“Certification and Field Services Manager”
Position Purpose: Washington State Crop Improvement Association, Inc. (WSCIA) is seeking a Certification and
Field Services Manager. This position will provide management and, oversight to the Association Seed Certification
Program plus assistance and direction to the field aspect of the WSCIA Foundation Seed Program in the production
of foundation seed and associated seed increases.
Responsibilities and Duties:

Provide leadership and direction to the certification staff through skill development and growth training
utilizing the Association’s Business Plan Process.

Responsible for creation and adherence to the Associations certification program budget.

Demonstrate an understanding of Washington agriculture in relation to the Association’s services and
products.

Manage statewide certification program including but not limited to certification audits, applications for
seed certification, including field inspection and re-inspection reports, and stock seed verification.

Assist the WSCIA Fiscal Officer in keeping current all fees associated with field certification, such as final
certification and seedling inspections.

Coordinate/manage the processing of applications for field certification, and distribution of field
certification inspection reports to field inspectors as appropriate.

Analyze Seed Lab reports to determine eligibility for certification. Prepare, record, and confirm field

inspection results.

Perform/supervise the issuance and recording of bulk F
certificates, printing of certification tags and
recording of associated data.
F

Maintain all current data records including individual grower files, field records, field inspection reports,
seed lab reports, mailing lists, and acres applied for certification.

Account for adequacy of all certification supplies including but not limited to certificates, tags and other
supplies.

Maintain/oversee variety description files, phenotypic variant listings and seed color variant listings.
Coordinate with plant breeders to obtain program information pertaining to varieties in the certification
program.

Manage applications for certification of new varieties within Washington State.

Assist the Foundation Seed Program in oversight and maintenance of production fields. Produce accurate
and timely reports to appropriate breeding programs.

Assist the Association Manager and FSS Supervisor in acquisition and proper utilization of seed production
fields.

Responsible for inspection and documentation of seed plants requesting approved certified seed plant
status within Washington State.

Accountable for computer updates and installation of program relating to seed certification, and
communication with system programmers regarding changes and user instructions.

Prepare seed source listings for fall and spring planted varieties.

Create and publish the WSCIA Spring and Fall Buyers Guides in conjunction with the WSU Cereal Variety
Testing program.

Collect certified seed sales data from approved conditioners and coordinate certified seed handling and
final certification activities in conjunction with the WSCIA Fiscal Officer.

Act and serve as a WSCIA representative with the national seed certification organization (Association of
Official Seed Certifying Agencies) and other agricultural organizations.

Assist the Association Manager in preparing and publishing the WSCIA Seed Buzz News Letter.

Attend and participate in industry field days and grower meetings.
