Minutes Of The Meeting Of The Gulberwick,
Quarff & Cunningsburgh Community Council
held in Cunningsburgh School On 23rd January
2006 at 7.30pm

Apology
An apology for absence was intimated on behalf of Mr L. Tait.
Development Officer for Gulberwick
Ms Porter attended the meeting as the new Development Officer for
Gulberwick and discussed with the members the acquisition of funding for
various projects. The question for training for those in charge of public
buildings, e.g. Gulberwick Hall. As we the implementation, soon, of a ban on
smoking in public buildings. The Chairman thanked Ms Porter for her
attendance and said she was welcome to stay for the remainder of the
meeting.
Minutes
The Minutes of the meeting of 20 December, 2005, copies of which had been
previously distributed, were approved on the motion of Mr D. J. Ingram and Mr
Wishart.
Scottish Executive Discussion Paper
The Questionnaire from the Scottish Executive in connection with the role of
Community Councils and sent to the council by the Secretary of the ASCC,
was considered. The Questionnaire consisted of five pages, the members
providing answers to most of the questions.
Community Council Meeting Dates
The Administration Department is to be informed that that meetings are
arranged when business demands.
Community Council By-Elections
The Returning Officer is to be advised that no vacancies exist among the
members of the Council at the present time.
Cunningsburgh Sewage System
The Chief Executive, Scottish Water stated they were organising a survey of
the pipe and a topographical survey of the area. The survey should be
completed by mid January. It was agreed to wait the developments.
ASCC – Annual Leave
Mrs Fraser advised she would be on leave from 9 January to 3 February.
ASCC/Liaison Group
Mrs Fraser asked the three South Mainland Community Councils to consult
with a view to appointing a representative to the Group on the retrial of Mr
Ross. However, no nominations were forthcoming from this Council.
Planning
A letter from the Planning Control Manager asked the Council to withdraw
their suggestion that a further percolation test should be carried out at the site
of a proposed dwellinghouse at Ocraquoy, Cunningsburgh. The letter was
noted.
There were no objections to an application by Mr and Mrs T. Jamieson to
refurbish and extend an existing dwellinghouse at Aithsetter, Cunningsburgh.
Cats-Eyes
The Head of Roads in response to the Council’s request to replace damaged
cat-eyes stated this would be carried outi n the Spring.
Applications for Funding
It was agreed to delay a decision on two applications for funding from
Disability Shetland and Anderson High School until fresh guide lines are
available.
Aithsetter Water Supply
The Community Liaison Manager, Scottish Water, wrote to say they were
actively looking at options to resolve the water pressure problems.
Unfortunately, there is no funding available in the current Investment period.
However, Scottish Water has a process for promoting early “hotspots” which
is a small amount of funding made available commencing in April, 2006, and it
is their intention to add Aithsetter to the programme.
Army Presentation
The member had no interest in attending an evening reception by the Army
Presentation Team to which the member were invited.
Zone Boundaries
It was decided to ask Bessie Barron, Planning Officer, if she would arrange a
public display of maps locally showing the Zone Boundaries.
Aberdeen Royal Infirmary
It was agreed to approach the Local Health Board to see if anything could be
done to help patients from Shetland to locate the various Departments at the
Infirmary, perhaps by providing a small map.
Shurton Brae
The Roads Department is to be advised that a section of road at Shurton Brae
is laced with pot-holes.
