MIRACOSTA COLLEGE CLASS TITLE: DIRECTOR, SMALL BUSINESS DEVELOPMENT CENTER (SBDC) This is a full-time position dedicated to the Small Business Development Center (SBDC) hosted by MiraCosta College. This North County SBDC serves small business clients located north and east of Interstate 8 to Orange, Riverside, and Imperial Counties. The United States Small Business Administration (SBA) and MiraCosta College fund the SBDC through the California Technology, Trade & Commerce Agency (CTTCA). The position is currently funded through December 31, 2002 and has been continuously funded since June of 1999. Continued employment from year-to-year in this position is predicated upon the expected renewal of the federal grant each calendar year. MiraCosta will organize, staff, direct, provide services, and act as fiscal agent on behalf of the CTTCA. Although working under the auspices of the CTTCA, the SBDC Director is an employee of the MiraCosta Community College District and therefore subject to the personnel policies, practices and procedures of the MiraCosta Community College District. BASIC FUNCTIONS: The Director shall, under the administrative direction of the Dean of Community Education, be responsible for the development, promotion, and operation of the MiraCosta College SBDC in accordance with the policies and procedures of the CTTCA, the SBA, and MiraCosta College. The Director will supervise the Senior Business Consultant, the Operations Supervisor, and other SBDC staff. REPRESENTATIVE DUTIES: 1. Establish formal agreements and delineate specific services and roles with public organizations (e.g. Chambers of Commerce, economic development agencies, community college business departments, and offices of contract education), and with private individuals and firms (e.g., accountants, attorneys, marketing firms, and business consultants). Work closely with Southwestern Community College’s Small Business Development and International Trade Center. 2. Develop and implement business and marketing plans to promote the program. 3. Administer the operations of the program to meet SBDC program objectives and contractual requirements within the required service area (north and east from Interstate 8 to Orange, Riverside, and Imperial Counties, including Camp Pendleton and the San Diego County Indian reservations). 4. Supervise the development, planning, scheduling, publicizing, delivery, and evaluation of training. 5. Create an environment to increase the economic impact of small businesses in North San Diego County. 6. Develop and implement a fundraising program to meet cash-match requirements. Implement client activity tracking systems and maintain records necessary for audit trails, program evaluation, and follow-up; prepare reports. 8. Oversee budget development and expenditures. 9. Coordinate advisory board meetings. 10. Supervise and evaluate the full and part-time staff of the North County SBDC. 11. Provide one-on-one consulting when a staff or contract consultant is not available, particularly in the areas of business planning, management, and financial analysis. 12. Perform related duties as assigned. KNOWLEDGE AND ABILITIES: KNOWLEDGE OF: Small Business Administration and California Technology, Trade & Commerce Agency policies and procedures. Research techniques. Marketing techniques. Financing and financial management techniques. Laws affecting small businesses in California. Program management and development. Principles of effective supervision, evaluation, and training. Grant management and federal/state audit procedures. Effective use of the Internet. ABILITY TO: Learn and interpret laws, rules, and regulations as they apply to small business development. Coordinate activities for small business development over a broad urban, suburban, and rural locality. Work independently with little supervision. Work cooperatively with persons from diverse cultural backgrounds. Give effective oral presentations in both public and private sectors. Write clear and concise letters, reports, and brochures. EDUCATION AND EXPERIENCE: Equivalent to a Baccalaureate degree in Business Administration, Finance, or related field and five years of full-time professional experience in small business development or economic development programs; or program management and development and personnel supervision; or administration of grants/contracts, and business management, consultant experience, or a related field such as business, economics, management, or administration, including at least two years of supervisory experience. EMOTIONAL EFFORT: Ability to develop and maintain effective working relationships involving interactions and communications personally, by phone and in writing with a variety of individuals and/or groups of individuals from diverse backgrounds on a regular, ongoing basis; ability to work effectively under pressure on a variety of tasks concurrently while meeting established deadlines and changing priorities. WORKING CONDITIONS: Primarily works in busy indoor environments; subject to frequent travel to various locations to conduct work during day and/or evening hours including weekends on an as-needed basis. TRAVEL: Travel is required within the geographical region the North County SBDC serves.
