TARAS SHEVCHENKO NATIONAL UNIVERSITY OF KYIV The Faculty of Law International Summer School “PUBLIC ADMINISTRATION AND THE RULE OF LAW IN THE CONTEXT OF THE EU ENLARGEMENT” July 27, 2013 – August 04, 2013 The Faculty of Law of Taras Shevchenko National University of Kyiv is pleased to announce the International Summer School “Public Administration and the Rule of Law in the context of the EU Enlargement”. The International Summer School will be held on July 27 – August 4, 2013 in the capital of Ukraine, beautiful Kyiv, at the one of the most famous Ukrainian universities– Taras Shevchenko National University of Kyiv. The strengthening of the Rule of Law and Democratic Governance in European countries are the key issues in the context of the EU Enlargement. Therefore it is very important to establish the platforms for exchanging good practice for Public Administration Reforms in the EU member states and European states that are in the process of European integration. These platforms should be created on different levels and involve wide range of stakeholders, including academics and students. With regards to the above, the aim of the International Summer School “Public Administration and the Rule of Law in the Context of the EU Enlargement” is to unite law professors and law students from the EU member states and European states that are in the process of the integration to the EU to share, study and discuss the best practices of administrative reforms with emphasize on strengthening the Rule of Law and Human Rights protection in the sphere of Public Administration. This International Summer School is a stage in the process of establishment of Double Degree Master Program “Legal Regulation of Public Administration and Human Rights” at Taras Shevchenko National University of Kyiv and Mykolas Romeris University, one of the most famous Lithuanian Universities (Vilnius, Lithuania). The one-week program is designed for the students with basic knowledge of Constitutional and Administrative Law, having a good command in spoken and written English. The program of the Summer School includes lectures delivered by professors from different countries, including Ukraine, Lithuania, USA, and Sweden; off-site experiential learning (e.g., visits to the public bodies of Ukraine related to the Program’s targets). The lectures will cover, in particular, the following issues: legal aspects of good administration, principles of conflict of laws resolution, competition between property right and tax obligation, energy security and human rights, the EU asylum acquis, the role of the constitutional justice bodies in the Constitution amendment procedure, civil liability of state, electronic government. Afterwards there will be provided social activities and cultural events (e.g., excursions to the historical and cultural places in Kyiv) designed to familiarize students with Kyiv, Ukraine, as well as to build a strong social community. Students will be asked to make presentations on public administration reforms in the context of European integration in their countries (these presentations shall be done in Power Point; design with national/state elements is appreciated). The working language of the International Summer School is English. We propose: free accommodation, meals and participation in social activities and cultural events included in the Program.
