Santiago Library System
GENERAL INFORMATION
The Santiago Library System (SLS) is a state-funded network of ten public library jurisdiction members
and one associate member library in Orange County, California. The purpose of the System is to promote
cooperation and coordination of library collections and services so as to meet the informational,
educational, cultural and recreational needs of all residents of the Orange County area.
The Executive Council is comprised of the Directors of the member libraries.
SLS Committees are comprised of representatives of member libraries.

HISTORY OF THE SANTIAGO LIBRARY SYSTEM
October 14th 1969
The Orange County Cooperative Library System is formed.
December 29th, 1989
The Santiago Library System (formerly OCCCLS) is established as a CLSA
agency.
July 1st, 2009
The Southern California Library Cooperative is organized, incorporating both SLS and
the Metropolitan Cooperative Library System of Los Angeles County.
June 30th, 2013
Nine Orange County libraries withdraw from SCLC and reestablish SLS (during this
process, the temporary working name of Cooperative Libraries of Orange County –
CLOC – is used). Two associate members join SLS: Huntington Beach Public Library
and the OC Public Law Library. In 2014 HBPL becomes a regular member.

GOALS AND OBJECTIVES FOR SLS COMMITTEES

SLS Committee Goal/ Purpose – Improve and enhance the capacity of SLS Libraries to provide
service to our community through sharing best practices and collaborating on projects that
benefit all member libraries.
ADULT SERVICES (REFERENCE) AND LOCAL HISTORY COMMITTEE
Chair: Nadia Dallstream, Newport Beach

Goals
1. Meet quarterly
2. Elect Officers annually
3. Discuss one main topic at each meeting selected by the group ahead of time
4. Network/share what is going on at each library
5. Evaluate Existing Databases to help member libraries determine financial viability of
retention with diminishing funds &/or reductions in use by patrons. Have point person
liaison with Children’s Committee to include databases that are specifically juvenile.
6. Discuss, list & submit 10 Best Practices in member libraries to the Executive Council, by
the end of 2015.
7. Discuss, list & submit 10 Program ideas to the Executive Council, by the end of 2015.
8. Local History members should meet two times a year. Share Best Practices and Program
ideas with Executive Committee by the end of 2015.

9. Consider implementation of “job swap”, or other activity to allow members to observe at other

 (2016/2017 officers will be from Newport Beach, OCPL, Orange)
 (2017/2018 officers will be from Placentia, Yorba Linda, Anaheim)
 (2018/2019 officers will be from Buena Park, Fullerton, Huntington Beach)
 Minutes and agendas will be sent to the SLS Headquarters.
 There will be a structured topic exchange scheduled for each meeting
Best Practices
 Make customer service a priority in our libraries
 Provide a welcoming atmosphere for all people
 Keep the community needs in mind when hiring
 Uphold the privacy standards as set forth by the American Library Association
 Cultivate soft skills in employees
 Identify each patron you serve to ensure accuracy
 Coordinate with other departments in our libraries to publicize programs

appropriate, work & partner with Reference Committee to produce this showcase.
TEEN/YA COMMITTEE

Goals
1. Meet Quarterly

3. Continue the conversation/discussion on providing the interesting, motivating and
interactive programs for the teens with our current budget’s in mind. In the past with
SCLC we always looked forward to the inspiring Workshops whether it is a round table
with local authors, or having a share fair (events/programs). We have talked at length
about the change toward STEM and Makerspaces so a workshop on either of these two
topics would be of interest to all of us.
4. Create a program in a box which could be shared with other libraries, ie. A Makerspace
box containing the basic instructions and key elements one might need to successfully
create a program for their library which could be checked out by our SLS libraries
5. Provide 1 Teen workshop, per year.
6. Discuss, list & submit 10 Best Practices in member libraries to the Executive Council , by
the end of 2015,
7. Discuss, list & submit 10 Program ideas to the Executive Council, by the end of 2015.
RESOURCE COMMITTEE (MEMBERS UNKNOWN)
1. Produce Resources Directory with quarterly updates. Directory is currently produced &
updated by Mercedes McCarthy (an OC Public Libraries staff member and not a member of any
committee) but all committees should remain in touch for ways to keep directory updated & relevant,
especially in terms of adding new information.
