Manchester Growth Company Role Profile Job Title: Reporting Line: Department: Head of Sector Programme Director of Business Growth Business Growth Hub Date: 9 November 2015 Job Level: 17 Business Area: BSBF JOB PURPOSE To lead and manage the Sector support programme within the Business Growth Hub to meet the needs of priority sector businesses across Greater Manchester. KEY RESPONSIBILITIES Establish and lead the priority sector support programme as a primary source of high quality business support for entrepreneurs and business leaders across Greater Manchester as an integrated part of the Business Growth Hub offer. Lead the contract management of the Sector support programme within input from internal delivery and compliance teams, delivery partners and key stakeholders to ensure successful implementation. Lead and implement the ongoing development, delivery and financing of the Sector growth programme such that output and financial targets are met, the Business Growth Hub’s strategic business plan is achieved and business growth is realised. Develop a culture and operating practices within the Sector support programme across internal teams and delivery partners that improve performance, productivity, compliance and quality of provision. Develop, implement and performance-manage quality improvement plans for the sector programme to ensure a continual improvement of the service offer. Ensure high levels of staff and partner performance and service quality through regular communication, clear objectives, appropriate support, regular appraisal and action to address poor and/or unacceptable behaviour/performance. Through service managers and delivery partners develop and implement marketing plans for the services to ensure the right volume and type of client is targeted. Develop and manage relationships with key internal / external stakeholders to ensure that the Sector support programme receives high quality referrals and is appropriate positions in the marketplace. Establish effective account management processes to track and manage the client journey from initial contact, diagnostics, delivery through to feedback and impact evaluation to ensure longer term relationships are developed with clients. Support the Director of Business Growth to identify, justify and lead new areas of business development through the monitoring of policy, funding, market developments and customer needs. Contribute to the wider objectives of the Business Growth management team. DIMENSIONS Support 300 sector businesses per annum Manage four external partners and deliver though six internal teams across MGC Proactively manage an annual budget of circa £3m million. Develop and manage relationships with: Greater Manchester Local Authorities; Business Growth Hub partners; other providers of Sector business support services; other Group companies and other Business Growth Management colleagues. KNOWLEDGE, SKILLS AND EXPERIENCE This is an Operational role and therefore requires a seasoned professional with a proven track record of service delivery at a senior level. Essential Skills: Skilled in management of a business support services with the ability to lead and inspire; with a proven track record in achieving sales and account management targets, including appraising, mentoring, coaching, leading to increased performance. Key Skills: Commercial/business-like approach, with credibility in the public and private sectors Excellent financial, contract management and IT skills Good networker, with excellent interpersonal skills Analysis and problem solving skills to an advanced level Logical and organised approach Experience: Significant senior level experience in the Private/public sector Proven track record in designing and delivering programs to meet customers’ needs Significant experience in leading the delivery of service improvement Track record of forming constructive partnerships with internal and external stakeholders Line management experience combined with evidence of achieving success through staff that do not report directly to you Experience of budget and contract management, particularly with regard to ERDF, European and national government funding. Knowledge: Demonstrable knowledge and comprehensive understanding of business growth/support policy and services, political, financial and legislative frameworks. Detailed understanding of the implementation of business growth / support tools and techniques Good understanding of the requirements of main external funding bodies Interest in economic and skills development. Personal Style: Leader and influencer of people Engaging and able to build rapport with a varied stakeholder bases Motivational but able to manage effectively poor or under performance CONTEXT The priority sector support services are a new strategic addition to the Growth Hub’s portfolio offer. To achieve business plan objectives these services need to become the go-to services for any SME in, or looking to diversify into the sector.
