QTL
QTL is licenced to provide the new National College Modular
Curriculum for Leadership Development in the South East. QTL is
a consortium of cross-phase Teaching School Alliances and
Outstanding Schools, partnered with the University of
Winchester, who are highly experienced in offering school-toschool support and leadership training.

leadership development for future leaders at all stages of their
careers.

 Training in face to face facilitation, online facilitation and
subject knowledge expertise

 Assessment – drawing on school improvement work in
Placement school (day placement) – and in home school
 Programme: each module 50 hours of study
- 15 hours face-to-face
- 15 hours reading and structured reflection
- 20 hours workplace learning
 Blended learning approach

- discussion with peers, colleagues, line managers

Role of the Headteacher/Principal:
 ensure sufficient time is made available for the participant ,
coach and if applicable facilitators to fully participate in NPQH
and NPQSL
 contribute to personal development through discussion with
open and honest feedback about strengths and development
needs discussing and agreeing tailored development plans
 support the participant to form and complete a school
improvement based assessment activity, enabling and
providing development opportunities
 ensure a learning coach is available
 sign off the school improvement project

Final Assessment
 School improvement task over two terms - enable participant
to demonstrate that they can deliver successful and
sustainable school improvement in a school setting and can
use the experience to reflect upon and improve their own
leadership competencies.
 Draws on learning from the essential and elective module(s)
 Final assessment is competency-based
 The final assessment documentation required must include
written evidence and appropriate documentation with
verification from the Headteacher/line manager

Final Assessment
The final assessment process will comprise of assessed tasks
based on school improvement work
How Will the School Improvement Tasks be Assessed?
 All summative tasks will be assessed through a commissioned
provider working on behalf of the National College. The
assessment will be undertaken by trained assessors working
to National College criteria.
 The National College is responsible for national moderation
and ’signing off ‘the pass list.

The University of Winchester
 As a licensee for the National College this is an unusual and exciting collaboration
 It therefore offers something very worthwhile and ‘high currency’ with built in‘masters
level’ but firmly rooted in learning from the best professional practice
 The new modular leadership curriculum delivered in this way (at all levels) enables
school leaders and prospective leaders to build a personalised, integrated,
transferrable and coherent professional development portfolio
 Focusing on school based projects, school priorities and reflective practice candidates
receive a highly relevant professional qualification
 This link with self evaluation, appraisal, inspection and improvement plans and
priorities as well as the ‘transferability’ of credits means that this is a cost effective and
efficient way to undertake higher level study. Qualifications have national and
international currency.

The QTL and licensee model is based firmly on the principles of the profession leading
the profession and building capacity in what will be an increasingly ‘self-improving’ and
sustainable system

This approach aligns strongly with the need to develop skills within schools and
networks of leadership, self-evaluation, reflective, critical and evidence based practice

This part of the South is very well located geographically to do this with many
outstanding schools, leaders, teaching schools and practitioners

In running these programmes for just over a year QTL has been at the forefront of this
work nationally and take up, evaluation and feedback has been very positive

The different members of the consortium all work in a ‘complimentary’ way and are all
passionately committed to providing the very best for our young people

That we see the complete integration of the best cutting edge theory and practice as
vital to the best leadership.

The award of Masters Level credits
On successful completion:
NPQH you will be awarded 100 Masters credits
NPQSL you will be awarded 80 Masters credits
NPQML you will be awarded 60 Masters credits
NB: Existing qualifications? -- If you have an MA/MSc already, accreditation
will be 60 credits for the module ‘Leading Educational Practice in Professional
Settings’ on the EdD
