10:00 Sept. 1st, 2010 Typhoon LIONROCK News Release from Central Emergency Operation Center The Central Weather Bureau had announced the land and sea areas typhoon warning for the 6th typhoon of the year typhoon Lionrock today 02:30 and had increased the alert level of Central Emergency Operation Center (CEOC) to level 1. The center of typhoon Lionrock is now located on the sea surface west of Oluanpi and travel north; the storm radius has entered south of Taiwan Strait and is expected to exert influences on land areas in southwestern and Penghu regions. According to the updated weather data analysis, areas including Chiayi, Tainan, Kaohsiung, Pintung, Hengchun, and Penghu should be aware and prepare against expected strong wind and heavy rainfall. The estimated rainfall in mountain areas in Kaohsiung and Pintung region is 200-350 mm and the estimated rainfall in mountain area in Taitung is 250-350mm. In response to the updated typhoon information, the CEOC held a progress report conference today at 08:30 and indicated as follow: 1. Due to the potential influences by typhoon Lionrock, county and city governments in eastern, southern, and all attached islands areas shall keep close attention to updated wind and rainfall report and estimation. If preventive evacuation processes are necessary, local governments shall execute the evacuation processes as soon as possible. 2. Ministry of Economic Affairs shall keep close attention to information regarding the level of river and rainfall and contact local government immediately for emergency operation. Local governments in low-laying areas in southwestern coast shall be well-prepared against flood or inundation. 3. Rainfall in Kaohsiung and Pintung areas is not significant as of now; however, is predicted to increase with time. Ministry of Transportation and Communication shall announce, according to the wind and rainfall data, bridge closure and shall notify local governments and related departments to be prepared for the expected bridge closure procedures. 4. The Coast Guard Administration and Natioal Police Agency shall execute warning for leaving dangerous areas close to sea and mountain. 5. According to the wind strength report, the strength of wind and volume of rainfall is expected to be increased. County and city government, especially local governments in attached islands, shall evaluate the actual weather condition and shall pay extra attention to the time of announcing office and school cancellation notice to avoid the resident-complaining situation of commuting children need to return home after leaving for schools. 6. Military supports shall be focus on areas with the trend of increasing wind and rain in eastern, southern and attached islands; additional supports shall be sent and selected military stations will also be opened for refugee purpose. Up until 07:00 today, the status of establishing local emergency operation center is as follow: Level County/City Total Kaohsiung City, Kaohsiung County,Chiayi City, Chiayi County, Penghu County, Pintung County, Tainan city, and Tainan County 8 Kaohsiung Harbor 1 Nantou County, Taitung County, Yunlin County 3 Taichung Harbor, Keelung Harbor, and Hualien Harbor 3 Level 1 Level 2 Total 11Counties and Cities, 4Harbor offices Ministry of National Defense had completed mobilizing and allocating military members in advance yesterday evening. 4908 military members, 47 types of vehicles, machineries, and rubber boats with total of 620 counts are allocated now in 105 townships and villages included in 16 counties and cities, ready to be mobilized to rescue upon instruction. Selected military stations will also be opened for refugee purpose and the estimated refugee capacity is 19,000 people. Ministry of Economic Affairs had also allocated 652 pump machines to areas all over. 4 water pumps are located at Qishan village in Kaohsiung County, 4 water pumps are located in Jiadong Town in Pintung County (Chianyuan village and Datung village), 1 water pump stands by at Linbien Town in Pintung County, and the machinery checks are done in all areas in alerted counties and cities. The CEOC suggested all resident to be extremely cautious and shall pay close attention to updated typhoon information, alerts for flooding, river overflow, and mudslide, and shall be well-prepared against the incoming typhoon. The CEOC also suggested all residents shall avoid carrying out activities in mountain and sea areas to minimize all potential damage from happening.
