Minutes of the meeting held at 5pm on Tuesday 21st January 2014 at Maws Craft Centre Café Jackfield
1. Public Session. Two members of the public attended to listen.
2. Apologies and attendance. 19 members of the group were present and signed the attendance book.
Apologies were received from Borough Councillor D Davies.
3. Terms of reference forms returned signed. Collect signed forms. Not everyone has signed their form this
should be noted.
4. Election of vice chair. (this is merely a role on meeting evenings). Shropshire Councillor Jean Jones agreed
to fill this role.
5. Approve minutes of the meeting held on Tuesday 17th December 2013. The minutes of the meeting held on
Tuesday 17th December 2013 were approved and signed.
6. Update on the project progress. Mcphillips for Wellington have been appointed to complete the enabling
contract. The work has started as a matter of urgency to remove the trees before the bird nesting season.
They are confident this can be achieved. They started yesterday on the Tile Museum side of the road and
are working towards Church Road. There will now be 9 row of piles will be installed to keep the site stable.
Hopefully at the next stakeholder meeting the name of the main contractor. The European Procurement
exercise will have been completed by that time. Part of that exercise is a 10 day stand down period before
unsuccessful contractors can be engaged with to explain. There are still two legal agreements to be
signed. One is with the Environment Agency. Ongoing talks are being held to iron out the agreement that
will allow access to the river bank and other land owned by the agency. The other landowner can be
excluded without compromising the main scheme. the planning amendment has been lodged for the none
material amendment for the 9th pile row and this has been accepted. The environmental mitigation plan is
in place, the other iterations will be developed into a plan by the main contractor. The car parking bays on
Calcutts Road as reported before cannot go ahead as originally planned. Talks with the landowner are
ongoing to deliver the scheme as per the planning application. The landowner is currently discussing the
matter with his solicitor. The team continue to discharge the planning conditions, some of which need to
be discharged before the main work starts, during the works and at the end. All the utilities will need to
be moved all agreements to do this are in place. Condition surveys of properties are being carried out
free of charge and it is imperative all residents take this offer up to protect themselves, the developers
and the contractors in the future. So far there has been a 60% take up. Another 90 letters are due to go
out to Maws Craft Centre and beyond. The drop in session on the 4th February 2014 will be slightly
different with a drop in session from 3pm until 6.30pm when there will be a formal presentation. The
management team will be introduced to the meeting and there will be half an hour of questions at
7.30pm. Councillor Osmund-Smith agreed to chair this session. The presentation will be limited to 100
people. If it is over subscribed another meeting will be held.
The next steps are to progress the enabling works on the ground.
 The Telford and Wrekin Team are still sampling daily.

The legal agreements need bottoming out.
 The work with the planning team continues.
 In the next 4-6 weeks the main contractor will be appointed.
 If the one landowner does not sign up it will change the plans for works in that area substantially but will
not stop the works.
7. Questions. If possible could these be submitted to administrator (Jayne) beforehand to ensure the relevant
answer can be available and to use the time we have in a good way.


A question was asked about the hole in Ironbridge Road. The hole appeared on Boxing day and
was attended by the team the same day. Who persuaded the Coal Authority to attend the hole
the same day. As a result it was established it was not a cola mining problem but probably a clay
mining problem. Investigation work is being carried out to establish why the hole appeared and
how to prevent it happening again. There is no timescale at this time.
The traffic lights at the top of Calcutts will stay .

A survey of the route into the site has already been carried out to The Wheatland Garage but not
through the village because the traffic management plan states the site traffic will not travel that
way.
 It was asked if traffic control could be introduced in the village to prevent traffic congestion at
certain times.
 It was confirmed the wooden road along with the rest of the road will be maintained throughout
the length of the contract. A route to businesses and homes will be maintained through out the
time of the contract. There may be short times when the road is closed.
 A question about the dip and steep incline. It was asked if it could be made wider. It will be kept
under review there are no plans at present to widen.
 It was asked if the reptile fencing can be removed. The fencing has to stay for the length of the
project.
 It was reported major works on the church roof are due to be carried out between March and July.
 It was asked if emergency services can still access the road. It is known the fire service regularly
travel the road to check they can access.
 A question about the car park proposed in church Road was asked. In short that part of the project
is on hold at present whilst some land ownership issues are resolved.
Written questions were answered: The condition of some of the roads to be used by construction
traffic, including Calcutts Road, is poor in places; some of these roads lie outside Telford and
Wrekin’s area. What arrangements are in place to monitor the condition of the roads and carry out
remedial work at the conclusion of the project?
Answer:TheCalcutts road and the remainder of the highway through the works area has already
been the subject of a condition survey to establish bench mark conditions. These roads as with the
whole network are subject to routine inspection. The use of the highway is permitted and hence any
remedial works will fall to the Highway Authority. The only exception is where damage is caused by
abnormal load movements where the haulier will insure against damage. Such movements to site
will be minimal.
 What contingency plans are in place should there be a major problem affecting part of the
designated route for construction traffic, such as that currently affecting Ironbridge Road in
Broseley?
Answer:The travelling route to site is the subject of the planning approval, deviation
from this is as a consequence of any permitted diversions by the Highway Authority. The closure of
the stretch of Ironbridge Road is in the Borough of Telford and Wrekin and it is actively engaged in
establishing the cause of the problem and implementing a solution.
Are there plans for an archaeological watching brief during key phases of the project, particularly for
areas such as the land E of Calcutts Road which was not covered in detail in the main archaeological
survey?
Answer:The archaeological watching brief requirements have been approved by the two planning
authorities. The scope of the watching brief has been developed by contractor Ironbridge Gorge
Museum Trust and their archaeologist will act as necessary through the project.
8. Any other business. A newsletter was distributed this week to all properties.

Update from the presentation on 4th February 2014.
An excellent presentation was given to over 70 interested parties in the village hall. To add to the notes
above there will be 1900 piles in the 9 rows. There will be work along the riverbank by Maws Craft Centre
of a similar nature but not quite the same method of piles and smaller. All efforts will be taken to prevent
land slips through the time of the contract. Japanese knotweed is going to be dealt with during the length
of the project but removing to certain designated areas grown on and then treated to kill it. This takes
three years. The current road will be graded to become part of the Severn Valley way.
