Sirvello III @ 800.890.7368 tjsthree@msn.com Message from President Bill Cowles The 38th Annual Conference of the International Association of Clerks, Recorders, Election Officials and Treasurers will kick-off on July 5th in our host city of Spokane, Washington. The annual conference is always the highlight of each year. But, this year has not been a typical year for any of us in the government sector. The financial pressures placed on each of us have caused us to make difficult choices. For many, out of county travel has either been reduced or eliminated all together. For those who will be traveling to the Great Northwest for this year's conference it should be a great educational experience with opportunities to network with fellow professionals and with vendors in our Trade Show; as well as, a chance to see a beautiful part of our great country. While our numbers will be smaller than usual, the quality of the educational sessions planned by our Division Directors and their committees are outstanding. I would ask that each person attending collect as much information, handouts, brochures, and notes at each session as possible. Then take this information back to your jurisdiction, to your staffs, to your state associations and/or other professional organizations that you belong to and share the wealth of information and insights you gained at the conference -- especially with your fellow IACREOT members that you normally would be traveling to the conference with and sitting with in the various sessions. To those IACREOT members who could not make this year's conference due to the distance, timing, budget cuts or whatever, you will be missed. It's not the same when we are not all together for the annual conference. But, we don't want you to feel left out. We have over 30 states and countries attending this year's conference. Reach out to somebody from your state or a fellow member of IACREOT you know that will be attending the conference and ask them to share what they learned, saw, heard and/or experienced. Hopefully, you will be able to join us for the 39th Annual Conference of the International Association of Clerks, Recorders, Election Officials and Treasurers in the Windy City of Chicago next summer. Bill Cowles IACREOT President Meet Vicky Dalton, 2009 Conference Chair The host of this year's conference is Vicky Dalton, Spokane County Auditor. Vicky attended her first IACREOT conference last year in Phoenix. "The different perspectives from across the nation impressed me the most. No matter who I spoke with, I learned something worthwhile to take back with me. This year's conference will continue to emphasize how much we can learn from each other." During her ten years in elected office, Vicky has modernized the four divisions she oversees: elections, recording, financial services and motor vehicle licensing. Elections has seen the greatest challenges and changes, especially in moving to a full vote-by-mail environment. "To survive in today's fast pace, innovation is absolutely essential. The vendor show provides the opportunity to see a broad array of services, equipment and products that can help us improve our efficiency and effectiveness." Prior to serving in elected office, Vicky worked as the county's internal auditor for ten years. She worked for regional CPA firms in Utah and Idaho, where she earned her CPA certificate. Vicky received degrees in accounting and computer management from Idaho State University Vicky serves on the boards of several community organizations, including CampFire and SNAP, a multi-service non-profit that assists low-income and at-risk populations. In her spare time, Vicky enjoys a variety of yarn-related crafts, including knit, weave, crochet and tat. "I'm thrilled to host fellow public officials from across the country and the globe. Through such events as Expo '74, Hoopfest (3-on-3 basketball) and Bloomsday (the largest timed road race in the US) Spokane has a tradition of welcoming visitors from all over the world." MONIKA TODD TREASURER'S DIVISION DIRECTOR-AT-LARGE I am very excited to place my name into consideration for Director-at-Large for the Treasurer's Division. From 1980 to 1990 I served as Elections Director for Mesa County. In 1990 I was elected County Clerk and Recorder and served in that capacity for 12 years. I was elected County Treasurer in 1992 and I am currently serving in that capacity. As an active member for over 20 years, IACREOT has offered me invaluable training and education regarding best practices, the latest in technology, office functionality, human resources, and most of all the interaction with my IACREOT family of peers.
