Quorum was made with all council members present.
The minutes of the May 6, 2013 regular meeting were read by Janet Frasier, City Clerk.
Motion was made by Ronnie Sawyer to adopt the minutes as read. Donna Downs made the
second. Motion was carried by unanimous consent of the council members present by a
show of hands vote.

Reports of Officers:
Boyd Pugh /Public Safety Director: Boyd Pugh reported two fire calls during the month of
May.
Tim White /Public Safety & Beautification Advisory Group: Tim White reported that work
has begun on the remote control air strip.
Ronald Sawyer /Parks & Recreation Advisory Group: Ronnie Sawyer expressed his
appreciation to the council and residents for the hard work and participation during
Founders’ Day.
Donna Downs/Business/Community Development & Education Advisory Group: Donna
Downs stated that a meeting will be held Tuesday night May 7, 2013 to prepare for
Independence Day. She asked the council to help spread the word and help recruit
participants for the homemade ice cream contest that will be held during the Independence
Day celebration.
Jane Craig /Annexation & Zoning Advisory Group: Jane Craig asked the status of meeting
with the Probate Judge and Commissioners regarding road repairs needed in Valley
Grande. Mayor Labbe explained that he intends to invite them to attend an open forum
Council meeting for discussion of this issue.
Kenneth Martin /Public Relations & History Advisory Group: Kenneth Martin reported that
the new issue of the Vidette has been distributed.
Old Business:
Donna Downs presented the council with the Educational Grant Program and explained
that the deadline for grant submittals will be June 25, 2013. The grant program is designed
to impact an educational effort by a teacher, librarian or other certified individuals or
department. These grants will then be reviewed by a panel of three retired educators. This
committee shall evaluate each submittal and determine which, if any, proposal deserves to
be funded. The City proposed to award three $500.00 grants.
A motion was made by Kenneth martin to move forward with Educational Grant Program.
Donna Downs made the second. Motion carried by unanimous consent of the council by a
show of hands vote.

Mayor’s Report:
Mayor Labbe expressed his appreciation to Ronnie Sawyer and everyone involved with
making Founders’ Day a success. He explained that the weather contributed to a lower
attendance than expected; however, the people that attended enjoyed all of the
entertainment and food. He encouraged Ronnie to move forward with plans for next year.
Mayor Labbe reported that he had attended the Tee ball awards banquet at the Nazarene
Church. He reported that Tom Bolton has pledged $1,000 toward the bleachers at the
sports complex. Mr. Bolton has also donated time to help design the placement of the
bleachers. Mayor Labbe will meet with him within to next few weeks to discuss the plans
further.
Mayor Labbe further stated that plans are being made to expand the baseball program and
change the structure of the program. He explained that he would like to see another
complex built for girl’s softball in the future.
There being no further business to come before the council, a motion was made by Donna
Downs to adjourn. Kenneth Martin made the second. The motion was carried by
unanimous consent of the council members present.
The meeting was adjourned at 6:37 PM.
