Quorum was made with all council members present.
The minutes from the October 21, 2013 regular meeting were presented by Janet Frasier.
Motion was made by Ronald Sawyer to receive the minutes as read. Jane Craig made the
second. Motion was carried by unanimous consent of the council by a show of hands vote.

The minutes from the November 4, 2013 regular meeting were presented by Janet Frasier.
Motion was made by Ronald Sawyer to receive the minutes as read. Jane Craig made the
second. Motion was carried by majority consent of the council by a show of hands vote.

Boyd Pugh /Public Safety Director: Boyd Pugh reported a total of 7 fire calls during the
month of October.

Kenneth Martin /Public Relations & History Advisory Group: Kenneth Martin reported that
advertisement for the Chamber of Commerce has been completed and sent to the Selma
Times Journal.

Mayor Labbe stated that Kim Harris had resigned her position and her last day of work was
Friday, November 15, 2013. He further stated that the job has been posted and
applications were taken. After consideration of the applications received, Stephanie Motley
was interviewed by Mayor Labbe and Janet Frasier. Ms. Motley has a bachelor’s degree and
several years of accounting experience.
Mayor Labbe recommended that Stephanie Motley be hired for the Assistant City
Clerk/Treasurer position at step 2.5 on the Salary schedule.
A motion was made by Ronnie Sawyer to hire Stephanie Motley as a full time employee for
the position of Assistant City Clerk/Treasurer. Jane Craig made the second. Motion carried
by a majority vote of the council.

Jane Craig made a motion that the City of Valley Grande receive bids for the municipal
property lawn maintenance and miscellaneous upkeep to be performed at City property
locations. Ronnie Sawyer made the second. The motion carried by unanimous consent of
the council members present by a show of hands vote.

The invitation to bid includes property located at 5896 Alabama Highway 22, 5914
Alabama Highway 22, 14252 Alabama Highway 14 West, 190 County Road 16, 188 County
Road 16 and the 6 locations of the City signs.
Jane Craig made a motion that the City of Valley Grande receive bids for trash pickup on the
main thoroughfares throughout the city. Ronnie Sawyer made the second. The motion
carried by unanimous consent of the council members present by a show of hands vote.

The invitation to bid includes Highway 22, County Road 37, Highway 14, County Road 81,
County Road 65, County Road 16 and Highway 219.
Ronnie Sawyer asked that a letter be written to Waste Management of Montgomery
concerning the trash that is dropped out of their trucks on to the roads of Valley Grande.
Mayor’s Report:
Mayor Labbe reported that the office is moving forward with the monthly bookkeeping
process being handled in the office. The new process will save the monthly expense of
Jimmy Siddens as well as the ETA Data Direct expenses.
Mayor Labbe stated that the City of Valley Grande owns 3 out of the 17 EMA sirens located
in Dallas County. The system that operates the sirens is not working at this time. EMA has
sent an invoice showing a cost of equipment of $4,755.00. The City’s part of this invoice
would be approximately $850.00. Mayor Labbe stated that he is not sure that this invoice
would cover the entire amount of the repairs needed but asked that the council agree to do
our part of the maintenance within the budget.
A motion was made by Ronnie Sawyer to pay the City’s share of the invoice to EMA to
repair the weather sirens. Kenneth Martin made the second. Motion carried by unanimous
consent of the council by a show of hands vote.

Mayor Labbe reported that he attended a meeting with the Chamber of Commerce
regarding the Pro Bass Trail. Mayor Labbe did not recommend that The City of Valley
Grande participate in this program. All council members agreed.
There being no further business to come before the council, a motion was made by Donna
Downs to adjourn. Kenneth Martin made the second. The motion was carried by
unanimous consent of the council.
The meeting was adjourned at 6:34 PM.
