Both reasons cause a variation or difference in the amount of sunlight hitting the Earth. When the Earth is tilted toward the Sun in the northern hemisphere = Summer: the sunlight and heat are more direct and it is warmer. When the Earth is tilted away from the sun in the northern hemisphere = Winter, the sunlight is less direct and it is colder. No, the Sun can never be observed directly overhead in the northern hemisphere because the Earth is tilted on its axis.
