State Chief Minister Nabam Tuki
has stated that ‘the year 2013 will
be dedicated to the Aam Aadmi
of Arunachal Pradesh, with each
of our development effort being
singularly targeted at ensuring
welfare of those who can’t ensure
a better future for themselves on
their own’, and announced that to
facilitate direct contact between the
grass-roots and CM office, the
grievance redressal cell in CM

development trajectory of the
state, he said that the annual
growth rate during the 11th Five
Year Plan has been 9.4%, which
is about 1.5% higher than the

dharnas and rallies

Magistrate, Itanagar Capital
Complex in an order under
section 144 Cr.P.C. has banned
all kinds of dharnas, rallies and
processions by NGOs, political
parties etc, in sensitive and VIP
locations including CM Office,
Raj Bhawan, Civil Secretariat,
Legislative Assembly, DC’s
Office and SP’s office here with
immediate effect.Holding of
such dharnas/ rallies, etc., at
such sensitive locations results
in security hazards and leads
to public inconvenience as all
these places are frequently
visited by public and VIPs for
various works. To ensure proper
security
of
these
establishments and also to
reduce public in-convenience,
it is felt mandatory not to allow
any kind of processions/
dharnas/ rallies, etc. in and
around these establishments,
the
DM
justified.
All
associations/ organizations/
NGOs and political party/
individuals have been asked
not to seek any permission
from the District Magistrate for
holding Dharna/ Rally/ etc at
these locations.

Si-Donyi celebrated across the state
NAHARLAGUN, January 7:
Si-Donyi, one of the most popular
festivals of Arunachal Pradesh
was celebrated across the state
on January 6, with religious fervor
and traditional gaiety by Tagin
community.
At Naharlagun, while
gracing the occasion as chief
guest, Arunachal Pradesh Chief
Minister Nabam Tuki extended
festival greetings and said, SiDonyi is the most popular festival
of Tagins and it reflects the
unique but rich cultural heritage
of Arunachal Pradesh. I trust the
celebration shall bring prosperity
not only to the community but also
to the whole humanity. It is my firm
belief that it will strengthen the
emotional integration, brotherhood and mutual understanding
amongst the citizens and bring
happiness and tranquility in the
society.
“As a result of massive
transition most of the traditional
and cultural practices of the tribal
community have been receding. I
hope the festival will help in
preserving, promoting and
rejuvenating our rich cultural
heritage.” Tuki emphatically said.
He appealed the learned
elders to pass on the folk
proverbs, folklores, folk songs
and folk dances to the younger
generation in order to preserve
and showcase the distinct sociocultural identity of the state.
He announced Rs 1 crore to
develop the Si-Donyi festival
ground to a huge round of
applause.
Clad in traditional attires, the
community members – men and
women, old and young alike –
enthusiastically took part in the

Blood donation camp here at Raj
Bhawan on January 5 last.
A total of 82 units of blood
were collected in the camp, out of
which 57 units were donated by
first time donors. Free blood tests
specifically for hemoglobin, blood
sugar, blood group and general
check up of all volunteers was
conducted in the camp. Stalls
were also put up by the APSACS
for information dissemination on
HIV/AIDS, dental hygiene,
different types of cancer and basic
hygiene for the general public.

Land of Festival
No other state in the country has as many festivals as that of
Arunachal Pradesh for which it is known to outsiders. If there are
innumerable tribes and sub-tribes inhabiting the state with their
respective heritages, there is equivalent or even more number of
festivals which are celebrated throughout the year with much pomp
and fervor.
Festivals depict the cultures of the people as they also carry
people’s old values, beliefs, and language that shape culture of
respective communities. They also serve as an important medium
for fellow communities to interact at social levels and renew their
common ties apart from being an occasion for other communities to
intermingle and know cultures of their fellow communities. They are
central elements of people’s cultural identities.
But while celebrating our festivals and endevouring to preserve
our respective festivals and cultures, we should also remember that
culture or for that matter any festival is a dynamic process which
needs to be reflected upon by each thinking member of the society in
order to strengthen its values. Some of our practices in our traditions
may not be in tune with today’s ideas and tastes especially from
fundamental point of view while many of the customs including
collective spirit and sense of social impartiality and people’s deep
sense of relationship with Nature merit adequate consideration.
Rampant drinking and mass sacrifice of animals are few of the issues
which needs to be reflected upon by each member of the community.
Honorable Chief Minister Nabam Tuki in his address to the
people during the recent Si-Donyi festival at Naharlagun has advised
people not to indulge in unbridled drinking. This is a right opinion
which even the elders in all communities continue to give to the
youth. The focus should be on promotion of our respective values
and concurrent spiritual and moral aspects so that the society evolves
in a balanced way.
Another related issue is lack of common festival ground not
only in the capital complex but also in district headquarters which
impedes in the way of smooth celebration of festivals of many
communities. It would be good idea if some attention is given on this
issue so that each community of the state is facilitated to organize
their respective festivals smoothly in all parts of the state.

Perched atop the Himalayan

Tawang passes through the
dragon gates on the awesome
heights of the great Sela Pass.

industrial presence with tourism
being its heartbeat and it does not
pull itself away when it comes to
hospitality. Rich in culture, and
steeped in religion, every festival;

celestial paradise city and mustsee is the celebration of the
Torgya festival which is a three day
affair and takes place during the
month of January, can offer you

brought about by cultivating these
species in gardens and parks
under suitable climatic conditions
in the state through seeds and
vegetative cuttings or by tissue
culture techniques in vitro. There
should not be much difficulty in
rehabilitating these species in
Botanic Gardens and Parks as
almost most of these species
have
been
successfully
introduced and growing in Europe
and America. Botanical Survey of
India, Eastern Regional Centre,
Shillong and G.B.Pant Institute of
Himalayan Environment and
Development, Sikkim Unit have
taken up tissue culture of some
Rhododendron species and
successfully mass propagated.
Discussion
The authority concern
should take immediate measures
to create baseline data and take
up strategies and action plan for
developing sustainable ecotourism of Rhododendrons rich
areas in the state. This will create
economic activities and generate
employment opportunity for the
youth of the state. The experience
of Sikkim government may be
utilised in this matter. There is a
need to look at the state’s rich
natural heritage and successive
government must encourage their
protection, conservation and
development. The state also can
look into the model of eco-tourism
in Malaysia and other Far East
Rhododendron species under
cultivation in the world. The
garden has in its collection over
400 species from different parts
of the world. The experts from
Royal Botanic Garden, Edinburgh
will be very happy to help develop
countries which are doing very
well in this field. The author had
the privilege to visit Malaysia for a
month in 2011 to study biodiversity
and ecosystem management
being practised in that country
where eco-tourism is the main
focus. Also, the state can seek the
help
of
International
Rhododendron Societies for
conservation and developing ecotourism. Royal Botanic Garden,
Edinburgh, Scotland has the
largest
collection
of
ex situ or in situ conservation. The
author had the privilege to study
Rhododendron species for a
month at the Royal Botanic
Garden, Edinburgh and Royal
Botanic Garden, Kew, London in
2009. Again the author has been
invited
to
the
World
Rhododendron Conservation
Conference to be held in April 2013
at Royal Botanic Garden,
Edinburgh to give a talk “An
Arunachal Pradesh Perspective
on Rhododendron Conservation”.

Gelukpa founded by Mera Lama
Lodre Gyaltso during the 17 th
century and a contemporary of the
5th Dalai Lama which is the most
gorgeous monument of medieval

controls 17 Gompas in the region.
The most imposing part of the
Monastery is the three storied
assembly hall which houses the
temple and the 28 feet high
Golden statue of Lord Buddha.

ancient books and manuscripts
where the famous Buddhist
scriptures Kangyur and Tangyur
inscribed in gold are preserved.
Torgya is an annual religious
festival of the region and is
celebrated in accordance with the
Buddhist lunar calendar in
different Monasteries. Major
attractions of this gala event is
offering of day long mass prayer
by the monks of the monastery,
trade fair of traditional handloom
and handicraft, cultural exhibition
of horticultural and agricultural
products by the local traders of the

Arunachal Pradesh is one of the
few places on earth still
underexplored or unexplored in
many parts of the state. Therefore,
Rhododendron hunters from all
over the world are anxious to
explore the state. There are still
chances of discovering new
species of Rhododendrons as the
author had also discovered three
new species viz. Rhododendron
pangeanum (published) from
Pange hill in Lower Subansiri and
two other species (under
publication) from West Siang
based on the collection from plant
explorations of 2009 to 2011.
Recently the author also brought
out a 30 minute documentary
video film “Rhododendron
Hunting” in Arunachal Pradesh.
The author has submitted
“Rhododendron of Arunachal
Pradesh” final manuscript for
publication by the department. For

Know Your State
Si-Donyi, the main festival of the Tagin community
inhabiting the district of Upper Subansiri district is celebrated
from January 5-8 every year with much grandeur and religious
fervor. During the festival the people come together to
celebrate and pray for the well being of the community as a
whole. Nature worshipping in various forms of deities and
spirits forms the basis of the religious belief of the community.
Various religious prayers and ceremonies are conducted by
offering animal sacrifices in the belief of warding off evil spirits
during the festival. The Tagins believe that the all pervading
Si- Donyi is the supreme authority of the existence of life.
Si- Donyi has been celebrated every year since time
immemorial. Though the mythology of the festival carries no
written record, the belief, faith, cultural fabric and the
philosophy of the life of the Tagin people has been expressed
in this religious festival and handed down from generation to
generation through folklore hymns and oral myths which is
the main source of philosophical and spiritual knowledge
and historical record of the community.
In the life of Tagin community, SI, the spiritual form of
‘SECHING (Sechi)’- the Earth and ‘DONYI’- the Sun are the
supreme spiritual power and authority that determine and
control the drama enacted by the mankind and various other
unseen forces of the neither world in the universe. Hence,
‘Si’ and ‘Donyi’ fused together as ‘Si- Donyi’, is celebrated
as a festive occasion with religious fervor to express the joy
of being alive and to pay homage and pray for the well being

dishes ranging from meat to

generally churpi is made in large

would be provided to the Agriculture
and Horticulture Departments. On
the occasion, he informed that
Arunachal Pradesh has been
selected for Krishi Karman Award
(a commendation award) in
recognition of its best performance
in increase in food grains during
2010-11. The commendation award
will be presented by the President
of India on January 15 next. This is
the first time that the state has been
selected for this prestigious award.
e-PDS, the software application for
digitization of ration card database
and creating records of monthly
delivery of PDS items will be
launched in 8 more districts of the
State in 2013 to bring in higher
transparency in ration distribution.
Recently, the Ministry of Food has
approved heli-dropping of PDS
items at Vijaynagar as a pilot project
and we will soon extend this facility
to all the unconnected border
villages of the State, Tuki disclosed.
Health for All – The CM
informed that under the CM
Universal Health Insurance
Scheme, financial support to the
extent of Rs. 2.00 lakhs will be
provided to 2 lakh families of the
State in case of medical
requirements. By doing this, we will
be achieving the objective of ‘Good
Health for All’. We shall also fill up all
posts of specialists and superspecialists and ensure posting of
specialist doctors in all District
hospitals. In 2013, we will also be
setting up the Indira Gandhi
Technical and Medical University at
Ziro under the private sector.
Besides, the Naharlagun General
Hospital will be up-graded to a 300
bedded hospital which will be
followed by setting up of a medical
college. A total of Rs. 10.00 cr will be
provided for purchase of medicines
and distribution to poor people at
various health institutions of the
State.
Social Welfare – Tuki further
said that all the Departments will be
asked to ensure gender budgeting
incorporating women oriented
schemes as a mandatory part of
their annual budget. We will also
come out with a new flagship
scheme where direct cash benefit
will be provided to pregnant and
lactating mothers and also to
families having children less than
three years to counter the problem
of malnutrition in these vulnerable
groups. The monthly pension under
CM Disability Pension Scheme will
be increased to Rs. 1,000 from the
existing Rs. 500 per month. The
receding glory of the important
institution of Gaon Burah will be
restored and their monthly
honorariums will be enhanced
substantially.
Education – By the end of the
12th Five Year Plan period, we shall
raise the literacy rate in the State to
80% from the present 66%. This
year, we will provide funds to the
extent of Rs. 5.00 lakhs for purchase
of furniture and Rs. 2.00 lakhs for
purchase of sports equipment for
schools
to
each
Deputy
Commissioner. We shall set up a
new State University at Pasighat. For
the first time in many years,
adequate funds are being provided
for upgradation of college
infrastructure with ear-marking of
sufficient funds for Govt. colleges at
Deomali, Changlang, Itanagar,
Pasighat, Doimukh, Nyapin and
Daporijo. The CM Talent Award
scheme for meritorious students will
be continued. Teacher absenteeism
will be strictly dealt with and a master
plan will be developed for ensuring
regular attendance of teachers and
students, especially in remote
villages, the CM informed.
Infrastructure–On
infrastructure front, Tuki further
informed that the new State of the Art
Civil Secretariat at Itanagar will be
made operational by March 2013
which will lead to a marked
improvement in work-efficiency. The
MLA apartments at Chimpu and
Convention Hall at IG Park will also
be targeted for completion before the
end of the year. We will also release
funds to the extent of Rs. 75.00 cr
for construction of mini-secretariat
buildings in10 district headquarters
which will be started during 2013
and also ear-mark funds for the
remaining uncovered locations
under this flagship scheme of the
State Govt. To provide long-lasting
good quality roads at District Headquarters, the State Govt will start
construction of Cement Concrete
roads with proper drainage. During
2013, we shall release Rs. 152.00
cr for 10 districts and identify the leftover locations. Harmuti-Naharlagun
railway link will be completed before
March 2013, providing us, our first
train and first railway station, he said,
adding work on all sections of TransArunachal highway will be awarded
during the year and pace of work on
4-lane Itanagar-Hollongi stretch will
be fastened to ensure early
completion. The Naharlagun
heliport will be extended and work
on existing ALGs will be started
make them operational. We will also
request the Central Govt for early
sanction of Miao-Vijaynagar road
and also, Guwahati-Tawang link
through Bhutan.
Employment - Before the end
of 12th Five Year Plan, it will be the
endeavour of the state government
to provide at least one job to each
household, either in private, public
or self-employment sector. We shall
target creation of 1,00,000 new jobs
during the five year period beginning
from 2013 and create at least
25,000 such new opportunities
during the current year. For skill
development and capacity building,
we have already set up Employment
Generation and Skill Development
Councils. Further, we are
sponsoring more than 600 students
for undergoing professional and
vocation training courses at
Institutes at Chandigarh affiliated
with Punjab Technical University. The
2nd battalion of Arunachal Scouts will
be raised during this year which will
provide employment to at least 600
more Arunachali youth, Tuki further
said.
Tourism – There will be a
visible change in approach towards
our efforts in promoting Arunachal
as a tourist destination with the Govt
concentrating on soft skills such as
marketing & advertisement, skill
building, facilitating procedures,
supporting individual entrepreneurs
etc. while entrusting the task of
infrastructure creation through PPP
mode or through private sector. Rs.
3.00 cr will be provided under CM
Paryatan Vikas Yojana for giving
subsidy to 100 youth for purchase
of tourist taxis and for acting as tourist
guides. ‘Brand Arunachal’ will be
promoted at national and
international conferences.
Power – The 110 MW Pare
hydroelectric project will reach its
final stage of completion by the end
of 2013. Several mini and micro
hydel
projects
will
be
commissioned during the year.
‘Strengthening of High Voltage
Power
Transmission
and
Distribution Systems’ in the State
through Ministry of DoNER is in the
pipeline for sanction. Automatic
Electronic meters will be installed
at all locations in the capital complex
region to check distribution and
commercial losses.
Water Supply – The water
scarcity in the capital complex
region, especially during the lean
winter months is all set to end with
the launch of the Itanagar water
supply project during the year. We
shall implement NRDWP program
in our villages to provide water
supply schemes at a fast pace.
Towns such as Roing and
Changlang will be covered for water
supply scheme.
Informing that the state
government has already approved
the PPP policy for the state, the chief
minister said that several projects
are proposed to be taken up on PPP
mode including a guest house at
Vellore, Integrated check posts at
entry gates at Hollongi and
Bandardewa, Fruit processing
industries at two locations,
residential housing projects at
District HQs, and Dairy and Animal
Husbandry projects.
The state Finance Department
will launch an online software
application where the GPF details
of all the employees will be available
through a website on the click of a
button in real time. All the treasuries
of the state will be computerized
before the end of 2013 which will
lead to much better management
of State finances and monitoring in
real time. Master plans will be
developed for all the major towns of
the State to ensure their planned
development incorporating all
modern amenities and to check
haphazard growth. He said that till
date, we have provided Rs. 150.00
cr from our own sources for
construction of porter tracks and foot
suspension bridges and we will
continue to support this during 2013
also.
Financial benefit of Rs. 1.00
lakh each to about 600 small tea
and rubber growers for undertaking
these activities in the state will be
provided, Tuki informed, adding our
efforts towards strengthening third
party monitoring of projects, in the
overall interest of transparency and
accountability
have
been
appreciated by the Planning
Commission of India. This year, we
will further strengthen the monitoring
mechanisms by appointing an incharge Secretary level officer for
each District who will be responsible
for monitoring all major projects
under progress in the District.
All the Deputy Commissioner
offices will be connected with the
State Head-quarters and also with
the CM and CS office through videoconferencing within two months. A
majority of future reporting from
Districts will be done electronically
through e-mail to cut down in time
delays and also bring down
expenditure. Stadiums will be
constructed at each District Headquarter and other important
locations. This year, we shall
release Rs. 30.00 cr (as phase-1)
for this purpose. A comprehensive
Sports Policy for the State will be
announced whereby there will be a
significant enhancement of
benefits,
including
job
reservations, to our sportsmen and
women bringing laurels for the State
at national and international levels.
We shall continue to strongly
support our sportspersons in all
sports field.
A project for up-gradation of
infrastructure at Sangay Lhaden
Sports Academy will also be
undertaken. The Jawaharlal Nehru
State Museum at Itanagar will see
extensive
renovation
and
upgradation including addition of
new galleries.

to face the challenges of life. Tripolar system where the teachers,
parents and the students share
the responsibility for proper
education should be adopted.

HCM, a college has been
established at Daporijo so that
the students of the area can
pursue higher education without
any difficulties. He appealed for
unity, harmony and peaceful coexistence in the society. He
wished for prosperity and good
health for one and all.

The final recommendations are
being presented as follows:
1. Indigenous Knowledge and
Natural Resource Management
The people of the State felt
that Indigenous Knowledge
System (IKS) is unique to a
particular community that evolved
because of interaction between
man and the environment over a
long period. It is the purest form
of wisdom gathered by social
experience,
accumulated,
contributed and passed on by one
generation to the other through
ages, and thus has close
symbiotic relationship to a
particular
ecosystem
management. The IKS includes
utility and functions of medicinal
practices, fauna and flora, water
and
soil
conservation,
environmental
protection,
linguistics
and
phonetics,
architecture, music, art and
aesthetics, food preservation,
traditional sports, history of
gynecology, and various other
knowledge. However, presently
these knowledge are being either
diluted or in the process of dilution.
The community felt the need
to preserve and revive these
indigenous knowledge systems
and to popularize the same
among the youth before they are
gradually and finally lost with the
time. The major activities
identified were – to give
recognition to the indigenous
knowledge by documentation
and encouraging R&D on it,
recognize it as national heritage
and patent be assigned to local
communities on the same, a
database is to be prepared for
indigenous knowledge system
along with natural resource
separately, and programs for
awareness generation and its
extension should be organized.
Likewise, people’s participation
and
involvement
at
the
grassroots level is equally
important.
To
document
and
strengthen IKS on natural
resources, the community based
organizations (CBOs), R&D and
educational institutions, and
local scholars be engaged. The
village elders, community
leaders, and local women could
contribute significantly on this.
The main R&D institutions of the
State are the Arunachal
University, NERIST, G.B. Pant
Institute, Dept. of Research, Govt.
of Arunachal Pradesh, SFRI,
Ayurveda, RRL, and Wadia
Institute of Himalayan Geology,
etc., who can help to document
the IKS in the sectors of their
expertise. The entire Arunachal
Pradesh being a tribal area has
the potential to document IKS
owing to its rich natural resources
and traditional practices.
However, to begin with, the
following potential sites were
identified for pilot studies/
activities: Ziro Valley for Fishcum-paddy culture, commercial
plantation, and land utilization;
Lathaw/Chaukham area for
documenting
medicinal
practices; West Kameng for
integrated wasteland utilization;
Tawang for agriculture; Tirap for
Horticulture and handloom &
handicraft; and West Siang for
earthquake resistance housing.
It is expected that the net result
of such documentation would
help to preserve local culture and
traditions, protection of traditional
rights, revival of local practices,
pride for indigenous knowledge
system, better living conditions
under ecofriendly conditions, and
better economic benefits to local/
rural people.

Appropriate
Mountain
Technologies
Appropriate
Mountain
Technology (AMT) means the
fusion of age-old local practices
in different aspects of human
existence
with
modern
techniques which should be
environment friendly, suitable to
mountain ecosystem, user
friendly, low cost, local resource
based, and readily acceptable to
the local people. Although there
are various sectors and activities
where the AMT is required to be
developed and applied, a few
identified sectors to start with are:
agro-forestry/agriculture
(hedgerow technology, agroforestry, mechanized vs traditional
practices), hydel power (mega
dams vs micro-hydel projects),
horticulture (post harvesting
technology,
high
density
plantation),
watershed
management (landslide control,
slope stabilization, integrated
management), etc. It was
suggested to take up activities
related to above sectors, giving
particular emphasis that these
should be eco-friendly and cost
effective.
Furthermore, feasibility
aspect of the project in all respect
and particularly its acceptance to
the local inhabitants may be taken
care of. Creating awareness and
providing education amongst the
masses is a big task. Similarly,
continuous R&D work must be
carried on. It is also very important
to document these packages/
technologies. Though a number
of potential sites may be taken up
for these activities, however, it was
emphasized that initially a few pilot
sites
be
selected
for
demonstration and to
test/
evaluate/effective assessment of
the technology. Some suggested
sites comprised: West Siang/Ziro
for agriculture development, West
Siang
and
Kameng
for
horticulture, West Siang and
Capital complex for landslide and
slope stability, and large number
of sites for micro-hydel projects.
The potential agencies that
needs to be involved in such
activities are cooperatives, local
people, NGOs, line departments,
R&D institutions, Arunachal
University, NERIST, G.B. Pant
Institute, SFRI, Ayurveda, RRL, etc.
It was expected that these
activities would result into
increase in productivity of
traditional occupation, such as
horticulture, agriculture, forestry,
fishing, sericulture, handicrafts,
etc., which will add value to the
local products, thus lead to
economic well being of the people
of the State.
3. Cultural Preservation
The people felt that cultural
preservation is an important
sector for the development of the
State, which comprise protection,
promotion, strengthening and
improving local practices, such as
languages, belief, traditions and
ideologies as they have a sizeable
influence on socioeconomic
systems of a society. The main
activities for cultural preservation
should include promotion of
education and awareness,
documentation
of
cultural
knowledge,
research
and
development, reviving and
strengthening the socio-cultural
institutions, and development of
local scripts.
4. Economic Development of
Local Communities
The economic upliftment of
the communities is identified as
an
important
sector
for
development as people feel it is
fundamental to human existence.

Wood Carving

The North-East Frontier
Agency is the home of a large
number of tribes having their own
culture society, religion and
languages. They are artistic
people. Their indigenous arts and
crafts are superb both in artistic
beauty as well as craftsmanship.
Wood carving is one of the arts
prevalent among some of the
people of NEFA. It is mainly found
in Kameng, Siang, Lohit and Tirap
districts.
In Kameng the Monpas
practice this art. They carve
wooden bowls, flower vases,
beautiful tables and a variety of
other household articles. Monpa
wood-carving is based mainly on
the production of household
requirements. They also produce
beautiful mask from wood which
are used in different mask dances.
In Siang wood carving is.
found among the Khambas and
Membas of the northen region.
These people produce masks of
different gods and god- desses,
demons and various other spirits.
They use these masks during
pantomimes and mask dances.
In Lohit the Khamptis are
skilled wood carvers. They mainly
carve images of Lord Buddha,
animals and differentt types of
dolls.
A wide variety of wood carving
is found among the Wanchos of
Tirap. The late Dr. Verrier Elwin has
classified the Wancho wood
carving under three main
headings. (i) Those connected
with headhunting, (ii) decoration of
Morungs or bachelor’s dormitory
and (ii) funerary images erected for
warriors and other important
persons.
Wood carving of the
Wancho’s by far the, best in the
whole of NEFA.
In the old days head hunting
had cultural and religious
importance. Even though it has
stopped now its influence
remains. Today the Wanchos
prepare a wooden dummy which
the young men hunt and kill. It is
because only after a successful
head hunting a young man can be
tatooed and tattooing is esenrial
for marriage. A head-hunter is
supposed to wear the replica of a
human head or the hand and so
he carves it with all his artistic skill
and ability. Because of it’s
connection with head hunting the
Wancho wood carvers give more
attention to the head while carving
a human figure. But then the other
features are also beautifully and
realistically carved though in low
relief.
The bachelors’ dormitories
or the Horungs in Wancho and
Nocte area are beautifully
decorated with wood carvings of
human figures, animals, birds,
snakes etc. The underlying idea of
Morung decoration is to make the
younger generation pugnacious,
strong and virile. The Morung
carlings are usually in very high
relief because they are carved on
big pillars and beames.
The
wood
carvings
connected with the funerary rites
are only h u m an figures. It is the
effigy of the deceased that is carved
and placed in the tomb. They arc:
roughly carved but my carefully
dressed u? with even tattoo marks.
These grave effigies have their
value only till the final ceremony is
performed after which they lose all
importance. They are then thrown
away or allowed to fall to the ground
and decay.
Some sort of similarity of the
Wancho Wood carvings, specially
of the funerary images, are found
in the wood carvings of Central
India. Wooden funerary pillars are
distributed irregularly throughout
middle
India, of course the carving of
totem object as found among the
Uraon is absent among the
Wanchos and other tribes of NEt”
A. The human figures are, however,
very common among the Gonds,
Saoras, Khonds and others. Unlike
Wancho carving, in central India, a
woman is represented by a pair of
breasts alone. In the Muria and
Juang dormitories the wood
carving is done in the style of the
Wanchos and the Nagas.
Wood carving IS a very widely
locally. Kameng the Monpas use
Birch wood, Rhododendrone and
Birch root, tuber, the Khamptis of
Lohit use Jack-fruit tree and the
Wanchos in Tirap use mainly wild
Akhrud tree for wood carving. The
tools and implements used are
very simple. A ‘dao’ and a small
knife serve the purpose. But some
more handy tools, such as chisel,
hand-saw etc., have been supplied
by the Government to help the
wood carvers.
Let us by the way see how
the art of wood carving has
developed in the world in different
stages. In the Mohammedan
countries this are has remained
decorative. They did not include the
carving of statues in their art of
wood carving. In Morocco though
the native wood work now is not
very excellent compare I to work in
the old days, there are still highly
skilled wood carvers. In the
fetishistic
countries
the
development of wood carving has
been different from that in the
Mohammedan countries. Here it
has been concerned mainly with
the representation of living beings.
In Japan up to the 15th
century the wood carving was
confined to the temple decoration.
Decoration of family shrines (but
sudan) and portable shrines
(Mikoshi) used in the procession
at the festivals and temple
decoration,
are
excellent
examples of the’ Japanese art of
distributed art. It is found in various
parts of the world from the
prehistoric days up to the modern
age. In New Zealand old style wood
carving is continued up to the
modern time. In
Japan and China also wood
carving is greatly valued. Wood
carving of NEFA has similarities
with the various wood carving
found in different parts of the world.
The faith and motif may, however,
differ a little. One author has once
said-”There is no art without faith”.
It is produced by people who have
not developed any form of writing.
Primitive used materials produced
by natural derived from plants and
animals taken from the earth. The
material used for wood carving by
the Wanch Noctes and other tribes
of NEFA those which are available
wood carving. The Chinese house
hold wood carving are more lavish
than the Japanese. Their designs
are mainly geometric patterns
though other motifs are also
found. Chinese wood carving on
the whole are more effective as a
design and ornament compared
to the Japanese. But both
Japanese and Chinese wood
carver put more stress on the
design than on anything else. The
early 11 th and 12th century wood
carvings show that the wood
worker was following the stone
worker in the beginning but when
time passed on and he gained
experience, he no longer followed
the stone worker. The earliest
examples of wood carving are
some remnants of Scandinavian
carving dating from the 9th & 11th
century. The carving is in low relief
and it is always kept up to the
surface of the material out of which
it is made. The next phase of this
Gathic work is known as decorated
style. It existed or a short period of
70 years. In the 15th century the
finest quality of wood work
produced.
The indigenous wood
carvings of the Wanchos are also
of the original style but the Monpa,
Khamba and Khampa wood
carvings are more modern and
decorative. The Monpas even use
paints to decorate the wood
carvings.
The problem of preserving
this indigenous art of the local
people of NEF A calls for urgent
steps. With changing time the
environment which these arts
develop will change. It might as well
vanish. Disturbance in the old
environment will adversely effect
the living creative inspiration of the
artists. This would be dangerous.
But such a probable danger can be
avoided if this creative inspiration
is transplanted in the new
environment and grafted to the
needs and urge of the new life.
Otherwise it will stag net,
deteriorate and either degenerate
or die away. To quote the late Dr.
Elwin: “With the passing of headhunting, this warriors art is found
to change and unless it is guided
and encouraged, may disappear.
But the natural gift for carving the
human figure can surely be
diverted to the creation of toys and
ornaments. The pacific virtues
might be honou red by another kind
of grave effigy and the pillars of
Morungs and Chiefs’ houses can
still be decorated provided the right
psychological climate is created by
local officials and patronage is
extended to the craftsmen by ready
and generous purchase of their best
products.”
Fortunately in NEFA the
Administration has taken positive
steps for revival and popularization
of the art of wood carving by
introducing it in the Craft Centres set

Enhancing the Competitiveness of the MSME Sector
through Cluster Development
The need of the hour is a
cluster based approach. Clusters
are defined as a sectoral and
geographical concentration of
micro, small and medium
enterprises with inter-connected
production system leading to firm/
unit level specialisation and
developing local suppliers of
material inputs and human
resources. Availability of the local
market, inter-mediaries for the
produce of the cluster is also a
general characteristic of the
cluster.
As a whole, cluster facilitates
to face market challenges, quicker
disse-mination of information,
sharing of knowledge and best
practices and better cost
effectiveness due to distribution of
common costs. It also provides an
effective and dynamic path for
inducing competitiveness by
ensuring inter-firm cooperation
through networking and trust. The
geographic proximity of the
enterprises with similarity of
products, interventions can be
made for a large number of units
that leads to higher gains at a lower
cost, which in turn helps in their
sustainability. The
cluster
approach thus aims at a holistic
development covering areas like
infrastructure, common facility,
testing, technology & skill
upgradation, marketing, export
promotion.
The Cluster Development
approach has played an important
role
in
enhancing
the
competitiveness of the MSE sector.
Apart from the benefits of
deployment of resources and
economy of scales, the cluster
development approach helps in
weaving the fabric of networking,
cooperation and togetherness in
the industry and thus enabling the
industry
to
achieve
competitiveness in the long
run. Cluster
Development
Approach is the answer of the
Micro and Small Enterprises to the
large scale sector of the country
and the world and should be part
of the business strategy.
The Micro and Small units
are generally not in a position to
install costly machinery for their
critical operations, accept large
orders, or infuse large capital due
to their limited capital base and
limited
domain
expertise.
However, collectively through
cluster development approach, the
micro and small enterprises can
attain the desired goal of being
competitive in the present global
scenario. The Ministry has
adopted cluster development
approach as a key strategy for
development of micro and small
enterprises
in
various
clusters. The
Ministry
is
administering
two
cluster
development
programmes,
namely, Micro and Small
Enterprises – Custer Development
Programme (MSE-CDP) and
Scheme for Upgradation of Rural
and
Traditional
Industries
(SFURTI).
The objectives of the scheme
is to support the sustainability and
growth of MSEs by addressing
common issues such as
improvement of technology, skills
and quality, market access,
access to capital, etc.; to build
capacity of MSEs for common
supportive
action
through
formation of self help groups,
consortia,
upgradation
of
associations, etc., and to create
and upgrade infrastructural
facilities in the new and existing
industrial clusters of MSEs.
The cluster development
initiatives in various clusters have
reportedly delivered remarkable
results. The guidelines of the MSE
Cluster Development Progra-mme
(MSE-CDP)
have
been
comprehensively prepared to
provide higher support to the
MSMEs. With this, more than 500
clusters spread over across the
country have so far been taken up
for diagnostic study, soft
interventions and setting up of
CFCs under the programme. The
efforts under the scheme are
focused on covering more and
more clusters across the country.

Sesinando Matibag Masajo: Pioneering the
Pesticide-Free-Rice Cultivation

The major staple food for
entire Asia is Rice. The area and
production of rice is also the
highest in this continent. An
American takes only 4 Kg of rice a
year whether a Burmese takes
186 Kg annually on an average.
The centre of origin of this crop is
also in this continent itself and
possibly that is why, rice has the
record of feeding
highest
population for the longest span of
time in history. Botanically, rice is
an annual grass. It has 20 wild
and 2 nos. of cultivated species.
During its various crop growth
stages rice crop is attacked by
about 100 types of insect-pests.
They use to eat root, bore stem,
suck leaves and tender parts,
defoliate and suck the milky stage
of grains making them chaffy. To
combat these damaging insectpests most of the farmers rely
exclusively on synthetic organic
insecticides readily available in
the market. This results pollution
in air, water and soil. Moreover, it
affects the beneficial organism
like honey bee and other
pollinators, silkworms etc.
including the human being and
livestock. To be noted that the rice
agro-ecosystem is very much
resilient due to uniqueness of the
plant and association of
numerous
predators
and
parasites constantly suppressing
the population of harmful insectpests of rice. Such natural
enemies are the friends of the
farmers; however, they get killed
due to indiscriminate use of
insecticides and the natural
control mechanism is interrupted
or withdrawn. Moreover, due to
repeated use of a particular
insecticide, the target insect
develops resistance against it and
the farmers usually increase the
dose of insecticide to regain its
efficacy. Unfortunately, higher
dose of insecticide does not work
as expected by farmers. The cost
of production increases, yield
decreases due to failure in insectpest control, degree of pollution
increases and the entire cropprotection becomes complex. The
result is very rude; farmers get
frustrated of his rice farming. This
picture is true, more or less, in the
entire continent where insectpests are aimed to be controlled
with
insecticide
alone.
Scientifically, it is well proven that
rice being one of the most resilient
crops, use of insecticide is not at
all required if the crop health is
well taken care of. Proper
agronomic practices including
the
age-old
traditional/
indigenous farming tactics
prevailing in the locality to be
followed
as an integral
components of crop husbandry
starting from selection of variety/
seeds to harvesting of crop. In a
situation where crop is well
nourished and health is sound
enough to express the desired
varietal characters, no insecticide
is required for controlling the
insect-pests in rice. Integration of
all available non-chemical
measures in judicious manner
can reduce the occurrence of less
insect-pests to a great extent
eliminating
the
need
of
insecticides. This is
the
recommendation from International Rice Research Institute
(IRRI), Philippines. A lot of
research and scientists are
behind such recommendation.
Sesinando Masajo is one of such
pioneers, whose consistent
efforts for decades together on
cultivating rice without using
pesticide made the practice more
popular among the farmers of
many countries. Masajo was
graduated in Agricultural Science
in 1957. He then joined as Seed
Inspector, Bureau of Plant Industry
in Laguna province of Philippines
where his main job was to advice
farmers on improved cultural
practices to maintain purity of
seed. Thereafter, he had
undergone a 1year programme
on Rice Production Specialist
Course at IRRI. After completion
of this course, he was appointed
as Manager in a commercial rice
production farm, where he noticed
that use of insecticides 4-5 times
a crop season was a regular
phenomenon. Through his
minute observations, he got that
such indiscriminate use of
chemical insecticides led the
insect management process to
complexity rather than solution. He
also observed that the natural
enemies of harmful insect-pests
viz.,
predators
(spider,
predacious beetle etc.), parasites
were plenty in crop fields of poor
farmers who could not afford to
buy insecticides as compared to
company’s highly mechanized
farm. His experience led him think
that insecticides were not required
for productive rice cultivation; but,
he could not allowed to prove his
hypothesis; because, he was not
allowed to adopt insecticide-freerice cultivation in company’s farm.
In 1971, he joined as Research
Station at IRRI where he
conducted several demonstrations, guided visitors to
experimental
farms
and
conducted comparative trials both
at farms and farmers’ fields. He
served IRRI up to 1977 and gained
vast experience. Then he joined
in a multinational company with
mechanized commercial rice
production farm of about 2024
hectare. He served the company
in various positions like
Agronomist, Field Operation
Manager and then Research
Coordinator. He perfected the
weed control in broadcast
mechanized crops in large
paddies, helped develop and
select Mala variety (known for high
yielding, pest/disease resistance,
early maturity, good grain quality
and competitive with imported
rice), perfected fertigation
(fertilizer application + irrigation at
one go) process and improved
water management to permit
continuous cropping with heavy
machinery. In 1982, he left his
company’s job and started a
family-operated farm at Laguna
province. He has been practicing
the pesticide-free rice cultivation
successfully, two crops a year,
since 1983 till date in an area of
about 28 ha under rice without
facing any major pest problem.
His hypothesis has not only
solved insect-pest problems but
also brought sustainability to soil.
Masajo’s method is becoming
popular day-by-day in his own
country, Malaysia, Thailand, China
and other SE Asian countries.
Pesticide-free-rice
farming needs to be tested
urgently in other conditions of rice
environment.
Government,
Research Institutes, NGOs
should come forward for large
scale multi-location tests of it in
our country. This is quiet
meaningful for states like
Arunachal Pradesh- a state well
known for organic farming. Policy
makers should think of adding
more flavour of science to it
through Masajo’s method.

Voluntary blood donation ...
(Retd) appealed the people to
come forward and donate blood
freely without any fear. He said that
Arunachal Pradesh still lacks basic
facilities for Blood Banks and
suffers from communication
bottlenecks to shift patients in need
of blood, though having population
with a big heart to adequately
address it by donating blood. He
urged every Arunachalee to pledge
not to allow even a single life to be
lost due to want of blood. “Let us
donate twice a year to meet the
requirement of blood for accidents
and medical emergency in the
state,” he exhorted. The Governor
expressed his hope that the
positive messages regarding blood
donation will be disseminated in
the society and misconceptions
and wrong notions about it would
be removed.
Terming blood donation as a
gift of life to a needy individual, the
Governor said that to a donor, it is a
ten minute exercise but for a
recipient, it is life. He congratulated
the voluntary donors and called
them ‘heroes’ to someone
somewhere, who will be receiving
this precious gift of life. He also
congratulated the Muskan Welfare
Society, the Department of Health
and Family Welfare, Ramakrishna
Mission Hospital, Itanagar and
Arunachal Pradesh State AIDS
Control Society (APSACS) for
organizing this camp.
In her address, Mrs. Anupama
Singh, who was the first to donate
blood in the camp, expressed
gratitude to the blood donors and
termed the donation as a noble
service to the society.
As the MWS Chairperson, she
offered to render any help to
underprivileged and socially
deprived
individuals.
She
specifically highlighted the low
hemoglobin levels in women and
requested the men to ensure that
their daughters, sisters, wives and
mothers get a good diet and take
care of their health.

address, MWS Member Secretary,
Ms. Tumken Angu informed that the
camp is the second Blood Donation
Camp organized by MWS. In the last
4 years of its existence, the society
has conducted many programmes
for the underprivileged women and
children. She expressed her
gratitude towards Mrs. Anupama
Singh who had donated an amount
of Rs.50,000/- to MWS from her
collection from the solo exhibition
cum sale of her Bespoke Art deco
pieces, titled ‘Dual Identity’ in Delhi.
Highlighting on ‘Facts and
Myths of Voluntary Blood Donation’,
Dr. Moji Jini, Chief Medical Officer,
Arunachal State Hospital informed
that one out of ten hospitals,
patients like - in cases of accident
victims, cancer patients, blood
disorder patients, surgery patients,
pre-mature and pre term babies
need blood transfusion. Since a
person has 5 - 6 litres of blood in
his/her body and donates only 300350 ml, which is recovered by the
body very quickly, a person can
donate blood every 3 months. 450
ml of blood can save as many as
three lives as there is no substitute
for blood.
Dr. Dani Duri, PD, APSACS in
his presentation informed that in
India there are about 24 lakh HIV
positive people, out of which 202
have been reported in Arunachal
Pradesh. Dr. Duri added that blood
safety service is available in 12
hospitals and thorough blood tests
are conducted before actual blood
transfusion takes place.

Joint meeting od SSDC & SEGC held...
Chief Minister told the joint meeting
of the both councils, which was
addressed by J P Roy, Executive
Director, National Council on Skill
Development (NCSD) office in the
PMO on January 8 last.
“It is a gigantic task but with
policy in place concerted efforts are
needed to translate the vision into
a reality,” the CM said and sought
the wholehearted support of the
central government in facilitating
required funds. He expressed his
confidence that Arunachal Pradesh
would be one of the greatest
contributors of employment
generation as conceived by Prime
Minister Dr Manmohan Singh
through the NCSD to generate eight
core employments during the
corresponding period.
Appreciating Roy and
consultant Kumar Vivek for their
enlightening presentation on the
employment potential, fund flow
from various heads including
ministries and the success stories
of various states, the CM gave an
overall picture of the state while
suggesting overcoming the lapses
and avoiding repetition.
He urged Roy to provide
constant guidance and advised to
equip the state officers with the
desired skills in charting out the
route for success.
While state’s projected
unemployed figure of 2.9 lakh
should be identified (graduates,
under graduates, school drop outs
and uneducated), a data bank be
developed for the employment
generated
sector-wise
–
government, corporate, public,
private and self-employed for
constant monitoring to ensure
continued employment, the last
category being the highest
stakeholders, Tuki suggested.
The CM’s observation
came after Roy through a
PowerPoint
presentation,
punctuated with statistics on skill
gap analysis conducted by
Exhibition Knowledge Resource
Analysis (EKRA), a management &
consultancy service, highlighted the
macro level aspects of sector-wise
employment potentials to meet the
ever growing skilled manpower
requirements within and outside
the state.
State’s target of 10,000
employment generation this year is
pro rata to nation’s target of 8 crore
employment generation in next five
years, Roy said, adding the number
has to go up every year to achieve
the target through involvement of
more private service providers, like
JCB manufacturer to train
mechanics and drivers, in a
transparent and accountable
manner.
He suggested setting up of an
iconic employment hub like Madhya
Pradesh, dovetailing of various
schemes to avoid duplication and
wastage of money and energy and
appointment of a district level officer
by the DC to constantly liaison with
both councils.
Underscoring
the
importance of skill development,
Power, RD & Panchayat Minister
Tanga Byaling termed the initiative
including CM’s Livelihood Mission
School (CMLMS) as path-breaking
and suggested a concerted effort
to achieve the goal.
Taking note of various
suggestions, Chief Secretary H K
Paliwal assured to ink a blue print
and implement the plan with ‘Team
Arunachal’ spirit.

Workshop cum Training on handling of Field Test Kit
ROING, January 5:
The Lower Dibang Valley District
Water and Sanitation Committee,
Roing under PHE & WS Department
had conducted a Workshop cum
Training on handling of Field Test
Kit (FTK) for sustainable drinking
water and sanitation - Role of PRIs/
VWSCs at Dambuk on January 4
last.
The workshop was chaired by
Atul Tayeng, SDO Dambuk and
attended by Tuppik Saring, Anchal
Chairperson, Dambuk-Paglam
Panchayat block, PRI leaders,
Teachers, ASHAs, Aganwadi
workers and public leaders.
In his address, Tayeng
appreciated PHE & WS division,
Roing for conducting the workshop
to sensitize the PRIs, ASHA and
Anganwadi workers and urged upon
them to teach the rural masses. He
said that panchayat leaders are key
players and should shoulder the
responsibility for its successful
implementation, operation and
maintenance and requested all PRI
leaders to be in forefront for
implementing projects under
NRDWP and NBA.

The PHE department combined
with PRI/VWSC implements the
programmes. As per the guidelines,
after successful implementation,
the maintenance of main supply line
of drinking water lies with PHE & WS
Department and the in-village water
supply system should take over by
PRI/VWSC of the village for operation
and maintenance including service
connection.
He also highlighted the
activities and responsibilities of
PRI/VWSC and the way of
generating sources fund for
operation and maintenance of
asset created under NRDWP and
NBA.

Secretary also explained the new
rate of low cost sanitation and
sources of fund from other head.
The programme aims at preventing
spread of diseases related to water
and sanitation with hygienic

Dambuk-Paglam Anchal Samiti
appreciated the District Water and
Sanitation Committee (DWSC) for
conducting the workshop. She
stated that as per government
notification, drinking water supply
and sanitation come under
panchayat subject, adding that it is
prerogative of the Panchayati Raj
to implement these programmes
at all level. On behalf of 18 GPs
under Dambuk-Paglam block, she
assured full cooperation for
successful implementation of
NRDWP and NBA under the block.
FTK training was given by
Projonto Perme, Laboratory
Assistant. Water samples brought
by VWSC members of their
respective water sources had been
tested and later handed a set of
FTK to each Gram Panchayat.
The PHE & WS department,
Roing is doing all out efforts to
create such awareness on
sustainable drinking water and
sanitation throughout the district
and conducted such sanitation
programmes at Hunli and Meka
Blocks on last part of December
and is conducting at Iduli-Koronu
Block shortly.
Education is a lifelong journey: Dabi
PASIGHAT, January 8:
‘Education is a lifelong journey and
we must equip our students with
strong foundations for lifelong
learning, providing them with
multiple pathways to develop their
potential’, said Nari-Koyu MLA Tako
Dabi.
Attending an interactive
meeting amidst officers, leaders,
teachers and students at the Bakin
Pertin Auditorium, Telam on January
3 last, the educationist turned
politician said, ‘I want to nurture the
learners who are motivated, enjoy
learning and go on to fulfill their
potential’. He said that teachinglearning process should be
purposeful, invoke a sense of
curiosity and a seed of love for
learning. They must be engaged
through different pedagogical
approaches such as inquiry-based
and field-based learning and also
in co-curricular activities in schools,
he stated.
On the day, he also
inaugurated the newly constructed
(under MLALAD fund) Telam PHC
extension building. The building
comprising of eight rooms (2 wards
for male & female, kitchen with
dining and one labor room with two
MO rooms) would provide better
service to the people, said Dabi on
the occasion. Stressing on the need
of necessary furnitures, equipments
and staffs, he asked the Director of
Health Services Dr. Kartik Nishing
to look into the matter considerably.
Dabi, who represents the NariKoyu constituency while focusing on
overall development of the area,
claimed that balanced and uniform
development was being carried out
throughout the constituency with
sincerity and dedication. He further
stated that roads, health and
education had been accorded top
priority. The villages were being
connected rising the economic
status and the educational
institutions were being upgraded to
provide quality education to the
children at their door steps.
On the occasion, Dr. Dying
Ering Science Laboratory and Rajiv
Gandhi Block of GHSS Telam built
under SPA by the WRD were also
inaugurated by East Siang Deputy
Commissioner R.K Mishra and SP

Sajwan served 10 years in
Arunachal Pradesh in various

He retired on 31st December
2012 as PCCF and Principal

Forestry, Government of Arunachal

knowledge about environment and
forest, he has been appointed as
the member of National Green
Tribunal, a coveted post by
Government of India.

trainers held

The capacity building training for
resource persons and Master

Siang and Upper Siang under
Saakshar Bharat Programme,

January 7 to 10.
Chairing the inaugural

emphasized on qualitative

Special Publicity Campaign on
“Health & Family Welfare” is
launched from today in Lohit district
with a rally cum awareness
programme organized by the
Directorate of Field Publicity (DFP),
Tezu Unit at Mekaliang village.
More than 200 women,
Anganwari workers, ASHAs,
youths and villagers as well as
panchayat members were a part
of the rally cum awareness
programme.
Speaking on the occasion,
Dr. J. S Bhowmick, Senior Medical
Officer, District hospital Tezu,
elaborated the gathering about
various diseases like Dengue,
Malaria, Kala Azar, Cancer, HIV/
AIDS etc. He said that prevention
is better than cure and described
how to prevent from the said
diseases.
He advised the villagers to
properly wash their hands with
detergent before food and after
toilet and requested them to use
mosquito net for prevention from
diseases like - Dengue, Malaria
and Kala Azar.
He also informed them
about Janani Shishu Suraksha
Karyakram (JSSK) which is a new
form of Janani Suraksha Yojana
(JSY) and called upon them to avail
benefits from the JSSK. Dr.
Bhowmick also disclosed that
government
provides
total
expenditure from pregnancy to
delivery under the care of ASHA of
every institutional delivery.
The resource person of the
programme also spoke on the
significance of immunization of
children and revealed that 2012 was
polio free year, adding that in the next
two consecutive years, India will be
polio free. While informing that
20th January 2013 is the first polio
Sunday of this year, he asked the
parents to get polio drops to their
children below 5 years of age at the
nearest polio booth.

Siram takes stock of preparation for CM’s visit to
Pasighat

public meeting site for the
ensuing Chief Minister’s visit to
Pasighat. He took stock of the
latest
development
and
monitored the progresses and
instructed all concerned to
shoulder their responsibility and
make proper arrangement
regarding security, sanitation
power supply etc.
He also inspected the
proposed Amusement Park for
which the Chief Minister will lay
foundation stone.
Later, the minister visited the
three fire victims who were
sheltered in temporary sheds and
donated ten thousand to each of
them and instructed the District
Administration to help out victims
immediately.
The fire which broke out at
around 10 pm on the night of
January 4 last gutted down three
houses completely. While offering
condolence to the victims, the
minister appealed all to remain
alert and be cautious as fire
accident occurs frequently at
Pasighat especially during the
winter season. He also appealed
all to maintain proper approach
roads and sufficient passage
space so that fire tender vehicles
can easily approach the accident
sites. He further informed that he
is processing for additional fire
tender vehicle.

Ninong Ering, Union Minister of
State (Minority Affairs) and Tako
Dabi, MLA accompanied by the
officers and public leaders visited
Tabi Ripo, one of the remotest
villages of East Siang today.
Addressing on the occasion,
Ering said that the government is
committed
in
bringing
development in all parts of the
district. A lot has been done in the
area especially in the fields of road
communication, health, education
etc, he said, but added that there
are still a lot to be done in remote
places like Tabi Ripo which still
does not have all weather roads.
The Union MoS appealed all
to rise above individual and selfish
interest and co-operate with
government for the upliftment of
the society. Assuring to look for
avenues for road connectivity to
the village, Ering informed that the
Government of India is very keen
to develop the state. While calling
for utilizing the public money
judiciously, he stressed that all
works should be completed in
time and utilization certificates
should be submitted immediately
for proper funding.
Replying to the memorandum submitted on the
occasion, the union MoS said that
he will sanction Rs.5 lacs for flood
protection works, Rs. 3 lacs for land
protection of the village and Rs. 2
lacs for development of the
playground.
In his address, MLA Dabi
stated that people should cultivate
high moral character and values
of life to bring change in the society.
They should be a part of the
development process of the
society and should be able to
differentiate who actually works for
the society and who are
detrimental to the development
process. He informed that he will
not tolerate any kind of hindrances
in the path of development. History
will not forgive those who mislead
the society, he added. Stating that
flood in the last monsoon have
greatly damaged the roads and
irrigation channels, he called for
all out efforts for the restoration. On
the occasion, Dabi appealed the
union minister and the public for
their support and cooperation in
his endeavor to bring faster
development especially in the road
connectivity to the area.
Takir Kakki, prominent public
leader, Gaon Burrahs, PRI leaders
etc, while narrating their woes
especially during the monsoon
appealed for mitigation of their
problems. They expressed hope
that the first ever visit of a union
minister in the area will usher in
new phase of development in the
area.
Earlier, Ering while interacting
with the villagers assured to provide
fund for a suspension bridge at
Tene village, play ground at Sido
village, Bus stand at Sipu village,
community halls at Kakki and Koyu
villages. He also assured to take
up with the concerned authorities
for immediate installation of BSNL
mobile tower at Koyu Circle

Review meeting on BRO roads in West Kameng &
Tawang held

A review meeting on BRO roads Orang - Kalaktang – Shergaon Rupa - Tenga (OKSRT) and
Balipara – Bomdila - Tawang
(BBT) was held at HQ 14 BRTF
Tenga on January 4. The meeting
was
attended
by
BRO
Commander Col Rahul Trivedi
and Executive Board Members
of West Kameng Indigenous
People’s Society (WKIPS) led by
President Tsering Sonam and
Secretary Pasang Dingla.
Briefing the members, the
BRO Commander stated that
road broadening work is going on
in full swing on both OKSRT and
BBT roads and assured that
OKSRT road would become fully
operational by next year.
Meanwhile, he has ordered the
OKSRT road to be opened to
traffic from 5pm to 8 am and 12
noon to 1 pm daily keeping in view
the problem faced by general
public on this route. He further
stated that the direct road from
Rupa to Jigaon would be opened
by next month which will shorten
the road distance by about 17
kms. No new road cutting work will
be undertaken on BBT road
unless the old ones are fully black
topped, he added.
It may be recalled that the
people of West Kameng and
Tawang District resorted to dharna
on September 1 last at BRO offices
located at Tenga, Bhalukpong,
Sapper Camp & Kalaktang in West
Kameng District and at Tawang,
Lumla, Khrimu and Jang in
Tawang District.
In a follow up meeting at
Bomdila, the West Kameng
Indigenous People’s Society
(WKIPS) strongly condemned
the physical assault on EAC
Gombu Tsering and Circle
Inspector Sange Norbu while they
were on official duty during anti
dam protest march in Tawang by
the monks and the protesters on

Anjaw DC office and various other
projects inaugurated
ITANAGAR, January 3:
Chief Minister Nabam Tuki
inaugurated
the
newly
constructed office building of the
Deputy Commissioner Anjaw at
Hawai on January 2 last.
The building is an
imposing
structure
that
overlooks the township from a
hilltop. With spacious rooms and
a conference hall, well designed
corridors, the double storied
building must be the only office
in the state (other than hospitals)
with a ramp for easy accessibility
of disabled people or even the
healthy who feels stairs
tiresome.

Everybody
nodded in agreement that
Hawai, the way it is going, would
become one of the best
townships in the state.
Anjaw may be a very young
district of Arunachal Pradesh - in
fact it was the youngest till
Longding came into existence
last year in March - but in terms
of pace of development, it is
several notches higher up than
most of its elders and established
siblings. When it comes to planned
infrastructural development, it is
arguably at the top. Hawai, the
district headquarters, indeed is
living up to its name.
To add to the acceleration of
Hawai’s growth, not less than ten
projects saw the light of day or got
their foundations laid during the
high profile visit on the day.
While Pema Khandu laid the
foundations of the Rural Works
Department (RWD), Divisional
Office opposite to the DC Office, the
Public
Health
Engineering
Department (PHED) office building
was inaugurated by Ninong Ering.
Loffa, on the other hand,
inaugurated the building of Water
Resource Department that stood
just besides the PHED Office
proving the impeccable planning
gone into selection of sites for the
two allied offices.
Similarly, the two buildings of
District Horticulture Office (DHO)
and District Agriculture Office (DAO)
stand side-by-side, something
missed by planners elsewhere.
The two buildings were also inprinciple inaugurated on the day.
Accommodation in Hawai will
never be a problem for visitors. In
addition to the existing guest
houses of the Urban and Forest
departments and the PWD Circuit
House, a newly constructed Yatri
Niwas, adjacent to the Forest guest
house, was inaugurated by Mukut
Mithi.
On the education front, a
polytechnic is coming up at Daang
in the outskirts of Hawai with
picture-perfect natural settings.
Laying the foundation stone for it,
Education Minister Bosiram
Siram also let down the first
shovel of concrete mix for
construction of the first pillar of the
institute.
Meanwhile, as the sites of
two important micro-hydel
projects are a bit far-off from
Hawai, these were inaugurated
online. While Tuki inaugurated the
4 MW Longpani Micro-Hydel
Project, Mithi inaugurated the 1
MW Hathipani Micro-Hydel Project.
Both
projects
are
being
implemented by the state
Hydropower
Development
department.
“Ours is a district that will
never face power crisis,” a proud
Pul said citing both the newly
inaugurated projects as well as
the 16 MW Haliapani Hydro
project, which was almost ready
for commissioning when floods
damaged it last year.
Besides there are four
more functional small hydro
power projects in the district and
according to Pul, Anjaw can
provide power to neighbouring
districts of Lohit, Changlang,
Lower Dibang Valley and even
parts of Assam bordering
Arunachal.
Anjaw with eight administrative
units–Chaglagam,
Metengliang, Hayuliang, Goiliang, Kibithoo, Manchal, Walong
and Hawai – and a population of
little above twenty-one thousand
has come a long way since its
inception on December 24,
2004.
Hawai, studded with twolane black-topped roads, well
planned market complexes and
office premises, an upcoming
artificial lake at its heart,
culturally rich people and an
uncompromising leader, is
indeed the jewel-of-a-town for
Arunachal in the making.
Siram dedicates unique rostrum
to Pasighatians
PASIGHAT, January 7:
Education Minister Bosiram
Siram, who is also the local MLA
of Pasighat today inaugurated a
newly constructed unique
rostrum funded from his
MLALAD amidst officers, leaders
and public of Pasighat.
The rostrum, located in the
main bazaar was constructed by
the PWD at an estimated cost of
18 (eighteen) lacs.
Dedicating the rostrum to
the people, Siram informed that
the rostrum is made of iron
pipes and plates and is
absolutely maintenance free. He
called
upon
everyone
irrespective of their age and
position for up-keep of public
properties.
While urging the people to
be united and work hard to make
the town developed, the minister
said unity is the most essential
ingredient to bring development
in every society. Prioritizing the
security and safety of the citizens,
he
advised
the
District
Administration to take all possible
steps to instill a sense of security
and well-being in the minds of the
people.
He also asked the HoDs and
party functionaries to complete their
assigned duties in time to ensure
that laying of foundation stones at
State University site, Yagrung CO
Office, Pasighat Amusement Park
and also the inaugural program
of Yagrung Higher Secondary
School etc are ready to be
inaugurated by CM Nabam Tuki
on Jan 11 next.

based at Shillong called on Chief
Minister Nabam Tuki at his official
residence here today. He was

the Chief Minister was joined by
Chief Secretary H.K Paliwal and

The NCC top brass
discussed
various
issues
concerning the NCC movement
and activities in Arunachal
Pradesh.
The Chief Minister assured
all cooperation for the growth of
NCC family in the state’s
educational institutions and said
his government is committed to
support all kind of constructive
activities involving youths.
“We have to channelize the
energy and interest of our youths
lest they get away from the
mainstream. NCC is an important
movement in this regard that can
imbibe in our youths discipline and
patriotism for their state and
country,” he observed.
The Chief Minister opined
that NCC programme should be
implemented in every educational
institution whether government or
private so that its influence reaches
every section of youths in the state.
As per information the NCC
programme, funded by the Central
Government, is confined to
government institutions. In case
private institutions opted to
implement the programme, it
would have to manage its own
funds for the activities.
Highlighting the advantages
of NCC programme, besides
inculcating moral values and
discipline, Maj Gen Sharma said
that cadets excelling and reaching
the highest levels have the
advantage of getting recruited into
the various wings of the Indian
Armed Forces directly.
He assured the Chief Minister
that activities of the NCC would be
intensified and its reach extended
in the state in the coming years.
Siram graces 13th Utsarga Samaroh of VKV Oyan
PASIGHAT, January 9:
Aiming at refining and giving final
touch for academic enhancement
and confidence building to the
class X standard students at the
last part of their academic session,
‘13 th Utsarga Samaroh’ was
conducted by Vivekananda Kendra
Vidyalaya (VKV) Oyan on January
8 last in the school campus.
Gracing the occasion, State
Education,
Science
and
Technology Minister Bosiram
Siram lit the lamp and inaugurated
the Samaroh amidst faculties and
students in the school auditoriumcum-prayer hall.
In his address, Siram
appreciated the management for
their initiatives. Stating that VKV is
running more than thirty schools
in the state, pouring tremendous
knowledge for which they deserve
cooperation and appreciation from
all quarters, the minister also
felicitated the resource persons on
the occasion for their esteemed
services.
Advising the students, the
minister said that ‘the present day
education limits its scope to the
student’s
performance
in
academics with career alone as
its goal’. The education system
should impart noble qualities such
as spirituality, sacrifice, selfless
service to the motherland and
character building besides
bookies knowledge in schools, he
opined and urged the students to
read books penned on Swami
Vivekananda to emerge as

Radha Didi on various issues,

concepts to enhance the
education system of the state.

possible help to the VKV
authorities in days to come.
