Village of Lagrange Council Meeting Minutes Record of Proceedings August 14, 2014 Mayor Strauss called the regular scheduled Council Meeting to order at 7:30 P.M. After the recitation of the Pledge of Allegiance, roll call was taken with Honer, Price, Gregory, Kincannon, Dill and Karpinski present. Motion by Kincannon, seconded by Dill to approve the minutes of July 23, 2014; 6 yeas, motion passed. Public Participation: None Mayors’ Report: 1. Gross monthly receipts for Mayors Court July 2014: $1,169.50 with $667.50.00 to the Village and $502.00 to State of Ohio. Gross receipts for the year to date were $6,119.00 with $3,582.00 to the Village and $2,537.00 to the State of Ohio. Police Report: 1. Chief Chad Duensing gave the Police report for June 2014: Department handled 5 Criminal charges, 9 juvenile charge, 25 Traffic charges, 72 Traffic warnings, 4 Traffic accidents, 56 complaint calls, 2 domestic violence call, 1 theft, and 0 breaking and entering. Full time officers worked 1244 hours; part-time officers worked 9 hours and bike patrol 39 hours. 2. The new camera has arrived and has been installed. 3. Officer Turner was in training last week down in Columbus. Solicitor Jon Clark’s Report: 1. Clark, Sukey and representatives from Poggemeyer met with Jerry Innes, Assistant Prosecutor, and the Lorain County Engineers to discuss the contract for Pheasant Run Waste Water. 2. Chief Rader prepared a letter for the Lorain County Landbank qualifying that the condition of the Dill Court house has become worse and needs to be demolished for the safety of the public. The Landbank is ready to move and the house should come down in the next week or so. Village Administrator Walt Sukey’s Report: 1. Sukey and Fallon met with Charles Ramer from Northeast Ohio Public Energy Council (NOPEC) regarding a Village wide natural gas aggregation program. Mr. Ramer is scheduled to speak to Council at the Committee of the Whole meeting on October 9, 2014. 2. The Lorain County Engineers office has completed their cross sectional survey of the Commerce Drive ditch. The estimated cost to clean and re-grade the ditch so most of the rain flow will go to the culvert by Micron is $22,100. Permission and easements will need to be acquired for the cleaning and maintaining of the ditch. Grant funds are being investigated to assist in the cost. 3. The paperwork has been submitted to Lorain County Solid Waste Management for the recycling Grant fund reimbursement of $3,370.08 purchase of recycled items per the 2014 Community Incentive Grant Program Guidelines. Kincannon motioned to adopt Ordinance 2014-2287 An Ordinance Establishing New Section 929.16 of the LaGrange Codified Ordinances Establishing a Storm Water Utility Drainage Fund, seconded by Dill; 6 yeas, motion passed. 2. Kincannon motioned to adopt Ordinance 2014-2288 An Ordinance Amending Section 921.05 (c) Of The Codified Ordinances of the Village of LaGrange, seconded by Dill; 6 yeas, motion passed. 3. First reading of Ordinance 2014-2289 An Ordinance Prohibiting The Parking Of Motor Vehicles Within A Cul-De-Sac, Assessing A Penalty, And Declaring An Emergency. New Business: 1. Kincannon motioned to suspend the rules for Resolution 2014-835 A Resolution Authorizing The Village Administrator To Prepare and Submit An Application To Participate In The Ohio Public Works Commission State Capital Improvement And/or Local Transportation Improvement Program(s) And To Execute Contracts As Required And Declaring An Emergency, seconded by Dill; 6 yeas, motion passed. Kincannon motioned to adopt Resolution 2014-835, seconded by Gregory; 6 yeas, motion passed. 2. Kincannon motioned to suspend the rules for Resolution 2014-836 A Resolution Authorizing The Village Mayor To Enter Into A Waste Management Agreement With Ross Environmental Services, Inc. For The Disposal Of Hazardous And Other Materials And Declaring An Emergency, seconded by Dill; 6 yeas, motion passed. Kincannon motioned to adopt Resolution 2014-836, seconded by Gregory; 6 yeas, motion passed. Committee Reports: 1. Park Board – Football fields are near completion; grass seeding is the final chore. 2. Planning Commission – None 3. LCIC – There have been some inquiries into the commercial properties, but no showings. Presentation of Bills: 1. The Fiscal Officer presented the following bills for payment as shown on the attached list for warrants 37588 through 37658 and Electronic Payments 510-2014 through 575-2014 for a total of $159,129.00.
