Qatar International Petroleum Marketing Company Ltd (normally identified by the
Arabic name of TASWEEQ) was established under Qatar Government Decree as the sole export marketer of Regulated Products manufactured in Qatar to support the country’s increasing natural gas and oil production. Regulated Products currently include LPG, refined products, condensates and sulphur. As part of this process
TASWEEQ has established a Ship Quality Assurance (“QA”) System designed to ensure that ships chartered or approved by Tasweeq to export Regulated Products meet or exceed legal and regulatory requirements and recognized industry standards.
The Tasweeq QA System may also be used by other companies in Qatar to export other products from Qatar which may include Crude and LNG.
TASWEEQ’s policy is to consider for use only those third party vessels that:
meet or exceed regulatory requirements and recognized industry standards
demonstrate an acceptable level of vessel safety management and environmental awareness.
provide to TASWEEQ a copy of their Tanker Management Self Assessment
(TMSA) report.
Tanker Management Self Assessment (TMSA)
The TMSA report is evaluated by TASWEEQ as part of the QA process. Its receipt is a requirement for those tanker operating companies that will export any Regulated
Product from Qatar or other products produced in Qatar for whom TASWEEQ provides vetting services.
Vessel Inspection Reports
The vessel’s condition will be assessed by evaluating inspection reports obtained from the OCIMF, including SIRE, or CDI databases (“Database”). TASWEEQ is not an inspecting company and therefore does not arrange or conduct vessel inspections.
Consequently, it is a requirement that a current Vessel Particulars Questionnaire
(VPQ) is on file in the OCIMF, including SIRE, or CDI databases.
Vessel inspection reports are reviewed in order to gain information that confirms the vessel meets TASWEEQ’s expectations. However, TASWEEQ also reviews inspection reports on a fleet wide basis as part of its analysis of the performance of the vessel operators’ safety management system. Poor fleet performance is a factor that is taken into account during each screening.
If any deficiencies are identified in the inspection report, TASWEEQ requires vessel operators to close out of all deficiencies in the SIRE and CDI databases with comprehensive responses.
Condition Assessment Program (CAP)
Tasweeq prefers that tankers over 20 years old and LPG/LNG tankers over 25 years old are in possession, at a minimum, of CAP 2 certificate for the hull as issued by an
IACS member Classification Society.
Vessel Performance Reports
During a port call at a Qatari terminal, a terminal representative may visit a vessel in order to complete a Vessel Performance Report (VPR). The terminal representative submits the VPR to TASWEEQ to provide information on the performance of the vessel during port operations, identify defects in equipment, especially mooring or cargo related equipment, and to identify any incidents that occur.
Operator and Owner Rating
Vessel operators are “rated” in a number of categories based on, among other factors, the operational and safety performance of the fleet, the maintenance program of the fleet, and an evaluation of the management systems including data extracted from their TMSA report.
Incidents involving 3rd Party Vessels
TASWEEQ records incidents involving third party tankers. The information is gained from the vessel operator, industry sources, or the media. A vessel involved in an incident may be excluded from service until an acceptable report detailing the cause and corrective and preventative action is received. Vessel operators are encouraged to keep TASWEEQ informed of the occurrence and resolution of significant incidents.
Vessel Screenings
Each vessel is screened for every occasion the vessel is considered for use by
TASWEEQ. A screening results in the acceptance or rejection of a vessel for the particular voyage or transaction and takes into account, amongst other information, the following;
TMSA report data
vessel owner and operator rating
vessel inspection data
terminal reports and any incident history
