Role context This National Manager (NM) role is responsible for managing and building the human capital of AUSTRAC, for ensuring the organisational culture (based on integrity and achievement) supports a healthy and productive workforce and a working environment that contributes to the agency’s success, as well as for managing the security of people, assets and information. This role provides leadership across four elements that are essential to the future of AUSTRAC: Innovation: the role is responsible for supporting a significant transformation agenda that will see the implementation of new and innovative ways of regulating and working with partners across the financial sector. An open-minded and entrepreneurial person is required to think outside the square, to achieve the people and integrity outcomes the agency needs. Capability: while this role is responsible for the delivery of day-to-day AUSTRAC human resources and security operations, the occupant is responsible for looking to the future in supporting business owners in having the appropriate capabilities within the agency to undertake their operational activities. This includes identifying opportunities to improve delivery of essential services and in the longer term, planning for human resources and security needs and efficiencies. Security: as the NM, this role is responsible for the protection of AUSTRAC’s people, physical and information assets and reputation, putting safeguards in place to prevent, detect and disrupt/respond to issues. Collaboration: the future vision for AUSTRAC rests heavily on establishing collaborative relationships, both internally and externally. The key internal relationship for this role includes all members of the AUSTRAC Executive group. External relationships incorporate the many partners in the human resources and security arenas including the Australian Public Service Commission and partner agencies, in delivering the innovation and capability improvement agenda for AUSTRAC. The NM leads a diverse group including human resources and security - which incorporates IT, staff and physical assets. Primary outcomes and accountabilities The key outcomes and accountabilities for this role include: Supporting the work life cycle in the agency through: workforce planning, performance management, capability development, protecting the health and safety of staff, developing/growing the agency’s culture and supporting leadership development. Providing oversight of the ongoing delivery of high quality HR and security systems across the organisation. Working with the entire agency Leadership group to define, and build a positive organisational culture consistent with peak performance within the financial, law enforcement, national security and integrity context in which AUSTRAC operates. Building relationships with partners across the public and private sectors that are essential to creating a sustainable operating model. Working with the agency’s Innovation and Technology capability to provide oversight and development of safeguards against all security threats to AUSTRAC information and systems. Ensuring that appropriate governance processes are in place and adhered to, including in respect of AUSTRAC’s role as Australia’s financial intelligence unit operating in the broader law enforcement community. Ensuring that AUSTRAC meets its corporate, statutory and legal information, and that the branch operates within its budget. Reporting against progress and risks to appropriate AUSTRAC Governance Committees on a regular basis including providing high-level advice to senior decision makers. Knowledge, skills and experience The successful candidate will have demonstrated experience as an innovative and strategic leader. As a person, they will have a reputation as a visionary leader who is capable of defining and leading change within a complex and evolving landscape. The occupant of this role will represent AUSTRAC at relevant management forums, including conferences or workshops as appropriate. Important knowledge, skills and experience Highly experienced in managing within human resources and security environments. Knowledge of relevant legislation and government policies including privacy, risk, security and human resources. A knowledge and understanding of security requirements within the public sector Very strong relationship building skills across the public and private sectors. Experience in financial management and working within a budget including innovative ways to achieve results within a financially constrained environment. Key skills include- high level people management, analytical, strategic thinking, communication, and networking and negotiation skills.
