The person plays a key role in managing and analyzing databases and contributes to the Center’s main publications. Incumbents of these positions proactively contribute to resolving challenging research and analysis issues. They work independently, seeking guidance and instruction on new, unusual or complex assignments, and report to the RTAC Coordinator. Duties & Responsibilities: Under general supervision, the Economics Analyst (EA) undertakes the following duties and responsibilities, working with the Coordinator and resident advisors: Rwanda Tanzania Uganda Provides supporting research for the RTAC advisors’ TA and training activities, and assists them with reporting responsibilities. Independently researches, collects and compiles information on RTAC members; maintains and updates quantitative and qualitative economic, financial or statistical databases. Assists the Coordinator in preparing and monitoring the implementation of the annual work plan preparing periodic reports for the Steering Committee. Assists with preparation of monthly newsletters. Works to strengthen donor coordination. Helps manage the Center’s databases, and uses statistical and/or econometric techniques to analyze datasets. Verifies and reviews databases for accuracy, reliability, coverage and current status. Analyzes economic time series data, defines data needs and requirements for use by the Coordinator and advisors. Produces charts, graphs, and tables. Contributes to development of the Center’s results based management framework, including working with advisors on their sectoral inputs. Works on implementing other recommendations from the mid-term evaluation of Phase III. Contributes to preparation of the Annual Report of the Center and to its Phase IV program document. Contributes to the preparation of the annual work plan through managing the process of TA needs assessment request to AFE member countries. Building macroeconomic capacity in East Africa Keeps abreast of developments with respect to IMF capacity development policies and surveillance/program work in member countries. Prepares country notes summarizing TA and other Fund activities. Participates in the preparation and possibly delivery of selected AFE workshops. Performs other duties as required. Work implies frequent interaction with the following: Office staff at all levels; IMF Headquarters staff; and donors. Results Expected: The incumbent is expected to consistently demonstrate the ability to work independently and proactively contribute to analysis at the Center. Competencies: Professional Competence – (a) knowledge of econometric and statistical analysis techniques, database management and related principles underlying IMF economic work, (b) ability to interpret and present statistical information, (c) demonstrated ability to apply IMF software programs for economic/financial research and analysis and database management, (d) familiarity with a given area of economics or country, (e) good knowledge of principal sources and retrieval systems of economic and social development data, and (f) strong analytical and conceptual skills. Program/Task Management – (a) fully recognized skill to work flexibly on a range of assignments, and (b) proven ability to anticipate, adjust to and prioritize a variety of complex, evolving tasks, mastering unfamiliar work quickly in a committed fashion. Qualifications and Experience: MA/MS (Economics/Finance) in economics, finance, statistics. Two or more years of relevant work experience (e.g., econometrics, statistics, finance) or equivalent experience. Proficiency in software applications is required, e.g., Excel and or econometrics packages such as TSP, Eviews, AREMOS, SAS, RATS, together with a knowledge of statistical and econometrics techniques and macroeconomic relationships. Demonstrated proficiency in English with excellent writing skills. The position is based at East AFRITAC’s headquarters in Dar es Salaam.
