GENERAL PURPOSE
Under the direction of th e City Engineer/Director of Community Planning, performs administrative, technical, and advisory work in the administration of the Ci t y
’ s bu ild ing codes governing building, plumbing, mechanical, and zoning regulations and related codes.
ESSENTIAL DUTIES
Performs field inspections of new construction, alterations, renovations and repairs of all buildings, including but not limited to framing, concrete, plumbing, gas, mechanical, and ADA requirements within the city limits and the extraterritorial jurisdiction to ensure compliance with the appropriate adopted edition of the International Building Code/Residential Code, Plumbing
Code, Mechanical Code, and other applicable city ordinances and codes, including the maintenance and thorough documentation of all inspection records and reports.
Performs final inspections and follows through with the issuance of Temporary Certificate of
Occupancies and/or Final Certificate of Occupancies. The Combination Building Inspector may perform electrical inspections if properly certified.
Investigates and resolves complaints received from Staff or the public concerning alleged code violations (i.e.: zoning, city ordinances, nuisances etc.) and inspects existing buildings for hazardous conditions, structural failures or need for maintenance/repair under the adopted
Property Maintenance Code, including maintenance of all records and reports and will be required to respond to both verbally and in letter form.
Informs owners, builders and contractors of building, mechanical, plumbing and electrical code
(electrical code if applicable and certified) requirements including deficiencies and ways to bring into compliance.
Assists in interpreting and enforcing the City’s zoning ordinances and subdivision regulations.
Participates in training sessions concerning new codes.
Plans, schedules, and coordinates the operation of the City's code enforcement program.
I nspects building prior to and after moving for compliance .
Prepares detailed reports of construction, zoning, or other inspections performed including modifications required to meet codes and works with other staff involved to ensure it is also documented in their records.
Issues permits.
Meets with city boards and commissions that deal with code enforcement including the
Planning and Zoning Commission and local building associations. Inspector may be required to prepare reports for public hearings for the Planning Commission, City Council, and Board of Adjustment.
Ability to perform routine measurements to ensure compliance with setbacks and work with other Staff including the design department to ensure easements, zoning ordinances, etc… are added to the applicable maps. May need to assist the design department with mapping or
GPS to keep records accurate and current.
Performs other duties as assigned.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience :
(A) Graduation from High School or GED;
(B) Four years experience in code enforcement or building construction; OR
(C) Any equivalent combination of education and experience.
(D) Prefer candidate to have inspection certifications in framing, concrete, plumbing, and mechanical and/or ability to obtain within 1 year of date of hire.
Necessary Knowledge, Skills and Abilities :
(A) Knowledge of the construction business and the state and federal regulations and codes that govern new construction, including IBC, IRC, IFC, UPC, UMC, PMC, and the Americans with Disabilities Act.
(B) Knowledge of proper building construction methods and materials and knowledge of proper inspection methods.
(C) Ability to understand, interpret and apply all relevant building, plumbing, mechanical, electrical codes, municipal code and zoning regulations adopted by the City, and the ability to incorporate new regulations into job duties.
(D) Ability to read and interpret building plans, plumbing, electrical and mechanical system schematics and city maps.
(E) Ability to perform field inspections on new construction, alterations, repairs and remodels within the city limits and the extra-territorial jurisdiction as they relate to building construction.
(F) Ability to establish and maintain effective working relationships with building owners, contractors, engineers, architects, other governmental agencies and the general public.
(G) Ability to enforce ordinances and other regulations with firmness, tact and impartiality and to effectively communicate both orally and in writing.
(H) Ability to accurately prepare and maintain various detailed records, reports, correspondence and other departmental documents.
(I) Ability to utilize independent judgment in the performance of duties, work independently and effectively as part of a team and with the public.
(J) Ability to plan and organize a personal work schedule, set priorities, meet deadlines, maintain confidentiality and maintain regular and dependable attendance on the job.
(K) Ability to utilize personal computer and MS Office software applications in the performance of job duties. Operate equipment such as printer, fax, telephone, measuring instruments, cameras and other related equipment and supplies.
(L) Ability to transport self to and from inspection sites and perform all inspection duties.
SPECIAL REQUIREMENTS
(A) Certification by the International Code Council as a Residential Building Inspector,
Commercial Inspector, General Plans Examiner and Code Enforcement within one year from date of hire.

While performing the duties of this job, the employee regularly works in outside, sometimes adverse, weather conditions. The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions and vibration. The employee occasionally words in high, precarious places and is occasionally expose to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.
The noise level in the work environment is usually loud in field setting, and moderately quiet in office settings.
