Organizational Setting
Through its Country Offices, or FAO Representations (FAORs), FAO assists governments to develop policies, programmes and
projects to address hunger and malnutrition, and provides technical support for the sustainable development of their agricultural,
fisheries and forestry sectors. The activities carried out by the FAO country offices include the design and implementation of
country-tailored field programmes, liaison with local donor representatives, and public awareness-raising as well as other outreach
activities related to FAO initiatives such as World Food Day.
The FAO in IndiaThe FAOR provides assistance to India through studies implemented in collaboration with main development
partners such as the World Bank, the Global Environment Facility and other programs in developing policies, knowledge
management, programs/projects, best practices and tools in all agricultural fields and participatory methodologies.
The post is funded by the FAO-World Bank Corporate Programme through the Investment Centre Division (TCI). TCI promotes
investment in food security, nutrition, agriculture and rural development (FSNARD), sustainable natural resource management
(NRM) and climate change mitigation and/or adaptation (CCM/A) in all developing countries and countries in transition, assisting
governments and country stakeholders, main development partners, in particular international financing institutions with the
strategic planning and implementation of their investments to achieve growth, poverty alleviation, food security and nutrition goals.
Reporting lines
The National Professional Officer (Agricultural), (NO-C) reports to the FAO Representative in India, and works under the technical
guidance of the Chief, TCIB, Rome. The incumbent works in collaboration with the Assistant FAOR (Programme) and other FAO
staff in India, Regional Asia Pacific Office (RAP), Bangkok, TCI, Rome and Government counterparts in related departments and
ministries.
Technical Focus
Support to sustainable agriculture development and related knowledge management processes in India. Design, implementation
support and evaluation of investment operations (projects and programmes) in FSNARD, NRM, value chains and CCM/A.
Key Results
Research, technical analysis, knowledge management and other project related services to support the delivery of jointly-owned
investment project designs, technical studies, project supervision, review and evaluations.
Key Functions






Participates in multidisciplinary teams for the identification and preparation of investment operations in the fields of
FSNARD, NRM and CCM/A, and participates in pre-appraisal and appraisal missions.
Supports the implementation of investment operations and the preparation of final evaluation.
Participates in the preparation of FSNARD, NRM, rural development and CCM/A studies and strategies, in the formulation
of national sector and/or sub-sector investment plans and programmes and promote best participatory practices.
Support the development of inclusive and sustainable food systems involving producers, their organizations, other private
sector actors, civil society organizations and governments.
Prepares project documents and reports in accordance with governments and financing partners’ requirements adopting
participatory and empowering approach, as appropriate.
Commissions, analyses synthesises, runs knowledge workshops, and leads and participates in COPs, produces policy
notes, learning notes, networking with consultant teams and by FAO’s in-house technical capacity in order to facilitate
better flow of knowledge and information among development practitioners, across investment projects and programmes.
Supports resource mobilization activities in accordance with the FAO Corporate strategy.




Analyses the constraints and opportunities of enhancing the productivity of agricultural production systems, access to,
markets, development of value chains and relevance and quality of agricultural services, institutions and organizations with
emphasis on participatory development..
Participates in the provision of practical productivity and sustainability improvements to existing farming systems and
contributes to the formulation of crop budgets, and technical parameters, participatory extension and training
methodologies, social mobilisation and development of grassroots institutions in establishing farm models and
undertaking social, technical, financial and economic analysis.
Writes reports on related subjects systematically and concisely
Performs other duties as required.

Minimum Requirements

National of the country of assignment

University degree in a field related to agronomy/agriculture or a closely related field and seven years of professional
experience in formulation, planning and/or participatory design and implementation of agricultural development
programs/projects, preferably with funding of the international financial institutions such as the World Bank, multi-lateral
agencies such as the UN or similar such institution or Advanced university degree in agronomy/agriculture or a closely
related field and five years of relevant experience in formulation, planning and/or participatory design and implementation
of agricultural development programs/projects, preferably with funding of the international financial institutions such as the
World Bank, multi-lateral agencies such as the UN or similar such institution.

Level C of English and working knowledge of Hindi or other Indian language.

Demonstrated capacity to write technical reports in English and Hindi or other Indian language

REMUNERATION
A competitive compensation and benefits package is offered under national UN salaries. The NPO-3 level carries a variable
net pensionable salary from Indian Rs. 20.6 to 30.9 Lacks per annum. Option of participation in contributory pension scheme
is also applicable along with mandatory participation in FAO’s health insurance scheme.
