1. Opening
The t-con was called to order at 10:30 USA Eastern Time. The Secretary called the roll. The Agenda
was approved. The minutes of the June 11 WG-27 t-con and subsequent Joint WG-20/WG-27 t-con
were approved. S. Vastagh reviewed the antitrust rules for the meeting.
2. Co-Chair election: results, next steps.
S. Vastagh reported that the votes resulted in a tie. There will be a 30 day re-ballot issued.
3. Review WG-06 June meeting results
a. STOW-RS (Final Text) Was approved for Letter Ballot, Votes due Aug. 6th
b. QIDO-RS (Public Comment) Was approved for Public Comment, Comments due
Aug 4th
A t-con was set up for Aug 7, Wednesday, 10.30-12.30 USA Eastern Time to review comments;
Brad noted that he is submitting comments shortly on STOW, QIDO, and WADO. Will post in
today’s meeting notes as well as submit formally.
4. CP for Inline Binary (OB, OW, UN) in XML: Tim Culp
The CP was drafted by T. Culp and posted in the meeting folder with the following rationale:
“Rationale for Correction:
Supplement 161 does not define how inline binary contents (DicomAttributes OB, OW, UN)
should be packed. Bulk data is used for large binary attributes, but short DicomAttributes OB,
OW, UN, should be inline and encoded as xs:base64Binary.
Part 19 currently defines a DicomAttribute Value as an xs:positiveInteger. Recommend that
this be changed to xs:any so it can be an integer, string, or encoded binary value.”
After detailed discussion it was decided that T. Culp will recirculate a revised draft. The aim is to
submit to WG-06 in August.

5. Review of Joint WG-20 WG-27 June 26 meeting on FHIR: J. Philbin, Brad G.
ImagingStudy Resource
Jim reported on WG-20/WG-27 Joint meeting on June 26.
ACTION: Jim will look for H. Solomon notes to be transmitted to HL7 FHIR.
Next joint t-con is scheduled for July 24. In person meeting probably on Thursday
Sept. 26 at HL7 in Cambridge.

6. Proposed Work Item for RESTful Interface for UPS
Rob Horn informed of a suggestion that a restful interface for the UPS functionality would be useful.
UPS is a normalized, not composite service, it is a dynamic resource that is changing. It is doable, it
would simplify things. The Work Item would be similar to STOW and QIDO. Reuse XML mapping
for object data types. Issues expected in e.g. state management, error management.
Following the above introduction K. O’Donnell arrived and presented and described the draft Work
Item: RESTful UPS. R. Horn posed the question about including the mechanisms in the Work Item
and noted to emphasize that this is not a new “invention”.
J. Philbin noted that there is a Work Item approved for NADO and suggested to harmonize to use the
same underlining mechanism although the purposes are different.
Use cases: post processing, viewing and reporting are likely to tbe the three main use cases.
This draft will be posted to today’s meeting folder and will be submitted to DSC.
7. Additional Potential New CPs
7.1
CP for Server Info modeled on info model from DICOM Part 15 Annex H
J. Philbin asked for volunteers:

7.2
Improved mapping between DICOM XML and JSON
This was an old agenda item. DICOM does not now specify mapping. There is a reference in
the QIDO supplement but no mapping for the other new Supplements.
