Hall Student Residential Complex William Hall Activities Council, herein referred to as William Hall Activities Council, has been established to promote a sense of community within complex. Mission Statement To serve the students living in the William H. Hall Student Residential Complex, to serve as advocates and liaisons between residents, staff, and University, and to provide quality activities to residents. Non-Discrimination Policy Discrimination against any individual based upon protected status, which is defined as age, color, disability, gender identity or expression, national origin, race, religion, sex, sexual orientation, or veteran status, is prohibited. The Ohio State University William Hall Activities Council Constitution Article I. Membership. A. Membership Selection 1. Following selection of the board, members are selected based on their ability to attend meetings. Membership is open to all residents of the William H. Hall Complex. Members are required to actively participate in at least one program each semester in order to remain active. B. Membership Removal 1. Members may be removed if they are unable to satisfy the programming requirements as listed above. 2. A member is removed by proposal of the board and a majority vote from active voting membership. C. Voting membership 1. Multiple members of the above communities are allowed to serve on the board at any point in time. D. Non-voting membership 1. A member of senior staff will serve as the Advisor. E. Responsibilities 1. All members are required to attend a weekly meeting. 2. Voting members will vote upholding the best interest of each respective constituency 3. Voting members will be required to run at least one meeting. F. Officer Selection 1. At the start of the school year, residents of the William H. Hall Complex all have the opportunity to apply as an officer. They must simply pick up a copy of the application at the front desk and submit it by the proper deadline. 2. Advisors will then schedule individual interviews with each candidate. 3. Upon conclusion of the interviews, advisors will select the officers who they feel best fit the criteria of each position. G. Officer Removal 1. An officer may be removed from the board if they are unable to properly fulfill all responsibilities listed below. 2. An officer can only be removed if a majority vote is received by voting membership and advisor approval of the action. 3. An officer may be removed by an advisor if there is substantial proof that a violation of Residence Hall Handbook or University Conduct policy has occurred on the part of an officer H. President 1. Preside over all Hall Council Executive Board and regular business meetings. 2. Assist in the setting and attaining goals that are challenging, realistic, and measurable. 3. Work closely with Residence Hall Staff to create a positive, healthy community for all residents. 4. Meet with the advisor, as deemed necessary by the advisor. 5. Prepare an agenda 24 hours prior to every meeting. 6. Collaboratively work to plan, implement and assess community programs I. Vice President 1. In the absence of the President preside over meeting and fulfill duties. 2. Assist in the setting and attaining of goals that are challenging, realistic, and measurable. 3. Work with the executive board to plan/organize programs in the residence halls. 4. Attend RHAC meetings or find someone to attend meetings instead. 5. Collaboratively work to plan, implement and assess community programs. 6. Meet with the advisor, as deemed necessary by the advisor. J. RHAC Senator 1. Work with the executive board to plan/organize programs in the residence halls. 2. Attend RHAC meetings or find someone to attend meetings instead. 3. Vote on behalf of WHAC 4. Inform RHAC of what WHAC is doing 5. Help relay information about RHAC programs and how WHAC can get more involved / attend other programs 6. Collaboratively work to plan, implement and assess community programs. 7. Meet with the advisor, as deemed necessary by the advisor. K. Treasurer 1. Serve as administrator of Hall Council budget and prepare proper forms of transaction. (Alongside Hall Council Advisors) 2. Present an oral/written budget report to the General Assembly, as deemed necessary by the executive board. 3. Keep records accurate, in order, and up to date. 4. Prepare a financial report of each semester’s expenditures, revenues, and final balance. 5. Meet with the advisor, as deemed necessary by the advisor, to discuss the books. 6. Communicate directly with all parties requesting funds. 7. Collaboratively work to plan, implement and assess community programs. 8. Assume duties of Hall Council President if the President and Vice-President are unable to do so. L. Secretary 1. Serve as primary administrator of the General Assembly minutes. 2. Record, distribute, and post the attendance and minutes of the General Assembly Meetings within twenty-four (24) hours of the meeting. All Hall Council Leaders should receive these updates, including Advisors, via e-mail. 3. Maintain an accurate contact list of the Executive Board. 4. Assume duties of Hall Council President if the President, Vice-President, and Treasurer are unable to do so. 5. Collaboratively work to plan, implement and assess community programs. M. SSP Liaison 1. Keep the hall involved in the SSP community as a whole by informing everyone what is going on throughout the academic year. 2. Communicate with SSP community for ideas and possible collaborations. 3. Act as unifying unit between WHAC and SSP Program participants. 4. Encourage SSP residents to be involved in WHAC and attend events. 5. Collaboratively work to plan, implement and assess community programs. N. ASH Liaison 1. Keep the hall involved in the ASH community as a whole by informing everyone what is going on throughout the academic year. 2. Communicate with ASH community for ideas and possible collaborations. 3. Act as unifying unit between WHAC and ASH Program participants. 4. Encourage ASH residents to be involved in WHAC and attend events. 5. Collaboratively work to plan, implement and assess community programs. Article II. Budget. A. Each semester the advisor will meet with the treasurer when possible to develop a budget to be proposed to the William Hall Activities Council for approval. B. The proposed budget must meet the financial policies set forth by University Housing and OSU. C. The budget must be approved at the first meeting. Article III. Meetings A. Meetings will be held once a week, the time and day of which is to be determined collectively by the members of the William Hall Activities Council. B. Agenda of meetings will include 1. Presentations for in hall and out of hall funds 2. Voting on proposals 3. Programming currently being organized by the William Hall Activities Council 4. An update from the RHAC Representative, ASH Liaison and SSP Liaison. 5. Anything deemed appropriate by the board member running the meeting or the Advisor C. Quorum shall consist of two-thirds of the voting members. Article IV. Amendments A. Any member of the William Hall Activities Council may propose changes to the constitution. B. These changes require a three-quarters majority vote. Article V. Ratification A. A unanimous vote is needed to ratify the constitution.
