ARTICLE II MEETINGS Section 1 – Types of Meetings Clause I. The ASG shall publish and abide by a schedule of not less than two (2) meetings per month. These meetings shall be open to all members of the A.S.P.C. who wish to attend in accordance with Calif. Gov. Code Sections 54950-54963. Clause II. The Presiding Officer shall call the roll for the General Session promptly at 1:00pm. All members not present at the time of roll call shall be marked tardy or absent. Clause III. Special meetings of the ASG may be called by the President or by a two-thirds (2/3) majority vote of the ASG when it is deemed necessary and is duly noticed in accordance with Section 54956 of the California Government Code. Minutes of special meetings will be made available upon request. Clause IV. The ASG shall be allowed to conduct business in accordance with the guidelines set forth in the Constitution and these Bylaws during the summer and winter so long as actions taken by participating members are presented in report form at the first regular meeting of the next semester. Section 2 - Parliamentary Authority, Quorum and Absences Clause I. All meetings shall be conducted according to Robert's Rules of Order, newly revised. Clause II. A quorum should be established before any business can be acted upon by the ASG. A quorum shall consist of fifty (50) percent of the voting members, plus one, as defined in (Article I, Section 2). Clause III. Any voting member of the ASG with three (3) either consecutive or unexcused absences from the General Session in any one academic year shall be immediately disqualified by the President, subject to confirmation by a majority vote of the ASG. Clause IV. Absences or tardiness will be excused only when the member's failure to attend a meeting is a direct result of one of the following reasons: a. b. c. d. An official Campus Shared Governance Committee. An officially ASG recognized meeting or conference. A verifiable medical emergency. The meeting missed is a special or emergency meeting which conflicted with a prior obligation. e. Any other reason deemed excusable by a two-thirds (2/3) majority vote of those present and voting at the subsequent regular meeting. Section 3 - Agendas Clause I. An Agenda shall be prepared by the President and posted publicly in the glass display case at the north wing of the Student Union near the elevator no later than seventy-two (72) hours prior to the General Session, pursuant to Section 54954.2 of the California Government Code. a. Electronic and/or hard copies of the Agenda must be available to all members of the ASG no later than twenty-four (24) hours prior to the General Session, though it is preferable that Agendas be made available as early as possible to allow for research of issues to be discussed. Clause II. Special Meeting Agendas must be posted publicly no later than twenty-four (24) hours prior to the meeting. Clause III. Every Agenda for meetings of the ASG shall provide reasonable time for public commentary on items which are listed on said Agenda, pursuant to Section 54954.3 of the California Government Code. a. There shall also be established a segment of the Agenda for public comment on items which are not otherwise listed on the Agenda and which fall under the jurisdiction of the ASG; however, action on such items is prohibited by law (Section 54954.2 of the California Government Code) until otherwise placed on an official Agenda.
