EXPRESSION OF INTEREST
1 INTRODUCTION
An individual young artist or a group of artists aged between 18 and 35 resident to or with a connection to the Maribyrnong area, are invited to submit an Expression of
Interest for a mentoring opportunity to realise the creation of a public art work as part of the Braybrook Revitalisation initiative within Braybrook Park, under the guidance of an experienced public art creators Big Fish.
2 OPPORTUNITY
The Braybrook Youth Public Art Project will provide the opportunity for an emerging young artist (or group of artists) to be mentored to design, construct and install a public art project to the value of $15,000 ($3000 artist fee, $15,000 fabrication budget).
Experienced designers and fabricator of public art (Big Fish) will mentor the artist/s and fabricate and install the design

Encouraging artists to take a site-specific approach and also to develop artwork for a social as well as built context will further express how one place is different from another. Improvement projects in suburban areas provide rich opportunities for placemaking and community engagement to underpin the conceptual rationale of place based artwork.”

3 SITE
The attached images indicate Braybrook Park and the new Community Hub to be constructed. Sites for the current commissions of public art projects are shown in yellow within Braybrook Park, and the median strip on Churchill Avenue may also be included for consideration. The site for the youth art project will be set in negotiation with the working group.

4 GUIDING PRINCIPLES FOR PUBLIC ART IN MARIBYRNONG
The following Guiding Principals have been adopted by Council for public art in the City of Maribyrnong:
5.1 The Arts as a “Change Agent”
To recognise that Footscray and Maribyrnong is an edge environment and place of creative production that provides an opportunity to stand off-centre, look sideways and think laterally
To utilise the arts as a ‘Change Agent’ heralding things to come
To approach the process of change and growth as a local creative challenge
To embrace the changing nature of the community and built environment without destroying the qualities that make the city a diverse and vibrant place
To utilise the arts as a powerful medium for generating and facilitating debate

5.2 The Arts as a Medium for Debate
To acknowledge that arts and cultural activity can bring people into the city, create vitality and a sense of security and safety
To focus on art that are inclusive and intercultural and dispel the myth of the ‘other’
To utilise public art as a vehicle for; storytelling, expressing community values, sparking debate, promoting interaction and presenting the unexpected
To ensure that public art commissioning processes provide the opportunity for lesser known voices to be heard, to foster collaborations and encourage community interactions
5.3 The Arts & Public Space Activation
To recognise that ‘platforms’ for temporary art provide an ideal opportunity to feature cutting edge and challenging artwork
To use art interventions to draw the community’s attention to lesser known and under-utilised areas of the city
To ensure that integrated and site specific artworks engage with the community to enhance the sense of place
To make bold identity statements through public art commissions
5.4 The Arts, Innovation & Risk Taking
To provide opportunities for young and emerging artists to undertake low budget and low risk commissions in public spaces
To support risk taking and allow artworks to succeed or fail on their own terms
To embrace emerging green technologies as opportunities for creative initiatives.
5 REVITALISING BRAYBROOK
In 2011, Council began work on a new initiative to redress the long term disadvantage experienced by the community of Braybrook.
The “Revitalising Braybrook” strategy was developed documenting the experience of the suburb and irrefutable evidence of need for long-term sustained effort across a range of areas. It provided a framework for place-based work in addressing the social determinants of health and wellbeing.
Building from this strong body of evidence, Council began mobilising stakeholders and key decision makers to increase investment in Braybrook across key areas of concern for residents. The Revitalising Braybrook Action Plan 2013-2015 captures the long term and integrated investment across a range of areas to address the disadvantage and inequity in the local community, increase social inclusion and economic participation and safeguard future generations from facing similar disadvantage.
The Plan frames action around seven key priority areas:
Education and lifelong learning
Transport and connectivity
Employment and training
Housing
Amenity and infrastructure
Community safety
Vibrant, active and engaged communities

The Braybrook Community Centre has commenced redevelopment into an expanded community hub which includes a modern library, new sports pavilion, community spaces, meeting rooms and an early years’ centre. The $12 million dollar project will commence construction in November 2013 and is planned to be completed in the last quarter of 2014.
It is expected that the public art project will be developed in the context of Council’s public art and Revitalising Braybrook strategies.
6 PROJECT OBJECTIVES
It is envisaged that the project will deliver the following outcomes:
Animates public spaces in the Hub precinct;
Responds to the objectives of the Braybrook Revitalisation Project;
Demonstrates the principles of sustainability;
Engages, entertains, delights and/or provokes its audience;
Is c onsidered ‘permanent’ or endures for at least five (5) years.
7 SELECTION PROCESS
In the first stage, an artist or group of artists will be selected by MCC and Big Fish. The artist (or group of artists) that best meets the evaluation criteria will be selected.
On selection the artist will then engage in a mentoring program with Big Fish who will work with the artist to fabricate and install the artwork.
There is no guarantee that Council will seek a concept from those artists who submit
EOIs. Additionally, no fee will be paid to the artist at the EOI stage.
Respondents must:
Submit all required information;
Not canvass Councillors or City of Maribyrnong staff;
Lodge submissions in accordance with this document at the specified place and by the due date and time;
Public Liability Insurance does not need to be held by the artist as it will be held by
Big Fish.
The artist will receive a concept fee of $3000. The budget for fabrication is around
$15,000. Concepts submitted should be mindful of the total budget.
The budget, materials, fabrication and installation will be managed by Big Fish.
All permits will be managed by Big Fish.

8 EVALUATION CRITERIA
Submissions will be evaluated according to the following selection criteria:

1.1 Demonstrated interest in creating art works in the public domain and preparedness to work with Big Fish in a mentored capacity
Artistic competence
2.1 The ability to produce designs that respond to the project objectives, are contextual and interpretive in form and expression;
2.2 The ability to produce work that demonstrates strong aesthetic content;
Technical and Risk Management
3.1 Capacity to work with Big Fish to develop artwork that is of a technically sound and safe design;
Resources
4.1 Can potentially demonstrate good value for money.
Eligibility
Applicants must be a resident of , work in or have a connection to Maribyrnong and ideally the Braybrook area.

10 SUBMISSION REQUIREMENTS
11.1 Information Required
To express interest in this project, artists need to supply the following non-returnable information:
Completed Expression of Interest Registration Form ;
An indicative concept drawing or design response (to be further developed during mentorship)
Please provide a statement about current levels of experience and skills in Public
Art and areas interested in developing skills in and a one page CV.
Please provide five (5) good quality electronic images of completed public or art work, indicating role of artist and location and other details to enable validation.;
Provide two referees that MCC could contact regarding your ability to provide the
Goods and/or Services required under the Overview of Requirements.
Note: MCC reserves the right to contact any of the Registrant’s previous customers.
11.2 Applicant’s Responsibility to Inform Themselves
In making a submission the applicant is acknowledging that:
They have examined and understood the Expression of Interest;
They have visited the site and familiarised themselves with conditions, and
The information contained in the submission is accurate.
11.3 Discrepancies, Errors and Omissions
If a prospective respondent finds any discrepancies, errors or omissions in this document, these should be notified in writing to Council's Representative one week before the date for the closing of submissions. Such discrepancies, errors and/or omissions shall be rectified in writing by the issue of Addenda to this document.
No statement made by any member of Council's staff shall be construed as modifying this document unless confirmed in writing by Council's Representative.
11.4 Confidentiality
All submissions will be treated as strictly confidential between the Council and the respondent.
11 ACCEPTANCE OF EXPRESSION OF INTEREST
Council reserves the right to cancel this competitive process, to again call for
Expressions of Interest or to proceed to an open invitation for tenders should the response be considered unsatisfactory or insufficient.
