July 7th, 2015 Executive Yuan: Deal Typhoon Linfa with “Preorganization and Precaution” Attitude After holding the 2nd report of disaster response center to Typhoon Linfa today (7th), Vice Premier of Executive Yuan Chang San-Cheng said, although the preceding speed of typhoon is decreasing, the personnel should be alert and take preorganization as principle to respond to situations. Vice Premier mentioned that the rainfall forecast in south-west areas, south-east areas and the broader between Yilan and Hualien will be higher and may influence the Suhua Highway. Currently, there are 2 modes of rainfall forecast in caution areas, but personnel should take extra precaution and plan for the worst to prevent the disasters. He asked personnel to ensure the prevention works on highway and landslides and response of shore waves, and further warn the civilian to stay away from bay, river and mountains to avoid the damage. Vice Premier further mentioned that the Typhoon Chan-Hom will be arrived in weekend. Though the two typhoons will not merge, alertness should be taken after the departure of Linfa and keep observe the movement of Chan-Hom. People should work together to respond accordingly to typhoons. Commander of disaster response center and Administration Minister Chen Wei-Zen proposed the current works against disasters in the report as follows: 1. 2. 3. 4. The routes of typhoons are remained uncertain and there is a chance of two typhoons attracting each other. The Information Estimation Department, Central Weather Bureau and Technology Center are ordered to monitor on the movement of typhoons, the following development and provide the immediate and accurate analysis information for district governments to refer to. Since the day is fall on the summer vacation, the news report group is ordered to inform the media and call on people to prepare well. As for the possible continuing influences of Typhoon Chan-Hom, the trip plan should be reorganized and avoid going to mountain areas and shores. In addition, the national parks and forest recreations in warning areas to reinforce the protection and persuade visitors to leave the mountains. The Ministry of Economy is ordered to inform district governments to prevent the flood in low-lying areas, examine the function of pumping stations and deploy the water pumps actively. The rainfall may centralize in south, Hualien and Taitung areas. The Transportation Engineering groups is ordered to look out the roads in mountain areas. The previous disaster areas in Typhoon Morakot period should be adopted the preventive control according to the rainfall. The precaution measures such as repair equipment and personnel should be deployed to the roads and bridges that fragrant to disasters. 5. 6. The Council of Agriculture is ordered to focus on the security households possess the risk of landslide in south, Hualien and Taitung areas and should be prepared for preventive evacuation and settling according to rainfall. In addition, the aquaculture in Penghu and the agriculture in south and east areas are asked to provide the relative information and advices to facilitate the protection and rush harvest of farmers and fishermen. Urge the district government in the caution areas to increase the level of response center properly according to the movement of typhoons. The situation of major disaster and casualty should be report instantly. Central Weather Bureau indicated in land caution, the areas in Pingtung, Kaoshiung and Tainan be on alert and prepare for the strong winds and heavy rains. In sea caution, boats on Bashi Channel, seas of Pratas Island, Taiwan Strait and seas in south-east (included Lanyu, Green Island) should take extra precaution. Central Weather Bureau said , for the effect of circulating currents in the typhoon's periphery, south of Chiayi, Hualien and Taitung areas will experience the heavy rainfall or torrential rain today (7th). Mountain areas of Taitung and Pingtung have high possibility of district heavy rainfall or torrential rain. Hualien area will have heavy rainfall or torrential rain. Mountain areas north of midland have chances of district heavy rainfall as well and should watch out for landslides and falling rocks, while preventing for flood in low-lying areas. Central Weather Bureau said , for the effect of circulating currents in the typhoon's periphery, Hengchun, west and east of Taiwan, shores in North Coast of Keelung, Lanyu and Green Island will experience strong winds and the possibility of long wave occurrence. Please be caution when in the activities on the shores. National Science and Technology Center for Disaster Reduction said, according to the data of Central Weather Bureau, the period of Typhoon Linfa affecting the Taiwan is primary on today (7th) and tomorrow (8th), especially tomorrow, the period closest to Taiwan. The rainfall potential in Hengchun, Taitung, Hualien, south-west shores and mountain areas in south are increasing. All units should notice the news announced by Central Weather Bureau for the uncertain moving track. The Council of Agriculture mentioned that the aquaculture and other radio stations are broadcasting the information announced by Central Weather Bureau to provide except of the position of Typhoon Linfa and also the movement of typhoon for fishermen to pay attention to. Fishing boats should enter a port as soon as possible or stay from the moving track. The Council of Agriculture indicated that they will inform district governments and relative aquaculture groups by fax to notify the aquaculture (farming) industry and set net fishing ground to strengthen the stationary of nets and other equipment as well as the facilities of harbors to take precautions against typhoon.
