Job Title: Ketchikan Port Engineer (PE)
Entity: Inter-island Ferry Authority
Immediate Supervisor: Operations Manager
Summary of Responsibilities:
Under the general supervision of the Operations Manager, the Port Engineer performs
moderately complex duties and tasks associated with the maintenance, repair, and
modification of IFA vessels, facilities, and equipment.
The Port Engineer (PE) is responsible to oversee and coordinate maintenance, repair or
modification of IFA vessels, vehicles, facilities and equipment to ensure safety and
minimize loss of revenue and cost of repairs. The PE shall develop and implement cost
effective maintenance and repair schedules for all vessels and vehicles to ensure
comfortable and safe transportation. The PE shall maintain contact with contractors
and/or shipyards to make certain work is completed at minimum cost. The Port Engineer
shall maintain logs for maintenance and repairs of IFA vessels, vehicles, facilities and
equipment. The PE shall also respond to and investigate reports of malfunctions or need
for repairs from vessel Master, Operations Manager or Terminal Supervisor, PE will
advise IFA personnel in methods of operation that will prevent malfunctions and how to
maintain vessels, vehicles, terminals and equipment to keep them in good repair. The PE
shall coordinate with the Operations Manager and, as necessary, regulatory bodies to
ensure that requirements for operation, alternations, maintenance or repair are met with
minimum cost consistent with safety.
The PE is responsible for security and storm watch over lay-by vessel. Ensure daily
security watch for layby vessel and provide continuous storm watch coverage as needed
to tend lines for tide change and storm surges.
As leaders in the marine transportation industry IFA employees are responsible to instill
an atmosphere with passengers that riding the ferry is pleasure, not just a need. To that
end every IFA employee is responsible for overall passenger safety and satisfaction. All
necessary steps must be taken to correct conditions or to report conditions that could
endanger passenger safety or satisfaction in any manner both on and off the vessels. This
includes IFA vessels, vehicles, access ramps, offices, terminals and terminal grounds.
Specific Duties:
As Port Engineer of the Inter-island Ferry, duties will include but not be limited to:









Work with Operations Manager and vendors of machinery & equipment to
develop a routine and preventative maintenance plan that encompasses all
vessel maintenance including annual dry-docking and Coast Guard vessel
inspections. Work directly with Operations Manager, vessel Masters and
Mates on scheduling maintenance and annual dry-docking. Attend all training
as directed and assist with training of Vessel Engineers.
Schedule and perform preventive maintenance and repairs to vessel main
propulsion systems, ship service generators, electrical systems, hydraulic
systems, HVAC systems, compressed air systems, piping, pumps, winches,
and other auxiliary equipment. Set up a recording system to track and record
all maintenance and make sure it is kept up to date.
Assist in the development of specifications for repairs, upgrades, and
modifications. Prepare estimates of time and materials required to perform
this work in the most cost effective manner available. Be available to provide
guidance and instruction on repairs or technical matters with Operations
Manager, Masters and vessel engineers.
Lead and assist in performing repairs, upgrades, and modifications to the
vessels, facilities, and equipment.
Receive reports from Masters, Mates and Vessel Engineers on the function
and operation of the vessel and needed maintenance and repair of vessel;
coordinate as needed with the Operations Manager.
Respond to all related repair requests and trouble-shoot problems. May
oversee outside contractors for repair and installation work.
There should be a bullet here regarding communication between Operations
Manager, Masters, Vessel Engineers. “Facilitate clear and consistent
communication regarding scheduled or ongoing maintenance and repair
projects between Operations Manager, vessel Masters and vessel Engineers”
Ensure that adequate shop supplies, spare parts, and preventive maintenance
items are maintained. Purchase equipment, tools, and supplies as approved by
Operations Manager. Ensure fuel and lube oil supplies are coordinated
between vessel and suppliers.
Maintain clear working knowledge of vessel safety systems including but not
limited to the following: fire pumps, ballast transfer pumps, bilge pumps,
hydraulic pumps, fixed fire fighting system, fire detection system, and vessels
alarm system. Shall also work with Operations Manager and Masters to
ensure compliance with all safety equipment and associated life-saving gear
and appliances.
Knowledge and Abilities:











Knowledge of state and federal requirements regarding operations and
maintenance aboard diesel powered vessels;
Knowledge of the location, function, limits, capabilities, current condition,
normal and emergency operating, servicing, over haul and repair procedures
of all systems, power plants, auxiliary motors, electrical and mechanical
equipment, emergency and firefighting equipment, and all related machinery.
Knowledge of applicable rules and regulations of the USCG and regulatory
agencies;
Knowledge of SMS policies and procedures and the ability to implement them
effectively in the course of duties;
Ability to work without direct supervision; be self motivated;
Good organizational and time management skills;
Excellent communication skills in English, both written and oral;
Ability to coordinate and work effectively with IFA management team and
other staff members;
Ability to function effectively under time constraints and in emergency
situations;
Ability to analyze the relative costs and benefits of potential actions;
Ability to write reports, business correspondence, procedure manuals, and
inter-company memos/outside correspondence; and
Certificates and Credentials:


Transportation Workers Identification Credential (TWIC)
Valid Alaska Drivers License
