ROCKWALL ISD STUDENT TRANSFER GUIDELINES Rockwall ISD adheres to the neighborhood school concept. Therefore, all students shall be assigned and attend the school in their home attendance zone. For this reason, requests for intradistrict transfers will generally be denied. Transfer requests may be made only if a documented compelling hardship exists and hardship transfers will be granted under limited circumstances. All hardship transfer requests will be considered on an individual basis. Students within Rockwall ISD whose residence changes during the school year who wish to complete the current school year at the same campus, must submit a transfer form for hardship consideration. Due to the potential disruption of the educational program at both the assigned and requested campuses, transfers are not granted during the semester for currently enrolled students without compelling hardship. The applicant must seriously consider the effects of transferring from one school to another. Emotional issues, academic transition, transportation, effects on eligibility to participate in extracurricular activities, and future transition issues must be considered. The following guidelines should be considered when applying for a hardship transfer: Transportation is not provided to students who attend school on an intradistrict transfer. Once approved, a transfer is effective for an entire academic school year unless the school becomes overcrowded or the principal revokes the transfer. If enrollment at a campus reaches capacity, Rockwall ISD administration reserves the right to return transfer students to their home school. Transfer requests must be made each year. An approval of one transfer does not guarantee or imply the approval of future transfers to the same campus, the feeder campus, or of siblings to the same campus. The transfer process is not applicable to students placed on a particular campus to receive special education or other district educational services. Siblings of students in special programs may request a transfer in order to keep families together at one campus. Approval will be based on available space. Transportation is provided only for the student in the special program. The applicant must fully understand how both the local district guidelines and University Interscholastic League (UIL) rules affect participation. A $50 Application Processing Fee must be submitted with each transfer form. The Administrative Application Processing Fee is non-refundable and does not imply transfer approval. All decisions will be made using the following criteria: School enrollment capacity and school grade level capacity Due to the rapid growth in Rockwall ISD, some campuses may be closed to in-district transfers based on increased enrollment and available space. Please review the list of closed campuses prior to submitting your transfer request form and $50 non-refundable transfer processing fee. Note: The District reserves the right to close a grade level to transfers even though the campus is not on the closed campus list. Middle School: Transfer students in grades 7-8 may participate in all activities if they meet academic and extracurricular conduct standards. High School – 9th Grade: A student requesting a transfer in 9th grade may participate in nine grade athletic activities at the high school or if qualified, in the junior varsity program activities, but cannot be elevated for one full year to a varsity team that is not the home school for a student’s residence. High School – 10th and 11th Grades: A student requesting a transfer in 10th grade may participate in tenth grade athletic activities at the high school or if qualified, in junior varsity program activities but cannot be elevated for one full year to a varsity team that is not the home school for a student’s residence. Exception: If the student attended the previous full year in the transfer high school, the student may, if qualified, participate in varsity level. High School – 12th Grade: A student requesting a transfer in 12th grade may not participate at the varsity level for one full year. Exception: If the student attended the previous full year (11th grade) in the transfer high school, the student may, if qualified, participate in varsity level. High School Academic and Performing Arts Programs: In most cases, transfer students in grades 9-12 are ineligible for participation in many competitive activities for a period of one year from the date of first attending classes at the new campus. Transfer students will participate in curricular course required concerts, performances, marching band events, etc., but will not participate in UIL competitions and contests. Return to Home School: Transfer students who elect at a later time to reverse their transfer and return to the home school will be ineligible for a period of one year from the date of first attending classes at the home school. A transfer form must be approved to return to the home school. Note: Per UIL, students who attend Utley Middle School, which is a split feeder campus, cannot establish residency for eligibility in varsity level athletics during their 8th grade year. Eligibility for varsity athletics may only be established during the 9th grade year. Page 2 of 3 ROCKWALL ISD STUDENT TRANSFER GUIDELINES If a transfer is granted, the parent and student must abide by the following Transfer Agreement: Transfer Agreement The parent and student granted a transfer agree to abide by the receiving school’s standards for attendance, discipline and academic standards. To be considered for a transfer a student must currently hold a good attendance and discipline record. School transportation is not provided to transfer students. Transfer students must be delivered and picked up on time. The campus principal reserves the right to recommend a revocation of the transfer and return the student to the home school if there are excessive absences, tardiness, or occasions when the student is persistently picked up late, or if a student violates the disciplinary code of conduct. Parent must complete an Out-of-District Transfer Request and submit the contract or lease agreement for consideration.
