THE FOLLOWING INFORMATION MUST BE PROVIDED ON REQUEST TO ENSURE THAT PPECB
CAN CONTINUE TO MAINTAIN A TECHNICAL DATA-BASE. YOUR ATTENTION IS
NEVERTHELESS DRAWN TO THE HIGHLIGHTED PARAGRAPH WHICH INDICATES THAT IF OR
WHEN A VESSEL IS TO BE USED FOR PRODUCTS TO JAPAN, THIS FORM MUST BE
COMPLETED IN FULL. PLEASE READ DETAILS OF THE FORM CAREFULLY.
A VESSEL WILL NOT BE REGISTERED/APPROVED AND LOADED FOR JAPAN UNLESS THE
FOLLOWING INFORMATION IS RECEIVED BY THE PPECB AT LEAST FIVE (5) WORKING
DAYS PRIOR TO THE PLANNED COMMENCEMENT OF LOADING IN SOUTH AFRICA. THE
EXPORTER/CHARTERER MAY HOWEVER REQUEST THIS INFORMATION WELL IN ADVANCE
TO ALLOW FOR PPECB APPROVAL PRIOR TO CONTRACTING A VESSEL. THE
OWNER/OPERATOR MUST THEREFORE ALSO CONSULT WITH THE EXPORTER. UNSIGNED
FORMS WILL NOT BE CONSIDERED.
1.
Vessels to be used for shipments to destinations other than to countries requiring
cold treatment, the following form will be completed on request from PPECB. It will
only be necessary to complete points 15.7 & 16 if the vessel is to be approved for
Japan shipments. Point 15 will only be completed if the vessel is USDA fitted.
2.
Documents must be sent directly to PPECB. The owner of the vessel or his agent
may also send a separate set of documents to the exporter. PPECB will however not
consider faxed copies of faxed documents. E-mailed documents must include a
signature on page 6. Page 6 must be fully completed.

15.7
The following Japanese Ministry of Agriculture requirement is necessary for every vessel that
intends carrying in-transit cold treatment fruit from the RSA to Japan.
A written guarantee must be supplied in words, on a signed letterhead or at ()
below, stating that the temperature monitoring equipment will maintain an accuracy
of 0.1 Degree Celsius for a minimum of 30 days after loading.

Is the vessel able to monitor the % CO2 levels for all cargo spaces?
Yes
No
Although CO2 levels should be monitored for all shipments of perishable cargo, it
is compulsory to be monitored during in-transit cold treatment voyages.

New printer ribbon, printer paper, if applicable; strip chart recorder ribbon / Cartridge,
strip Chart paper.
4. Prior to loading for Japan an accredited agent must service all recording components
within a period of six months. Service certificates must be forwarded to PPECB or must
be available for presentation to the PPECB before the survey of a vessel and probe
calibration.
16.2. The following are requirements for the temperature recording system:
 Strip chart recorders must be equipped with fully functional memory backup systems
to record USDA temperature data.
 Vessels with computerized recording system must be equipped with at least two
printers that are able to print duplicate USDA recorded temperature readings.
 In the event that a computerized recording system is coupled to one printer only, it
must be equipped with a fully functional memory backup of all the required USDA
recorded data for the entire period that the cargo is stored and is capable of being
printed after the voyage.
17.
COMMUNICATION
17.1
The local agent must be fully informed:

That they are required to appoint a liaison person on a 24 hour per day, 7 days per
week basis to ensure direct communication with the vessel whilst in the port or during
the voyage.

Of the contact telephone, e-mail and fax numbers of the vessel during the voyage
and that the PPECB may request the agent to immediately communicate information to
the Master.

That they must instruct the Master to report all fruit and air temperatures to the
PPECB once every 24 hours. Therefore it is important to ensure that all printing
equipment is well maintained and that sufficient spares are available prior to loading for
cold treatment (Refer to point 16). (The PPECB will fully inform the Master verbally and
in the written carrying instruction about temperature reporting during the voyage).

With relevance to cold treatment shipments, the ships agent must send the PPECB
Handling Guideline (HP39) to the vessel well before arrival in the RSA. The HP…
document will be available on the PPECB website.
Please ensure that the following are included in a clearly legible format:







Plan showing the temperature separation (common decks, position of insulation) etc.
