MINUTES SPECIAL COUNCIL – FRIDAY OCTOBER 12 th 2012.

Mr. Ieuan Wyn Jones was welcomed. The clerk was asked to send a further invitation to Mr. Albert Owen as a matter of urgency so that we can ask for his support with the issues in hand and also the other matter which is causing concern is that our Labour County Councillor does not give the Town Council any feedback regarding issues.

SCHOOLS:

The number of pupils has declined over the years where there were 1400 pupils, the number is 600. The catchment area changed substantially when Bodedern School was built, the fact also is that parents decide where their children attend. It is understood that as many as 52% of children are in the wrong schools.

Although the official consultation period has not yet begun, Cnllr M.W.Owens advised that he had spoken to Mr.

Richard Parry Jones some three years ago when he was the Director of Education. The Council have not yet received any correspondence regarding the proposed changes however feel that this is the time to be proactive.

We must remember that Wylfa ‘B’ is on the horizon which will make a substantial difference in numbers.

To secure keeping all 5 schools, we must look at the Primary Schools - the possibility of combining both schools – one school – one head teacher ? Cnllr G.Winston Roberts feels that Amlwch Primary is safe.

Cnllr G.Winston Roberts proposed that a meeting be held with both head teachers along with the Chair of the

Governors, Cnllr V. Roberts seconded the proposal.

BRWYNOG:

Council are very concerned with the proposed sale of the Brwynog Nursing Home to the private sector – easiest thing to sell, however people won’t be able to afford the fees. We see almost on a daily basis reports that people seem to be living longer and it is so important that the facilities are there for them to end their days with care and dignity. These people have paid their rates all their lives and deserve the best care. The staff are highly committed.

We understand that there are 7 beds for people with special needs, the meals on wheels service prepare the meals at Brwynog. There is a need to collect information regarding the way that the Home is managed - figures on beds/ meals on wheels etc. The Town Council are to invite Mrs. Gwen Carrington – the Community Officer IACC to the next

Council meeting.

Brwynog have been extremely fortunate with the group ‘Friends of Brwynog’ who have worked hard over a period of many years where their fund raising efforts has secured vital equipment.

It is understood that there is a public meeting on Wednesday evening October 17 th at 7p.m. at Ysgol Sir Thomas

Jones as part of the consultation period. It is hoped that all Councillors will make every effort to attend.

LEISURE CENTRE/SWIMMING POOL

Town Council are unanimous that every effort be made to keep the facility open. Amlwch was very instrumental in leading the last campaign and are more than ready to lead another campaign. Cnllr M.W.Owens felt that it might be the time to call another ‘Town Meeting’ /Public meeting.

Cnllr Mike Roberts was very unhappy with all these proposals and feels that the County Council should have some financial reserves to assist during this very financially bleak period. The problem is that the Assembly are receiving less funding.

It was resolved to include the matter of arranging a ‘Town Meeting’/Public meeting on the next agenda to discuss both the Leisure Centre and Brwynog.

PHARMACY:

Mr. Carwyn Jones has appealed – the clerc to photocopy the result of the appeal for all members of the Council.

A vote of thanks to Mr. Ieuan Wyn Jones for attending the meeting.

EXTRA MATTERS

Airvolution:

Received a letter from the company advising that a panel is to be established to deal with the Community Benefit

Fund, the main concern is that the fund is to cover a much wider area than Amlwch and to bring individuals from outside Amlwch to be part of the panel. This is an agreement with Amlwch Town Council alone and the company and the Town Council are very concerned. It was resolved that the solicitor looks through the correspondence. The work has now started and there has been no payment as agreed, it was suggested that arrangements be made to go to the site and stop the machinery .

Trehinon Nature Park Project

Cnllr Val Roberts voiced concern that she had received telephone calls from a resident of Mona St regarding the project and felt that the clerk should not have given her telephone number. The clerk apologised and went further to say that due to the fact that there are several involved within this project that she had genuinely thought that this lady was part of the scheme when she asked for Val’s number rather than Cnllr Val Roberts. Cnllr M. W. Owens agreed to discuss the matter with the lady in question.
