Minutes
August 9, 2005
The Cabinet met on August 9, 2005 at 8:30 a.m. Present were Berty, Burke, Clark, E.
Davis, H. Davis, Henry, Hoppe, Jackson, Kaufmann, Kennedy, Loos, Robinson, Speck.
Deborah Fetch attended as a representative of the Regents Academic Leadership Institute.
Dr. Hoppe opened the meeting by introducing new members: Luke Henry, Staff Council
President; Kevin Kennedy, SGA President; Diane Berty, Associate Vice President for
Student Affairs; Greg Kaufmann, Director of the Institute for Global Security Studies;
and Deborah Fetch.

2. New Business
a. Cooking & Serving at Convocation (Hoppe)
Hoppe asked Cabinet members to be prepared to cook and serve at the
Convocation picnic on August 23rd.
b. Salary Equity Update (Robinson)
Robinson announced that TBR approved a one-time bonus of $500 for
employees with one year of service as of August 31, 2005 or 1% of salary
base, whichever is more. The bonus for employees with less than one year of
service will be $250. The date of the bonus will be decided in the hear future.
In addition, a 2% salary equity pool has been approved by TBR; however,
President Hoppe is in the process of asking for approval of an additional 1%.
Meetings will be scheduled with the Faculty Senate Executive Committee and
Staff Council Executive Committee to discuss options for distribution of
equity monies. Whether or not the equity increase will be retroactive depends
on fall enrollment.
c. Proposal for Increasing Admissions Standards (Davis)
A copy of the proposed 2006-07 Admission Requirements for Entering
Freshmen was distributed by Speck. Forums to discuss the new admission
standards will be held with faculty and staff. Cabinet approved the proposed
requirements with the addition of the NCAA stipulation related to the
admission of athletes using language mirrored by MTSU.
d. Compromised Confidential Information (Robinson)
Robinson reported that computer files containing confidential personal
information of 1,492 students were discovered on July 21. These files were
deleted, the affected students were immediately notified by certified mail, the
web site search engine was disabled, and the three national credit agencies
were alerted. In addition, a complete review of all pages of the APSU Web
site was conducted which revealed that confidential information of 1,280
employees and vendors had been breached. The IT staff are in the process of
preparing letters to be mailed to these individuals. Robinson noted that
Campus Police are prepared to provide information as needed and that
procedures within the IT Department have been changed. After the fall
semester begins, seminars on identify theft will be conducted for students and
employees.
e. Accelerated Degree (Speck)
Speck stated that this fall, APSU will offer its Bachelor of Science in
Professional Studies, an accelerated degree program that can be completed in
12-14 months. Students enrolling will take the first two years at a community
college or technical school and complete the junior and senior years at APSU.
A full-time interim program manager has been hired.
f. e-Dossiers (Speck)
Speck reported that a process has begun for preparing e-dossiers for all tenuretrack faculty. The electronic files will be easily stored and will make tracking
previous year’s retention information easier. The process will be phased in
over a three-year period, with first and third year faculty using e-dossiers in
2005-2006.
g. Opening Week Activities (Speck)
Speck distributed a schedule of activities for August 15-28. This information
will be sent out campus-wide.
3. Monthly Reports
a. Open Positions
 Human Resources Director: Three candidates have been invited to
campus for interview.
 Assistant Director of Physical Plant: Interviews were held and a
recommendation for hire is in process.
 African American Cultural Center Director: Beverly Sims will serve a
one-year appointment as interim.
b. Construction Updates
 McCord Building: Scheduled for completion in July 2006.
 Student Recreation Center: Bid opening is scheduled for August 25.
 Dunn Center: Athletic Office has been renovated; work on restrooms will
begin in October; and the soccer field final inspection was scheduled
today.
 Parking: Rawlins South will become red zone parking; first row of
Rawlins lot across from Ellington will be red zone parking; new lot on
West Avenue will be white zone parking; and Castle Heights lot will be
red zone parking.
c. Policy Updates
Robinson reported that more flexibility will be provided with purchasing cards
since TBR has changed their policy. He reminded Cabinet members to
provide feedback if appropriate when voting on policies that are emailed.
d. Sub-Council Reports
 Business and Finance: Discussion included providing consultants at a
lower cost and employment of temporary employees.
 Academic Affairs: Discussion included articulation issues regarding
community colleges, UT and TBR schools; and the future of higher
education.
 Student Affairs: Discussion included the system-wide smoking policy,
student academic freedom and state-wide grievance procedures.
e. Faculty Senate Report
No report.
f. SGA Report
 A planning/restructuring retreat was conducted in the Spring semester.
 The annual Red and White Parade is scheduled for August 31 at noon.
 SGA is sponsoring a voter registration drive which will be conducted by
ActiVote on August 31 and September 1 from 10 a.m. to 2 p.m. in the UC.
 The annual Mud Bowl is scheduled for September 27.
 Constitution Day will be held September 15.
 Student appointments to Standing Committees will be completed this
week.
g. Staff Council Report
 The first meeting will be held on August 11 to elect the executive council.
 Plans are to publish a monthly online staff newsletter including updates
and birthdays.
 Online forums for staff council will be scheduled.
h. Strategic Planning Committee Report
APSU’s 2005-2006 Strategic Plan will be on the agenda for approval at the
December Quarterly TBR meeting. The SPC Committee will now be chaired
by Richard Jackson.
i. Student Issues
Berty noted that there is a positive effect in housing occupancy rates.
j. ERP
Robinson noted that Human Resources training is progressing. November 1 is
the target date to begin dual operating systems in Human Resources.
Advancement and Finance training will begin soon.
4. Announcements
 Convocation, August 23, 10 a.m., MMC Concert Hall followed by a picnic at
Noon.
 The new cycle for awarding of Peay Points begins August 1.
 Grant writing and seeking is encouraged. The Grants Office is currently
working on 13 grants.
