Village of Lagrange Council Meeting Minutes Record of Proceedings June 25, 2015 Mayor Kim Strauss called the regular scheduled Council Meeting to order at 7:30 P.M. After the recitation of the Pledge of Allegiance, roll call was taken with Honer, Price, Gregory, Kincannon, Dill and Karpinski present. Motion by Kincannon, seconded by Dill to approve the minutes of June 11, 2015; 5 yeas with one abstaining, motion passed. Public Participation: None Mayors’ Report: 1. The Mayor and Sukey met with Storm Water Management about the ditches that are to be cleaned. There were numerous log jams that will be removed by the fall at the King Ditch. The Kelner ditch is next to be cleaned. 2. Biggs Road residents met with Grey Hawk Golf Course management regarding the random golf balls causing damage to their properties. It was decided that Grey Hawk will plant Norway Spruces in the trouble areas as well as on the resident’s property to alleviate the stray golf balls. 3. There were 48 children that participated in Safety Town. Graduation day is Friday. Police Report: 1. The Police Department is a Transaction Safe Place for people to meet in the parking lot for purchasing transactions from Craig’s List. Please contact the Police Department for restrictions. Solicitor Jon Clark’s Report: 1. The County wants to terminate the Enterprise Zone contracts with Trimline and Varbrose. Clark is going request amending instead of termination of the contracts. Council agreed the amendment would be to reduce the tax abatement 5% for the first year and 10% for the second year. 2. Clark requested executive session to discuss imminent litigation. Village Administrator Walt Sukey’s Report: 1. Village offices will be closed on Friday July 3rd for the July 4th Holiday. 2. Council approved repair was done at 221 Forest St. Water line installation was just inches below homeowner’s sanitary sewer lateral, which caused the lateral to separate allowing tree root growth inside the pipe. Pipe section was cut out, roots were removed, and new lateral section was installed. 3. Copies of the easement documents along the Commerce Drive ditch were given to business owners to review. The best quote for tree removal and ditch cleaning is $26,000. 4. Harmon Court Project update as of June 19th, 2015: all concrete work is complete. You should be able to drive and walk on all concrete by Monday. Grading, top soil spreading, grass hydro seeding and new mailboxes are all scheduled to be completed by today. Park Board – The Park Board has received a $30,000 Grant to proceed with completion of the additional trails at the Park. 2. Planning Commission – None 3. LCIC – None Presentation of Bills: 1. The Fiscal Officer presented the following bills for payment as shown on the attached list for warrants 38393 through 38431 and Electronic Payments 406-2015 through 444-2015 for a total of $119,549.56. Motion by Dill, seconded by Karpinski; 6 yeas, motion passed. Kincannon motioned to enter into executive session at 7:50PM to discuss eminent litigation, seconded by Price; 6 yeas, motion passed. Clark and Fallon were invited into executive session. At 7:53PM, Council re-entered regular session.
