Appointment Resignation New role MINUTES OF LAST MEETING The Chairman welcomed Lady Sarah Riddell to the Pilgrim Trust’s Board of Trustees. A memorandum appointing Lady Riddell was signed by the Chairman and Mr Paul Richards. The Chairman reported that Dame Ruth Runciman would be retiring from the Board of Trustees after the meeting. On behalf of the Trust, the Chairman thanked her contribution and guidance over her years of service. The Chairman congratulated Sir Mark Jones on his appointment as Master of St Cross College, University of Oxford. Minutes of the last meeting were approved by Trustees and signed as a true record. MATTERS ARISING St Giles Trust The Director updated Trustees on the most recent grant made to the St Giles Trust. St Giles Trust had been made aware that the grant was a significant one and that the Pilgrim Trust would expect regular reports and close involvement with the work St Giles is undertaking. In response, St Giles suggested various options to involve Trustees in the work of St Giles and specifically around the Peer Advice projects. The Director suggested that Book 1 Agenda item: 2 THE PILGRIM TRUST Trustees review the suggestions outlined in the meeting papers and get back to her if they want to be involved with any of the options suggested. The Chairman raised a note of caution saying that she would not want to encourage the ‘Trustee Swap’ or ‘Joint Trustee’ suggestion. Leading on from the discussion about Trustee involvement in projects, the Chairman said that she wished to draw Trustees’ attention to the possibility of accusations of conflicts of interest, if they were offered generous hospitality by potential grantees. She suggested that Trustees should let the office know and declare the hospitality at Trustees’ meetings. National Cataloguing Scheme Trustees’ attention was drawn to the list of grants made in the 2010 round of the National Cataloguing Scheme. Association of Independent Museums Trustees noted the grants awarded in the last round of the AIM/Pilgrim Trust Conservation Scheme. DIRECTOR’S REPORT Dinner Drugs Strategy The Pilgrim Trust’s staff would join Trustees for dinner at Westminster School. Dr Samantha Gross updated Trustees on the Coalition Government’s Drugs Strategy that had been published in early December. She said that the policy did not advocate a solely abstinence-based approach (as had previously been feared) and was more balanced. It also made reference to families and carers. However, the document was limited on detail, so did not a clear picture of what the next four years would bring. At their last meeting Trustees had delayed reviewing their priorities in terms of projects to support those who misuse drugs or alcohol until the publication of the Government’s Drugs Strategy. There had been concern about the lack of applications to support families and carers, the Trustees’ current priority, and those that did apply did not appear to be using evidence based interventions. Since the Drugs Strategy did not contain sufficient detail to inform Trustees about future policy, it was agreed that Dr Gross would review the guidelines in consultation with Professor Colin Blakemore. Book 1 Agenda item: 2 THE PILGRIM TRUST Green Paper on Criminal Justice The Director reported that the Green Paper ‘Breaking the Cycle, Effective Punishment, Rehabilitation and Sentencing of Offenders’ had been published in December and was open for consultation until March. Antonia Bance, the Corston Independent Funders Coalition’s (CIFC) Advocate, would be replying on behalf of the CIFC with a response focused on women offenders. A more general response from independent funders was being co-ordinated by the Monument Trust and Jenny Oppenheimer was representing the Pilgrim Trust at those discussions. FINANCE Portfolio Valuations Paul Richards said that the value of the portfolio had increased from £56 million in 2009 to over £61 million by the end of December 2010. Funds available for distribution and budget for grant giving 2011 Paul Richards advised Trustees that the budget for spending was £2.3 million (4.25% averaged over 8 quarters). £732,000 had been committed in grants in 2010 for 2011 and with the administration costs this left a budget of £1.3million to spend in 2011. £330,125 was available for spending at the meeting. Investments Mr Richards said that Cambridge Associates had been advised to reorganise the Pilgrim Trust’s investments and that this was in the process of being done. He said this should reduce investment management fees from £600,000 to closer to £300,000. Sir Mark Jones commented that it would be interesting to know how the Trust’s investments performed in comparison to other similar endowment funds. Mr Richards said that Cambridge Associates would be asked to produce a report for Trustees. Reserved items Pilgrim Trust staff left the room while these items were discussed Addictions Adviser’s Post Trustees agreed to continue to jointly fund the post for another three years in conjunction with the JP Getty Jnr Charitable Trust. A formal paper would be put to Trustees in April when financial details would be available. Staff Salaries The Chairman advised the Director that she would report on the outcome of these discussions outside the meeting. . JOINT WORKING Joint Cathedral Repair Fund Trustees agreed the proposal that the Pilgrim Trust should contribute £100,000 towards the Joint Cathedral Fabric Repair Fund. The Fund, which Book 1 Agenda item: 2 THE PILGRIM TRUST is being run by the Church Buildings Council, is open to Church of England cathedrals and grant-aids major repairs to historic cathedral fabric, in particular repairs to stonework and roofs. Funds would be disbursed in Autumn 2011. Trustees requested that the Director should sit on the grants panel. National Manuscript Conservation Trust Trustees agreed the proposal that the Pilgrim Trust should allocate £120,000 (over 3 years) to be used to support projects recommended by the National Manuscripts Conservation Trust (NMCT). The NMCT gives grants to support the conservation of important manuscripts. With support from The National Archives, the Trust also advises applicants on issues relating to preservation and conservation best practice. SPECIAL GRANTS Bingham Centre for the Rule of Law SMALL GRANTS OFFERED UNDER DELEGATED AUTHORITY The Pilgrim Trust agreed a special grant of £25,000 to the Bingham Centre for the Rule of Law in memory of the late Lord Bingham who had been a Trustee of the Pilgrim Trust from 1991 until 2006. Trustees noted the two small grants made between meetings to the Newland Furnace Trust and Bovingdon Parish Council.
