In Part 1 of this tutorial I will give examples of the use and
misuse of decision analysis in various areas. Choicemaking is everywhere and many decision methodologies
are described in the literature. Can they all be correct? Can
preference, which is not a physical variable, be measured?
How should uncertainty be taken into account? Through
game theory? Can group decision making be done
correctly? Decision theory (under the name of utility
theory) underpins microeconomics -- can utility theory
serve as a basis for decision making? Should we make
decisions objectively? Can we make decisions objectively?

Since the 1980’s argon-enhanced electrosurgery has
provided its clinical users with an atraumatic non-contact
form of hemostasis which quickly became widely used in
the surgical setting. Today, this technology has evolved
both in its form and its applications assisting its users in the
precise dissection and coagulation of tissues while
minimizing the dangers related to typical RF energy. From
the surgical theatre to the Endoscopy suite argon-enhanced
electrosurgery has beamed itself up to the 21st century
confirming its usefulness as part of the physicians armory

The goal of this combined didactic and hands-on session is
to provide to attendees an overview of the technical nature
of argon-enhanced electrosurgery, its differences with
standard monopolar and bipolar RF energy, an outline of its
required preventive maintenance and finally its applications
in open surgery, laparoscopy as well as endoscopy. The
session will also allow for attendees to experience argonenhanced electrosurgery first hand thus familiarizing
themselves with its benefits, techniques for use and
available accessories.

errors. Tetra is the software implementation of Preference
Function Modeling (PFM) — a methodology and its
software implementation that are the result of 25 years of
research in preference measurement. Tetra hides the
sophisticated math “under the hood” and is easy to use. It

common electro-medical device.

Biomedical Engineering Service. While the process was
rigorous and detailed, the benefits to this 33 member strong
service were enormous. This presentation will outline the
Peer Review process, the benefits of the Peer Review for
Eastern Health and the overall action plan that resulted. It
will be an interactive presentation with commentary from
those involved in the process including Biomedical
Engineering staff and Clinical Managers.

since 2009. We will describe our experience with the
program and the benefits to the health care organization,
including how it is linked to the Capital Health Patient
Safety Reporting Program, the collaborative investigative
process with Clinical Product Procurement, Biomedical
Engineering and Facility Operations, as well as description
of the revised internal recall process.

for Canada was published by CMBES in 1998. It was
recognized that for this Standards of Practice document to
remain relevant to Canadian Clinical Engineers, it must
undergo periodic reviews and updating. The second edition
was published in 2007. A newly revised edition is
scheduled for publication in June 2014.

The Application of Robotics and Surgical
Guidance Systems in Neurosurgery

In Neurosurgery, the challenge has always been how to
“see” and work inside a relatively solid enclosure. This
challenge has been a driving force in development of
neurosurgical technology. Considerable advances have
been made since the early 80’s when we saw the last of
tube electronics. Over the following decade, and with the
advent of micro processors, medical devices have increased
in complexity. By the late 90’s, the Elekta wand was used
by neurosurgery for pre operative planning and intraoperative guidance. This technology has now developed
into the current Optical and Electromagnetic navigation
systems used for Image Guided Surgery (IGS). These
systems integrate with real time intra-operative imaging
and multi modal pre-operative scans. Robotics, once only
considered science-fiction, is now used for remote clinics,
patient consults, intra-operative mentoring and surgical
procedures. The latest development is virtual reality (VR)
surgical simulation. Neurosurgery is currently working
with the National Research Council and hospitals across
Canada to develop a set of surgical skills for resident
training using a VR environment called “NeuroTouch”.

Accreditation helps health care and social services
organizations improve their performance for the benefit of
their clients and the health system. At Accreditation
Canada, we work with health care organizations to help
them improve quality, safety, and efficiency so they can
offer Canadians the best possible care and service.
The process is an ongoing journey. Organizations use our
program to identify what they do well and where they
could do better, and make improvements based on these
results. Peer reviewers, called surveyors, visit the
organization every four years to evaluate the extent to
which it is meeting the standards, share their expertise,
and make recommendations. Accreditation Canada then
evaluates the results of the peer review to determine
whether the organization will be accredited, and provides
an accreditation report that identifies strengths and areas
for improvement. The organization uses the report to
create and implement action plans, continuing the cycle of
ongoing quality improvement. Come to this session to find

This 90 minute lecture will provide an introduction to
magnetic resonance imaging (MRI) theory and safety. The
discussion of MRI theory will include an introduction to
the components of the MRI system and the basic principles
of MR image formation. The discussion of MRI safety will
include an explanation of the physical principles underlying
the safety risks, the risks specific to patients and to
personnel, MR safety testing of devices, and the risks
specific to scanning at high magnetic fields.
