OUTBURST Queer Arts Festival Festival Director 2013/14 Tender Document A: RESPONSIBILITIES OF THE POST Status: This post is offered on a freelance basis Responsible to: The Outburst Queer Arts Festival Board of Directors Base: 1st Floor, 18-22 Hill Street, Belfast BT1 2LA Responsibilities: The Director is responsible for the operation and management of the festival, ensuring the delivery of high quality artistic programming as well as effective management systems, fundraising and marketing, in line with the Outburst Queer Arts Festival aims and objectives and charitable mission. Main Areas of Work: Programming and Event Development Fundraising and Finance Organisational Management and Festival Delivery Marketing and Public Relations Audience and Community Development Partnership Development Reporting to the Board of Directors PROGRAMMING Devise an imaginative programme for the Outburst Queer Arts Festival including visual arts, theatre, spoken word, music, special events, film workshops, debate and discussion and new programme developments. Liaise and work closely with the managers of other relevant organisations to ensure opportunities for links with the Outburst Queers Arts Festival programming and promotion are maximised. Programme the annual Outburst Queer Arts Festival within budget. Oversee the programming development and direction in line with aims and objectives and in co-operation with the Outburst Queer Arts Festival Board 1 Manage relations with working groups to build and deliver a topical and broadranging programme of events. FUNDRAISING and FINANCE Manage and allocate the Outburst Queer Arts Festival finances to deliver the festival within budget. Develop and manage sponsorships, and third party partnerships. Liaise with all funders and commercial funders of the project to ensure positive working relationships are maintained and developed. Secure funders and commercial sponsors for the project on an annual basis. ORGANISATIONAL MANAGEMENT and FESTIVAL DELIVERY Report to and support the effective functioning of the Outburst Queer Arts Festival Board, attending Board and working group meetings as necessary. Manage, recruit and oversee all permanent, temporary and freelance personnel Manage relationships with venues (negotiating rates, access, catering etc.) Oversee production management in 3rd party events Appoint all suppliers and negotiate costs in line with funder requirements and Outburst Queer Arts Festival policies and procedures Run the festival office, undertake responsibility for all utility concerns and IT support. Set the annual budget with the Outburst Queer Arts Festival Board and ensure that expenditure is kept within this budget. Complete a detailed evaluation report on the festival and necessary reports to funders and commercial sponsors. Oversee all aspects of coordinating the festival and any other duties which may be designated as priorities by the Outburst Queer Arts Festival Board. MARKETING and PUBLIC RELATIONS Deliver the Outburst Queer Arts Festival editorial and schedule the programme and events. 2 Act as spokesperson and representative of the Festival on key matters. Develop the marketing, branding and look for each year. Manage the production of the Festival programme (printed) and other print material. Devise and implement a Marketing and Public Relations strategy for the Festival including press launches, commissioning and publicity opportunities for sponsors. Review the Festival Marketing and Public Relations strategy on an annual basis, making recommendations to the Outburst Queer Arts Festival Board Manage the production of publicity material for the Festival including programme, posters, and advertisements as well as writing press releases. Maintain databases for use by the Festival including audience details, press database and invite databases for press launches and opening and closing nights. AUDIENCE and COMMUNITY DEVELOPMENT Develop relationships with and liaise regularly with local LGBT organisations to ensure the Outburst Queer Arts Festival is relevant to and supports the artistic development of the LGBT community Monitor the make up of Festival audiences, their satisfaction with programmed events and their ideas for future artistic initiatives. Collate this information and ensure it is taken into account in future programming Ensure the programme reflects the range of interests and diversity of the LGBT community and in particular programme events designed to attract ‘hard to reach’ audiences to engage with the Arts B: SELECTION CRITERIA The successful candidate will provide evidence of the following 1. At least 3 years experience of programming, promoting and managing the delivery of a community based festival 2. Significant networking within and in-depth working knowledge of the LGBT community in Northern Ireland 3. Significant experience in partnership building and capacity building re: LGBT issues through arts and creativity 3 4. Successful and significant fundraising for Arts projects within Northern Ireland 5.
