1. INTRODUCTION
1.1. Background
This tender was called for supply, installation and commissioning of IT equipment’s for Batticaloa
region.
Accordance to the contract document, the eligibility requirements for awarding this contract are as
follows.
a. Bidders shall not have been blacklisted.
b.Bidder shall have minimum number of five years of experience in supply, installation
and maintenance of the offered computer and accessories.
c. Financial capability is more than 3.12 Million.
The successful bidder shall complete the Supply and Delivery of the items at such places, in such
quantities and within the period of Sixty Three (63) days from the date of acceptance of bid as
prescribed.
The source of fund is CIPC.

Based on the above evaluations,
The following were noted for the bidder 2/3,
•
This bidder has not satisfied NWSDB’s minimum requirement where NWSDB has requested for
minimum 11th Generation Processor or Better as the processor for the Desktop computers, meantime
this bidder has quoted for 10ty Generation processor. Hence, this bidder has failed in the technical
evaluation.
Therefore, the bidder 2/3 is not considered for further evaluation as the they have failed in a major technical
requirement of NWSDB and only the bidders 1/3 and 3/3/ are identified as substantially responsive bidders by
complying the requirements of NWSDB’s and are going to be considered for further detailed bid evaluation.
Based on the technical evaluation, those bidders meet the requirements. Therefore, both bidders 1/3
and 3/3 have been selected for detailed bid evaluation.
4. ENGINEERING ESTIMATE
Total estimated for 10 Desktop Computer and Two Notebook Computers is 3,120,000.00 Rupees without
VAT.

6. RECOMMENDATION
Based on the above detailed evaluation, M/s Micro Channel Lanka (Pvt) Ltd is the lowest evaluated
substantial response bidder, they fulfill the requirement.
Therefore, TEC recommends to award of Bid for SUPPLY, INSTALLATION AND COMMISSIONING
OF IT EQUIPMENT’S FOR BATTICALOA REGION,
