Letter of Intent to join the National Chemical & Biological Defense Consortium
On April 24, 2015 the Army Contracting Command - New Jersey (ACC-NJ), on behalf of the
Joint Project Manager for Medical Countermeasure Systems (JPM-MCS) through the Joint
Program Executive Office for Chemical and Biological Defense (JPEO-CBD), released a special
notice signaling the Government’s interest in establishing a Section 845 Other Transaction
Agreement (OTA) with an eligible entity or group of entities for research and development
efforts to support the Joint Project Manager for Medical Countermeasure Systems mission to
counter Chemical Biological Radiological and Nuclear (CBRN) threats through the development
of products in the areas of detection, prevention and treatment.
In the response to this special notice, the National Chemical & Biological Defense Consortium is
seeking to form relationships with premier traditional and non-traditional government
contractors, small and large businesses, for-profit and not-for-profit entities, academic
organizations, and their affiliated organizations to provide medical protection to the Warfighter
and the nation through treatments and prevention from biological and chemical agents.
Membership in the National Chemical & Biological Defense Consortium will be
documented in the Consortium’s Articles of Collaboration. The Articles of Collaboration
will detail the proposed membership and governance structure as well as the respective
rights and obligations of consortium members. A Steering Committee will be established
from Consortium members to guide the efforts of the represented organizations in rapidly
forming and establishing the initial strategic direction of the Consortium’s efforts. A
consortium manager will administer the business functions of the Consortium. Membership
dues will be nominal to afford all organizations an opportunity to participate.
This letter is nonbinding and constitutes an indication of intent only. It creates no liability or
obligation of any nature whatsoever hereto with respect to any contemplated activities or any
other matter described or referred to herein.
COMPANY NAME intends to become a member of the National Chemical & Biological
Defense Consortium.
