accept/reject any or all applications without assigning any reasons thereof.
12. The bid received by 1100 hrs IST on 29.05.2015 in the manner specified in the RFP document at the address given will be opened on the same day at 1130 hrs.
