Organizational Setting
Through its Country Offices, or FAO Representations (FAORs), FAO assists governments to develop policies, programmes and
projects to address hunger and malnutrition, and provides technical support for the sustainable development of their agricultural,
fisheries and forestry sectors. The activities carried out by the FAO country offices include the design and implementation of
country-tailored field programmes, liaison with local donor representatives, and public awareness-raising as well as other outreach
activities related to FAO initiatives such as World Food Day.
The FAOR provides assistance to India through studies implemented in collaboration with main development partners such as the
World Bank, the Global Environment Facility and other programs in developing policies, knowledge management,
programs/projects, best practices and tools in all agricultural fields and participatory methodologies.
The post is funded by the FAO-World Bank Corporate Programme through the Investment Centre Division (TCI). TCI promotes
investment in food security, nutrition, agriculture and rural development (FSNARD), sustainable natural resource management
(NRM) and climate change mitigation and/or adaptation (CCM/A) in all developing countries and countries in transition, assisting
governments and country stakeholders, main development partners, in particular international financing institutions with the
strategic planning and implementation of their investments to achieve growth, poverty alleviation, food security and nutrition goals
.
Reporting Lines
The National Professional Officer (Land and Water Management), (NO-C) reports to the FAO Representative in India, and under
the technical guidance of the Chief, TCIB , Rome. The incumbent works in collaboration with the Assistant FAOR (Programmes)
and other FAO staff in India, Regional Asia Pacific Office (RAP), Bangkok, TCI, Rome and Government counterparts in related
departments and ministries.
Technical Focus
Support to participatory land and water management for sustainable agriculture and related knowledge management functions in
India. Design, implementation support and evaluation of investment operations (projects and programmes) in FSNARD, NRM and
CCM/A
Key Results
Research, technical analysis, knowledge management and project related services to support the delivery of technical studies,
development of participatory land and water management and other NRM related programme/projects, products, and services.
Key Functions

Commissions, analyses, synthesises, run knowledge workshops, and COPs, produce policy notes etc by learning across
projects, networking with consultant teams and by links to FAO technical capacity.

Researches and analyzes technical, social, economic, environmental, institutional, and technology related information,
data and statistics and/or related policy issues to support the delivery of programme projects, products and services;

Participates in multidisciplinary teams for the identification and preparation of investment operations in the fields of
FSNARD, NRM and CCM/A, and participates in pre-appraisal and appraisal missions and promote best participatory
practices.

Supports the implementation of investment operations and the preparation of final evaluation.

Participates in the preparation of FSNARD, NRM and CCM/A studies and strategies, in the formulation of national sector
and/or sub-sector investment plans and programmes.

Prepares project documents and reports in accordance with governments and financing partners’ requirements.

Collaborates in the development of improved/updated tools, systems, processes, and databases;

Promotes knowledge sharing and best practices at national meetings/discussions and workshops/ conferences and
influences partners in stakeholder consultations;




Supports resource mobilization activities in accordance with the FAO Corporate strategy;
Analyses the constraints and opportunities of enhancing participatory management of natural resources, relevance and
quality of NRM services, institutions and organizations with emphasis on participatory development.
Systematic and Concise report writing on related subjects.
Perform other duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements

National of the country of assignment

University degree in a field related to soil and water conservation, water resources, water harvesting, hydrology or related
participatory natural resources management field and seven years of relevant experience in formulation, planning and/or
implementation of participatory land and water resources management or NRM programs/projects preferably with funding
of the world bank, other donors or UN or Advanced university degree in soil and water conservation, water resources,
water harvesting, hydrology or related participatory natural resources management field and five years of relevant
experience in formulation, planning and/or implementation of participatory land and water resources management or NRM
programs/projects preferably with funding of the world bank, other donors or UN.

Level C of English and working knowledge of Hindi or other Indian language.

Relevance of multidisciplinary experience in formulation and implementation of participatory agricultural/NR management
and rural development projects.

Familiarity with relevant hydrological techniques, and experience with socio-economic and environmental assessment and
approaches to participatory NRM development.

Relevance of multidisciplinary experience in the analysis and formulation of participatory NRM projects/programs for
sustainability improvement in agriculture sector;

Demonstrated capacity to write technical reports in English and Hindi or other Indian language

Relevance of experience in knowledge management activities and processes such as training, workshops, network
management, community of practices etc).

Ability to work under pressure and willingness to travel frequently within India



REMUNERATION
A competitive compensation and benefits package is offered under national UN salaries. The NPO-3 level carries a variable net
pensionable salary from Indian Rs. 20.6 to 30.9 Lacks per annum. Option of participation in contributory pension scheme is also
applicable along with mandatory participation in FAO’s health insurance scheme.
