COUNTRY MISSION:
Since 1994 American Refugee Committee (ARC) has been operating in five states with programs and
services reaching over 400,000 returnees, IDPs, refugees and host community members. Currently, ARC
implements programs in health and Gender-based Violence prevention and response but is expanding to
WASH and food security. Due to the recent insecurity in South Sudan, ARC is working to implement an
integrated emergency response project to address health and GBV needs. ARC’s South Sudan Gender
Based Violence (GBV) prevention and response programs in Kajo Keji and Magwi counties aim to
strengthen the quality and accessibility of services for survivors of GBV and reduce incidence of GBV
through participatory, normative-change activities. ARC is co-lead of the national GBV sub-cluster in
coordination and advocacy efforts.
PRIMARY PURPOSE OF THE POSITION
Previously, the Republic of South Sudan was in transition from a state of crisis to early recovery.
Unfortunately, since 15th December 2013, South Sudan is again in a state of emergency with over
500,000 displaced in country and many people crossing the border due to clashes between different
armed actors. Kajo Keji and Magwi counties are bordering Uganda and seeing a high influx of internally
displaced persons. The majority of these people are women and children seeking safety from the highly
volatile areas in Jonglei and Unity, and their physical and emotional health and wellbeing has been
weakened by their experiences while fleeing the conflict, including gender-based violence (GBV).
The GBV Program Manager will lead a number of mobile emergency teams of GBV staff to effectively
implement GBV prevention and response activities in Kajo Keji and Magwi Counties. The GBV team
works closely together with the emergency health project to ensure comprehensive care is available. The
line manager for this position is the Senior Program Coordinator based in Juba, though has close working
relations with the Senior GBV and Protection Coordinator, Emergency Health Coordinator, County
Coordinators, and the support staff in Juba, Kajo Keji and Magwi.
MAJOR AREAS OF ACCOUNTABILITY
Program Implementation – 60%
 Utilize ARC’s GBV program tools and approach developed for GBV programming in South Sudan
 Develop a technically sound program work plan and activities consistent with the goals and
objectives of the program in coordination with the Senior GBV/Protection Coordinator
 Provide training, mentoring and support to local multi-sectoral response partners in order to
strengthen local capacity and sustainability to provide response services







Supervise a Women’s Center project in Nimule providing psychosocial support to survivors of
GBV, including case management and referrals
Pilot an emergency response model with support and oversight from ARC’s technical team
Provide oversight and monitor GBV project activities to ensure all activities are safe, gendersensitive, and client-centered, in accordance with international standards
Compile monthly data using GBV Information Management System
Submit timely technical monthly reports in provided format to Senior GBV/Protection Coordinator
Provide managerial oversight to emergency GBV staff in all designated locations
Create linkages between the different components of the ARC South Sudan emergency GBV
project with a view to integrating the components into the overall health strategy
Program Design & Development – 20%
 Assist in designing the emergency GBV strategy for the ARC South Sudan program and support
its implementation
 In collaboration with health staff, assist in conducting needs assessments, identifying new
program opportunities and supporting emergency projects
 Assist with the coordination and the development of new proposals and initiatives
 Maintain ongoing relations with GBV and health sector actors (donors, bilateral and multilateral
coordination bodies, research organizations and academics, and relevant government
institutions) in South Sudan
Coordination – 20%
 At the local level, represent ARC and liaise with the GBV sub-cluster, local authorities, UN, and
international and national NGOs to facilitate successful coordination of activities and ensure
transparency in the community
 Collaborate regularly with other sectors to monitor the situation in the targeted communities and
to prepare for and respond to GBV issues
 Liaise regularly with the ARC County Coordinators, Senior GBV/Protection Coordinator and
Senior Program Coordinator to provide updates on the program, discuss emerging challenges,
and collaborate on the design of new programs or changes to existing programs
 Develop and maintain strong working relationship and coordinate with County authorities,
relevant international and local agencies engaged in similar health activities in the country
 Advocate quality GBV prevention and response services and the integration of protection and
gender considerations in other sectors to promote risk reduction among beneficiaries
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED













Masters Degree in Social Work, Public Health, International Human Rights, or other related field
At least 2 years international experience working on a GBV-related project in emergency or postconflict environment
Excellent experience in leading and managing emergency response project(s) addressing
protection or GBV prevention and response
Experience in psychosocial support (directly or indirectly) and advising the management of a
community/women’s center
Good knowledge of GBV international best practices, including IASC GBV Guidelines, Caring for
Survivors, SOPs, IMS and Coordinator Handbook
Knowledge on SASA! approach is an asset
Excellent work experience in training facilitation, mentoring and capacity development
Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with respect
Demonstrated experience of monitoring projects
Strong coordination skills with proven ability to work across multiple technical areas
simultaneously, supporting and mentoring multiple staff members
Ability to write quality reports and concept notes
Professional fluency in spoken and written English
Good computer skills (Microsoft Office, Email, etc)



Previous relevant experience in Africa – South Sudan highly valued
Proven ability to work cooperatively with others in a team environment
Ability to work independently in low resource context
