ARTICLE XII

STUDENT REPRESENTATION FEE

Section 1 - Collection

Clause I.

The Student Representation Fee is collected by Palomar College at the time of registration and deposited in a separate fund established per the California

Community College's Budget and Accounting Manual.

Clause II.

Students may opt to waive this fee.

Clause III.

The chief fiscal officer of Palomar College shall have custody of the money

Monies obtained from the Student Representation Fee shall be expended to provide for the support of governmental affair representatives who may be stating their positions and viewpoints before city, county, and district governments, and before offices and agencies of the state government. See Education Code

Section 3 - Assigning Representatives

Clause I.

A Palomar College student who is not a member of the ASG may use the

Student Representation Fee if s/he does the following: a. Submit a request to use the Student Representation Fees in writing to the

ASG President and Director of Student Affairs stating the reasons why s/he would be an appropriate representative of the college. b. The ASG must approve the request of a non ASG student to use the

Student Representation Fees by a majority vote, a quorum being present.

This vote will take place one week after the request is put on the Agenda for information.

Clause II.

All assignments/appointments of individuals to use student representation fees will be by the ASG President and approved by a majority vote of the ASG.

Section 4

– Responsibilities of Representatives

Clause I.

In coordination with the Director of Student Affairs, students using representative fees will: a. Make appointments to visit with officials prior to going on a trip. Normally, the appointment will be confirmed in writing. b. Submit a written Travel Report on the results of their meeting/conference to the Director of Student Affairs within five instructional school days from the date of return from the meeting/conference. Days shall be defined as

Monday through Friday, not including holidays or weekends. The deadline for submission will be set by the Office of Student Affairs. An oral report may also be requested by the ASG President.

Section 5 - Accountability

Clause I.

Records on trips, visits, etc., by individuals using Student Representation Fee monies will be kept by the Director of Student Affairs. These will include, at a minimum, letters to officials, expenditures of funds and a copy of the report on the results of the meetings/conferences.
