Northern Territory Regional Infrastructure Study The Northern Territory Regional Infrastructure study is being undertaken to identify priority regional infrastructure investments that will drive the next stages of economic and social development in the Northern Territory’s regional areas. Infrastructure has been identified as one of the key enablers for unlocking the potential of Northern Australia. The Regional Infrastructure Study will complement work being done on the Australian Government’s White Paper on Developing Northern Australia, the infrastructure audit by Infrastructure Australia and a study into the potential redevelopment of Darwin’s harbour foreshore, to accelerate Northern Australia’s growth. About the study The Regional Infrastructure Study will identify the transport, essential and community infrastructure requirements to underpin the future economic and social development of the Northern Territory’s regions. A consortium named MomeNTum has been appointed by the Department of Transport to deliver the study, which is funded by a $1.2 million Infrastructure Australia grant and will produce a report that prioritises regional infrastructure projects over the next 30 years. The study will be undertaken by a multi-disciplinary team from GHD, KPMG, Michels Warren Munday, Parsons Brinkerhoff and QS Services. It will include desk research of previous studies, infrastructure audits, an analysis of the Northern Territory’s economy and stakeholder engagement. The study will provide evidence based proposals to attract or leverage off private sector investment or make the case for Australian Government funding for infrastructure projects that will support future resource, tourism, and agriculture growth that will enable social and economic development in regional communities. The study’s focus will be: transport infrastructure including roads, bridges, ports, rail and aerodromes utility infrastructure including power, water, waste water and telecommunications general community infrastructure needs including housing, schools, health centres and trade training centres. The study is due to be completed by October 2014. Northern Territory Regional Infrastructure Study Aims of the study The study aims to: determine the Northern Territory economy’s key drivers identify the infrastructure constraints to development look at potential private sector and Australian Government investment which would generate social and economic development in regional areas prioritise projects that would return the best value to the Territory and prepare a solid business case for at least one project determine how can we capitalise on investment in infrastructure by major private sector projects, such as mining, to unlock greater regional economic and social benefits identify how can we look at regional opportunities for a cluster of developments, such as minerals and horticultural provinces. Stakeholder engagement The study will involve substantial stakeholder engagement. The MomeNTum team is gathering input from key stakeholders. The identified key stakeholders include land councils, local government, industry associations, economic development committees, government staff, community groups and private sector investors.
