II. Call to Order A monthly meeting of the Missouri State University BSEd Secondary Oversight Committee convened at 1:00 pm. Chair Dr. Tonia Tinsley presiding. A quorum was established. Approval of Minutes Motion was made and seconded to approve the minutes of the October 18, 2013 meeting. Motion carried. III. Announcements & Updates a. Dec 6 BSEd Meeting – Committee will meet on Dec 4th instead, ½ hour before the PEC meeting in PSU 308. b. CAEP and DESE – Dr. Chris Craig Dr. Craig thanked the committee for the help during the CAEP review and explained the need to continue the joint effort with UAPB. Would like to have specific sections of GEP 101 dedicated to education students. The multicultural leadership students should also be included. Once the report comes back from CAEP, it will be made available to everyone. As for the Certification compendium – Dr. Hough will be attending a meeting on Monday, Nov 18 with a number of others representing two and four year schools to address the timeline and perspective of assessment and how it does not reflect the views of Higher Ed. An Education Preparation Provider blog is being set up so at to recognize the good things many students and faculty do in the community and on campus. Send any content to Dr. Craig that you would like to see as a regular communication of things we are doing. IV. Old Business a. Feedback on MoGEA – A discussion ensued on the feedback from students and faculty on MoGEA. Students and Faculty are both confused, and many are concerned about the cost. Many are also concerned that the judgment of if they are ready is not in house. Faculty feel they have so much going on here that it is hard to give the needed support to area supervisors. b. Missouri Educator Evaluation System – There are four modules that is the platform teachers will be evaluated on. It was suggested faculty talk with Rick Breault about possible on campus training. V. New Business a. MoGEA Assessments and Exceptions & Compliance CBASE Proposal The PEC decided to table the proposal until after the meeting on Nov 18 with the Commissioner of Education. b. DESE Proposed Changes to Teacher Education Preparation Programs/Teacher Certification c. A discussion of the content-area specific changes to Teacher Education Preparation presented in the proposed DESE rule change (Compendium) was had by the committee, which also identified some proposed changes affecting all certification areas. Concerns were expressed about the process undertaken by DESE. There was a discussion on how each discipline would be affected by the certification requirements. Motion made and seconded to have the Committee Chair communicate to the Head of the Unit that all in attendance today would like an intelligible and clear plan of the university. Letter to Advisory Board Members regarding DESE comment period and proposed changes – Dr. Tinsley will draft a letter on behalf of the committee, and send it out to the committee for approval. After reviewing the letter, send any comments or suggestions to Dr. Tinsley. d. Nominations for a Secondary Rep for the COE Scholarship Committee – Catherine English was nominated and accepted. e. Feedback on Core Education Courses (and how they are working) – Rebecca Woodard Several faculty have asked how PSY 486/SFR 486 is working, and does the prerequisite need to be admit to Teacher Ed for SPE 340. It was decided to table this for now. VI. Adjournment at 2:29 pm Mandate of the BSED-Secondary Education Oversight Committee: The BSED-Secondary Education Oversight Committee shall monitor the common elements of the BSED-Secondary Education program. The committee shall have responsibility for initiating program changes within common elements of the program and reporting those recommended changes to the PEC [Profession Education Committee]. Every department/school having a BSED-Secondary Education program shall select a representative from their full-time PEU faculty. The School of Teacher Education shall select two representatives from their fulltime PEU faculty who have responsibility for core courses in the BSED-Secondary Education program. The Director of Secondary Education, Head of the PEU or his/her designee, the Director of Certification and Compliance, a representative from both the Education Field Experience office and the Professional Education Advisement office shall serve as non-voting, ex officio members of this committee. At the March session, the chair-elect from the previous year shall assume duties as the chair of the BSED committee and a new chair-elect from the current committee membership shall be elected and assume duties as chair-elect. The chair of the committee shall be a delegate to PEC. (PEC Bylaws 2010).
